Politica de coeziune, prioritatea României în fruntea Consiliului UE

Premierul Viorica Dăncilă, a reamintit marți, într-un mesaj video, că România are coeziunea ca principală prioritate pe timpul președinției rotative a Consiliului UE:

“Motto-ul preşedinţiei noastre va fi coeziunea – o valoare comună europeană. Uniunea Europeană poate progresa în spiritul ideilor fondatoare ale proiectului european doar menţinând coeziunea şi depăşind decalajele între statele membre în toate formele lor de manifestare. Acesta este tonul pe care dorim să susţinem ritmul intens al lucrărilor Consiliului Uniunii Europene. Ne-am propus ca la predarea mandatului să fim reconfirmaţi ca o voce puternică, un partener serios care lasă o bază solidă pentru definirea următorului capitol al construcţiei europene”, a spus Viorica Dăncilă.

Comisarul european pentru politica regională Corina Crețu a postat un mesaj în rețelle sociale pentru a aproba intenția guvernului de la București. “În calitate de comisar european pentru politică regională, mă bucur să constat că politica de coeziune reprezintă o prioritate pentru preşedinţia română, care de altfel se va desfăşura sub motto-ul Coeziunea, o valoare comună europeană”, a scris Corina Creţu care a mai adăugat că “acest lucru demonstrează impactul clar pe care această politică a solidarităţii l-a avut în ultimii ani în România, contribuind esenţial la îmbunătăţirea vieţii românilor”.

Totodată, Corina Crețu a subliniat că România are parte din plin de provocări pe timpul mandatului în fruntea Consiliului UE: “Acest mandat de şase luni are loc într-un moment plin de provocări, ceea ce reprezintă un motiv în plus pentru ca România să folosească toate oportunităţile pentru a avansa în negocierea dosarelor prioritare, inclusiv în ceea ce priveşte politica de coeziune pentru perioada 2021-2027.”

WEATHER Romania is currently seeing mixed precipitations on large
areas and an overcast sky in most of its regions. Snowfalls have been reported
in the country’s west and south-west as well as in its mountainous regions.
Mixed precipitations have been reported in Romania’s central and eastern
regions as well as moderate rainfalls in the south. The highs of the day range
between -3 and 10 degrees Celsius with a noon reading in Bucharest of 2
degrees. Weather phenomena like snowfalls, sleet and glazed frost are expected
all throughout the territory in the following hours. Heavy snowfalls and
blizzard have disrupted rail and road traffic in the country’s west and
south-west. Power outages have been reported in towns and villages in Romania’s western regions.

EVENTS Timisoara, a city in western Romania, is today seeing a
series of events aimed at marking the beginning of the anti-communist
revolution in December 1989. Today’s events include a festive session of the
Local Council devoted to the commemoration of the martyr heroes, educational
activities for the young people and an anniversary show. Saturday saw a Freedom
March, staged by an association of the revolutionaries. Monday will be a
mourning day to the memory of the Revolution martyrs, while on December the 20th
locals are to celebrate the day when Timisoara became Romania’s first city free
of communism. The revolt against Nicolae Ceausescu’s dictatorship commenced on
December 16th 1989 in Timisoara and quickly spread to other Romanian
cities. Over 1,000 people were killed and 3,000 wounded in the then clashes
between protesters and riot police. Romania was the only country in the Eastern
bloc, in which the communist dictatorship was overthrown through bloodshed and
its communist leaders were executed.

MEETING
Diplomats from 200 countries have reached an agreement in Poland to maintain
the Paris Agreement on Climate Change. Under this agreement, countries are expected
to take certain measures aimed at monitoring their carbon dioxide emissions.
They are also supposed to reduce their carbon dioxide emissions until the
following round of talks due in 2020. Under the same agreement, developed
countries are expected to shed more light on the assistance they are to offer to
the less developed countries in order to obtain more green energy and build up
efficient response capabilities in terms of natural disasters. The United
States has also endorsed the agreement in spite of president Trump’s initial
threats to withdraw from the Paris Agreement. The USA cannot withdraw from the
Agreement until 2020.

FUNDS The European Commissioner for Regional Policy, Corina
Cretu has approved a series of changes to the Large Infrastructure Operational
Programme, through which more European funds are to be earmarked for major
infrastructure projects in Romania, such as a new underground section and a
highway. Through this decision the co-financing rate goes up from 75% to 85%
for projects on the development of the European transport network, the underground
and multimodal transport infrastructure. The decision has also come to support
port infrastructure and operations, increasing the opportunities for developing
transport terminals, logistics and major rail installations, a communique
issued by the European Commission Representation in Romania has specified.

MATCH The Romanian
women’s national handball side will today take on the Netherlands in a match
counting towards the third or fourth position at the European Championships in
France. The first Romanian-Dutch game ended up with a Dutch victory, but our handballers
now have the opportunity to equal their best performance in a continental
competition, the bronze medal they won in 2010.

Mai puţin de o lună până când România va prelua președinția Consiliului UE

La 1 ianuarie 2019, România va prelua
pentru prima dată președinția Consiliului UE. România va fi responsabilă de
negocierea cadrului financiar multianual, retragerea Marii Britanii din UE și
de reuniunea la nivel înalt de la Sibiu din mai 2019 – un moment – cheie pentru
UE27, la șase săptămâni după Brexit și cu două săptămâni înainte de alegerile
pentru Parlamentul European. Colegiul
comisarilor se va reuni de asemenea, în ianuarie 2019, la București.

Membru al Colegiului Comisarilor și Comisar
European pentru politică regională, nominalizat de România, Corina Creţu a spus
că atât ea, cât şi Comisia Europeană, sunt gata să sprijine cu tot ce pot autoritățile române
pentru a avea o președinție de success.

Informarea și îmbunătățirea comunicării privind politica de coeziune a UE

Politica de coeziune a Uniunii Europene are o contribuție importantă la îmbunătățirea vieții populației și ar trebui să aibă mai multă vizibilitate. Eforturile de a face viața mai ușoară cetățenilor europeni, nu au fost însoțite de comunicarea necesară.

Peste 70% din populația UE nu realizează că spitalele, școlile și instituțiile la care apelează sunt realizate, în mare parte, prin solidaritate europeană. Acestea sunt doar câteva dintre concluziile prezentate de doamna Corina Crețu, Comisar european pentru politică regională, în deschiderea conferinței EuroIMPACT, un amplu eveniment de comunicare privind politica de coeziune a Uniunii Europene în România.

Guvernul României, pregătit pentru președinția Consiliului UE

Pe fondul unei situații politice tensionate în țară, guvernul României condus de Viorica Dăncilă s-a aflta miercuri la Bruxelles, pentru reuniunea comună cu reprezentanții Comisiei Europene, legată de iminentul mandat al României la președnția rotativă a Consiliului UE.

La finalul întâlnirii președintele Comisiei Europene, Jean-Claude Juncker a susnițut o declarație de presă comună, la care au participat premierul României, Viorica Dăncilă, și comisarul european pentru Politică regională, Corina Crețu. Juncker a spus că își amintește cu emoţie de ziua din aprilie 2005 când, în calitate de preşedinte al Consiliului UE de atunci, a semnat acordul de admitere a României în UE, zi pe care a descris-o drept una “a reconcilierii între istorie şi geografie”.

Evenimente cruciale pentru UE în mandatul României

Oficialul european și-a exprimat convingerea că Executivul de la București este pregătit să preia pentru președinția Consililului UE, la 1 iaunarie 2019, amintind de unul dintre evenimentele majore din mandatul țării noastre: “În timpul președinției române, la 29 martie, Marea Britanie va părăsi Uniunea Europeană, o dată tristă, dar România va trebui să gestioneze urmările Brexit-ului cât mai bine.”

Președintele Comisiei Europene nu a uitat summitul de la Sibiu, unde cele 27 de state europene vor conveni viitorul cadru financiar multianual al UE pentru perioada 2021-2027, dar și crucialele alegeri europarlamentare de la finalul lunii mai a anului viitor.

Încredere și optimism din partea guvernului român

La rândul său, șefa Executivului de la București și-a mainifestat “optimismul” în privința preluării mandatului de președinte al Coniliului UE:

“Eu sunt optimistă după discuţiile de astăzi. Sunt convinsă că vom gestiona cu bine multe dintre probleme, sunt convinsă că ceea ce ce ne-am propus vom reuşi în mare măsură să ducem la capăt şi chiar le spuneam colegilor, comisarilor, că văd această abordare ambiţioasă, dar şi realistă. Ambiţioasă pentru că la momentul actual sunt 257 de dosare – nu putem să rezolvăm atâtea dosare, le vom prioritiza (…) – dar în acelaşi timp realistă, pentru că noi va trebui să avem o abordare de mediator imparţial, facilitator de echilibru şi consens”, a declarat Viorica Dăncilă.

Comisarul european Corina Crețu a urat succes autorităților de la București, considerând de bun augur prriortizarea politicii de coeziune în ceșe șase luni de președinție română a Consiliului: “În calitatea mea de comisar pentru politică regională, e foarte bine că Politica de coeziune e în centrul priorităţilor Preşedinţiei române. Aş dori să vă urez mult noroc şi să vă asigur că Comisia, domnul preşedinte, noi toţi, ne-am mobilizat la toate nivelurile să susţinem autorităţile române în asigurarea succesului preşedinţiei.”

Juncker: Nu vreau să îmi închei mandatul fără România în spațiul Schengen

Reuniunea de la Bruxelles a fost un prilej de a pune pe masă subiecte de mare interes pentru România precum Mecanismul de Cooperare și verificare și intrarea în spațiul Schengen.

“Se întâlnesc în multe puncte programul comisiei şi guvernului român. Mai sunt puncte cum ar fi statul de drept, dar acest lucru nu privește preşedinţia Consiliului UE. […] Intenţia mea e ca România să ajungă membru al Spaţiului Schengen. Am atras atenţia asupra unor puncte, am lucrat împreună, nu aş vrea să îmi închei mandatul fără ca România să fi devenit membru, dar mai sunt lucruri de făcut “

November 2, 2018 UPDATE

PRESIDENCY -The President of Romania, Klaus Iohannis, will have a meeting on November 14th in London with the British PM, Theresa May, at the latters invitation, official sources told AGERPRES news agency on Friday. On the same day, Klaus Iohannis will attend a reception at Buckingham Palace, in honour of Charles, Prince of Wales 70th birthday, at the invitation of Queen Elizabeth II.

GOVERNMENT- The PM of Romania, Viorica Dăncilă, said in Varna on Friday, that at the 4-party meeting between Romanian, Bulgarian, Greek and Serbian officials she had underlined that more must be done for Europes energy security, especially by diversifying supply sources and stepping up the interconnection process. In the field of transport, she reiterated Romanias interest in the building of new motorways and bridges across the River Danube. Attending the meeting were the PMs of Bulgaria and Greece, Boiko Borisov and Alexis Tsipras, the President of Serbia, Aleksandar Vucic, and the Israeli PM Benjamin Netanyahu. Prior to the talks, Dǎncilǎ and her Israeli counterpart agreed on the organisation of an economic forum, ahead of the joint meeting of the 2 countries governments. PM Dăncilă presented to her Israeli counterpart the changes operated on the legislation regulating public-private partnerships, which have made the Romanian investment climate more attractive. The Romanian official also reconfirmed Romanias interest in strengthening and deepening relations with Israel in energy and cyber security, healthcare, research and innovation. The 2 prime ministers also discussed means of cooperation between Romania and Israel, in the context of the Romanian presidency of the EU Council as of January 2019.

BUDGET -The leaders of the Social Democratic Party and the Alliance of Liberals and Democrats, which make up the ruling coalition in Romania, convened on Friday for talks on this years budget adjustment and on 2019 budgetary projections. Attending the meeting was also finance minister Eugen Teodorovici. The agenda also included plans for setting up a Sovereign Development and Investment Fund and the companies that should be part of this fund, personnel downsizing measures in certain ministries and governmental agencies, and a possible increase in minimum salaries as of December 1.

EU FUNDING -The European Commissioner for regional development Corina Creţu reiterated that Bucharest has so far submitted no funding applications for any major project that could be financed by the European Commission, except for the M6 underground line which is currently being analysed. We are long past the deadlines Romania has set itself for applying for EU funds for regional hospitals, for 3 motorways, for the Braila bridge and for the Bucharest ring road, Corina Creţu says. In a social network post, the European Commissioner dismisses the accusations made against her after she had repeatedly warned that the EU fund absorption by the Romanian Government has slowed down. Darius Vâlcov, adviser to PM Viorica Dăncilă, claimed on Thursday that the funding provided by the EU only accounts for 10% of the costs of building a regional hospital, and that the balance must be supplied by the Romanian state.

LABOUR- Switzerland will lift all labour market restrictions for Romanian workers in May next year. The announcement was made during a visit to Bucharest on Thursday by the president of the Swiss Confederation, Alain Berset, who was received by President Klaus Iohannis. Alain Berset said, on the other hand, that Switzerland supports Bucharests bid for OECD membership, and that, although it is not an EU member, it will stand by Romania during the countrys presidency of the EU Council, in the first half of 2019.

PROSECUTOR GENERAL – Romanias Prosecutor General, Augustin Lazăr, has demanded in court the suspension of procedures to remove him from office, started by the Justice Minister, Tudorel Toader. Lazar had earlier filed a complaint at the Justice Ministry against the assessment report drafted by Tudorel Toader. On October 24, the line minister started the procedure to remove Romanias Prosecutor General from office, mentioning 20 points against Lazar, among which signing a secret protocol with the Romanian Intelligence Service in 2016 and hiding the truth about this protocol.

DEFENCE –Romanian defence minister Mihai Fifor said on Friday that Romania has reached the objectives set for this year in terms of the Armys endowment. The official claims that from this point of view, and not only, Romania is one of NATOs trustworthy partners. Mihai Fifor has recalled that this is the second year in a row that the Romanian Government allots 2% of the GDP for defence. The line minister has also said the Romanian military are still present on theatres of operations, and are also dispatched to Poland, under a partnership within NATO.

VETERINARY The Romanian Veterinary Board has organised a rally at the Government headquarters on Friday, in order to draw attention to the major problems facing this profession and jeopardising public health. Veterinary physicians demand the immediate amendment of the law regulating their profession, which must be brought in line with a ruling of the EU Court of Justice. Otherwise, the protesters warn, public health is at grave risk in Romania, where anybody may open a veterinary dispensary and sell medications, without the need for veterinary physician supervision, and anybody may purchase such medication and give it to animals.

FARMING Hundreds of companies from 25 countries are taking part in Bucharest, until Sunday, in the international farming trade fair INDAGRA, the largest of this kind in Romania. As part of the trade fair, the Rural Investment Financing Agency has organised a national conference on “Rural Development: A fundamental element of economic competitiveness and cohesion at EU level. Taking part in the conference was the Minister for Agriculture and rural Development, Petre Daea. The participants discussed the elements supporting the transformation of Romanian agriculture and rural communities, so as to be able to contribute to the competitiveness of the national economy.

PROTEST – Over 100 workers from the ArcelorMittal Hunedoara steelworks in south-western Romania protested on Friday against the delayed negotiations on pay-rises. The protesters claim that most of them will earn next year the national minimum wage, if the Government increases this wage. The president of the “Steelworker Trade Union, Petru Vaidoş, said the trade union will brief the ArcelorMittal European Enterprise Committee, that will convene in Luxembourg next week. This is the second protest started by the steelworkers from ArcelorMittal Hunedoara, after that organised on October 18. The company based in Hunedoara has some 700 employees. Sofia: Die rumänische Premierin Viorica Dăncilă hat beim Gipfel Rumänien-Bulgarien-Serbien in Warna erklärt, die drei Staaten sollten mehr im Bereich energetische Sicherheit, insbesondere durch die Diversifizierung der Versorgungsquellen machen. Ministerpräsidentin Dancila bekräftigte im Anschluss das Interesse Rumäniens für die Bildung einer Arbeitsgruppe, die die Machbarkeitsstudien für den Bau einer neuen Autobahn in der Region und neuer Brücken über der Donau überprüfen soll. Am Treffen in Warna nahmen ihre Gegenüber von Bulgarien und Griechenland, Boiko Borisov und Alexis Tsipras, sowie der serbische Staatschef Aleksandar Vucic und der israelische Premier Benjamin Netanyahu teil. Vorher hatten sich die Premierminister aus Rumänien und Israel auf die Organisierung eines Wirtschaftsforums geeinigt, das der Knüpfung von Kontakten im Geschäftsbereich gewidmet werden soll.

XXX : Die EU-Kommissarin für Regionalpolitik Corina Creţu hat erneut erklärt, dass die rumänischen Behörden kein großes Finanzierungsprojekt außer der Ubahn-Linie M6 in Bukarest vorgelegt haben, um europäische Finanzmittel zu beantragen. Bukarest habe alle Termine längst verpasst, an denen es Projekte für Regionalkrankenhäuser und drei Autobahnen vorlegen sollte, sagte die rumänische EU-Kommissarin für Regionalpolitik Corina Creţu.

Bukarest: Der rumänische Verteidigungsminister Mihai Fifor hat am Freitag erklärt, Rumänien habe seine Ziele hinsichtlich der Ausstattung der Armee für 2018 erzielt. Fifor hob hervor, Rumänien sei ein verantwortungsvoller Partner der NATO und fügte hinzu, es sei das zweite Jahr, in dem die Regierung 2% des BIP der Verteidigung zuteile. Der rumänische Verteidigungsminister sagte desweiteren, die rumänischen Soldaten seien weiterhin in Kriegsschauplätzen, bzw in Polen, im Rahmen einer NATO-Partnerschaft präsent.

Bukarest: Die Vorsitzenden der Regierungskoalition PSD – ALDE sind am Freitag zusammengekommen, um die Haushaltsanpassung für dieses Jahr und den Haushaltsplan für das kommende Jahr zu besprechen. An Gesprächen beteiligte sich auch der Finanzminister Eugen Teodorovici. Auf der Agenda der Gespräche stand zudem die Gründung eines Souveränen Fonds für Entwicklung und Investitionen. Gesprochen wurde zudem über die Unternehmen, die sich daran beteiligen sollen, die Reduzierung der Zahl der Stellen in Ministerien und staatlischen Agenturen und eine eventuelle Erhöhung des Mindestlohns bis zum 1. Dezember.

Bukarest: Die Schweiz soll ab Mai 2019 alle Arbeitseinschränkungen für rumänische Arbeitnehmer abschaffen, hat am Donnerstag in Bukarest der Bundespräsident der Schweiz Alain Berset bei einem Treffen mit seinem rumänischen Gegenüber Klaus Iohannis erklärt. Die Schweiz unterstütze zudem die Kandidatur Rumäniens für die Organisation für Zusammenarbeit und wirtschaftliche Entwicklung. Selbst wenn die Schweiz kein EU-Land ist, werde das Land Rumänien bei der EU-Ratspräsidentschaft unterstützen. Bukarest soll den EU-Ratsvorsitz ab dem 1. Januar 2019 übernehmen.

Visite– La première ministre roumaine, Viorica Dancila et son homologue israélien, Benjamin Netanyahu ont décidé d’organiser, avant la séance commune des gouvernements de leurs pays, un forum économique, avec une section spéciale consacrée aux contacts business to business. Mme Dancila a rencontré M. Netanyahu lors de la réunion Bulgarie- Roumanie-Grèce- Serbie. La réunion se déroule à Varna en Bulgarie, et porte sur la coopération régionale, avec un accent particulier mis sur les transports, l’ énergie et les télécommunications. L’occasion pour la responsable roumaine de présenter à son homologue israélien les modifications législatives concernant le partenariat public- privé, dans le but d’attirer plus d’investisseurs. Viorica Dancila a réaffirmé l’intérêt que la Roumanie prête au renforcement de ses relations avec Israël dans des domaines clés tels que la coopération stratégique, la cyber-sécurité, la médecine, la recherche et l’innovation. Les pourparlers ont porté aussi sur des possibles modalités de coopération roumano- israéliennes à partir de janvier 2019, quand la Roumanie prendra la tête de l’UE.

Collectif budgétaire – Les leaders de la coalition au pouvoir en Roumanie se réunissent ce vendredi pour des discussions sur le collectif budgétaire prévu d’ici la fin de l’année et sur les projections budgétaires pour 2019. Les débats se dérouleront en présence du ministre des Finances, Eugen Teodorovici. Autres sujets à l’agenda des pourparlers: la création d’un Fonds souverain de développement et d’investissements, la suppression des postes dans certains ministères et agences et une possible majoration du SMIC à partir du 1 décembre.

Fonds structurels– La commissaire européenne au développement régional, la Roumaine Corina Cretu, rappelle que la Commission européenne n’a encore reçu aucun projet majeur de financement de la part des autorités roumaines, à part celui concernant la ligne de métro M6, qui est encore au stade d’examen. La Roumanie a dépassé les délais qu’elle s’était imposés elle-même pour faire construire des hôpitaux régionaux, trois autoroutes, le pont de Braila ou encore le périphérique de Bucarest, a tenu à préciser Mme Cretu. Dans un article paru sur les réseaux sociaux, la commissaire européenne a rejeté toutes les accusations à son égard que les autorités roumaines ont lancées après avoir reçu des critiques à cause du ralentissement du rythme d’accès aux fonds structurels. Darius Valcov, conseiller de la première ministre, Viorica Dancila, a affirmé jeudi que le financement européen mis à la disposition de la Roumanie par la CE représente seulement 10% du total des coûts que la construction d’un hôpital engendre, et que le reste de l’argent devrait être fourni par l’Etat.

Marché du travail – La Suisse supprimera à partir de mai 2019 toutes les restrictions de travail pour les Roumains. C’est ce qu’a annoncé jeudi, à Bucarest, le président de la Confédération Helvétique, Alain Berset, lors d’un entretien avec son homologue roumain, Klaus Iohannis. L’occasion pour le responsable suisse de préciser que même si elle ne fait pas partie de l’UE, la Suisse soutient la candidature roumaine à la tête de l’Organisation pour la coopération et le développement économique et appuiera Bucarest au moment où elle assumera la présidence tournante du Conseil européen.

INDAGRA– L’édition 2018 du Salon de l’agriculture, de l’élevage et de l’industrie alimentaire et de jardinage et de produits d’équipement, Indagra se poursuit à Bucarest, jusqu’au dimanche 4 novembre. Des centaines de compagnies de 25 pays y participent. Aujourd’hui, l’Agence pour le Financement des Investissements ruraux organise la Conférence nationale pour le développement rural en tant qu’élément central de la compétitivité économique et de la cohésion au sein de l’Union », en présence du ministre de l’Agriculture, Petre Daea.

Vétérinaires – Le Collège des Médecins vétérinaires de Roumanie a organisé vendredi une marche de protestation auprès du siège du gouvernement de Bucarest. Par ce geste, les vétérinaires essaient de tirer la sonnette d’alarme sur les problèmes auxquels ils sont confrontés et qui, disent-ils, risquent de porter atteinte à la santé publique. Les protestataires ont réclamé la modification en urgence de la loi réglémentant l’exercice de la profession vétérinaire afin qu’elle respecte les décisions de la Cour de Justice de l’UE. Sinon, disent-ils, la santé publique de Roumanie est en danger puisque l’actuelle loi en vigueur permet à n’importe qui de commercialiser des médicaments à usage vétérinaire ou de les administrer aux animaux sans que la présence d’un vétérinaire soit obligatoire.

Tourisme – Le nombre de nuitées enregistrées dans les unités d’hébergement de Roumanie a augmenté de 5% les 9 premiers mois de l’année par rapport à la même période de 2017, informe l’Institut national de la statistique. Selon cette source, les arrivées des touristes dans les mêmes structures d’hébergement ont bondi de 5,5% sur la même période de temps. Sur le total des touristes accueillis, 78% étaient de Roumanie et 22% de l’étranger, des pourcentages similaires à ceux affichés par la Roumanie du 1 janvier au 30 septembre 2017. Sur l’ensemble des touristes étrangers, la majorité d’entre eux viennent d’Europe.

Météo – Il fait chaud, voire même trop chaud surtout dans l’ouest et le nord-ouest de la Roumanie où les températures dépassent largement les moyennes de saison. Pourtant, dans le reste du territoire, le brouillard et la grêle ont provoqué une chute sévère des températures par rapport aux journées précédentes. Les maximales du jour vont de 14 à 24 degrés. 17 degrés à midi, dans la capitale roumaine.

Comisarul european pentru politică regională, Corina Creţu, a efectuat o vizită în România și a discutat despre posibilitățile de abosrbție mai eficientă a fondurilor europene. În cadrul întâlnirii membri guvernului, Corina Crețu a discutat despre posibilităţilede finanţare existente pentru construirea a trei spitale regionale şi au identificat soluţii de realizare a acestora, conform unui comunicat de presă al Executivului de la București.

Ministrul Fondurilor Europene, Rovana Plumb, a declarat în cadrul întâlnirii că România este pregătită să trimită documentația pentru finanțarea celor trei spitale: “Pentru a realiza aceste documentaţii tehnice, începând cu studiul de fezabilitate, proiect tehnic, proiect de execuţie, maparea serviciilor necesare de sănătate în aceste spitale s-a recurs la suportul şi sprijinul tehnic al echipei Băncii Europene de Investiţii. Foarte clar vă spun că în momentul de faţă România este pregătită să transmită Uniunii Europene, Comisiei Europene, doamnei comisar Corina Creţu, studiile de fezabilitate aferente celor trei spitale regionale.”

Lipsa infrastructurii de transport în România

Un alt subiect fiebinte abordat, marți, la conferinţa la nivel înalt privind viitorul Politicii de Coeziune a fost lipsa infrastructurii de transport. Corina Crețu a găsit o explicație în “moştenirea istorică” a României: “Croaţia a intrat (în Uniunea Europeană) la cinci ani după România, nu arată ca o ţară după război. Serbia are de asemenea infrastructură. Deci am fost condamnaţi. Dar, în fine, aşa au fost vremurile înainte de 89. Repet, România nu a fost pregătită cu proiecte pe care să le implementeze încă din prima zi a intrării în Uniunea Europeană, cum au făcut, de pildă, cei din Polonia, care la 1 ianuarie 2004 aveau deja proiecte făcute şi au început deja implementarea acestora, ajungând la aproape 2000 de km renovaţi, și refăcuţi.”

Rovana Plumb precizat că țara noastră are proiecte subcontractate pentru infrastructură în valoare de 4 miliarde de euro. “Din 4 miliarde de euro aflate în contractare în momentul de faţă am transmis solicitare şi s-a întors de la Comisia Europeană un miliard de euro, pentru infrastructură. Nevoile României pentru infrastructură sunt enorme pentru că într-adevăr nu mai avem nevoie de penalităţi la bugetul de stat să fie plătite pentru nerespectarea unor prevederi contractuale, ci avem nevoie ca românii să circule în siguranţă pe autostrăzi”, a declarat ministrul Fondurilor Europene.

Mai mulţi bani europeni pentru România din 2021

Referitor la viitorul cadru bugetar al Uniunii Europene, Corina Crețu a anunțat că România va beneficia de o creştere cu peste 7 miliarde de euro a finanţărilor prin Politica de Coeziune.

“Am negociat, aşa cum ştiţi, în noul cadru financiar multianual. Ne-am luptat să rămânem la aceeaşi metodă de alocare a fondurilor europene. Potrivit acestei metode, România va beneficia în perioada 2021-2027 de o creştere cu peste 7 miliarde de euro a finanţărilor din cadrul Politicii de Coeziune în viitorul cadru financiar multianual. Vreau să vă spun că aceasta înseamnă peste 300 de euro pe cap de locuitor în România. Aceasta este logica Politicii de Coeziune: cu cât eşti mai bogat, cu atât primeşti mai puţin”, a spus comisarul European.

Totodată, Corina Crețu a avertizat autoritțile de la București asupra pericolului discusrului antieuropean, devenit din ce în ce mai vizibil, în ultima perioadă: “Este foarte important ca cetăţenii europeni să ştie în fiecare ţară ce s-a făcut din aceste fonduri şi ce se poate face în viitor, mai ales că avem de-a face cu un limbaj antieuropean, care devine din ce în ce mai pregnant şi eu cred că România nu-şi poate permite luxul nici măcar de a se gândi la ideea de a ieşi din UE, mai ales acum, când are în faţă preşedinţia României, când are posibilitatea ca lider al UE, pentru şase luni, să schimbe lucrurile în bine, din interior.”

Comisari europeni la Bucureşti

Politicile
de coeziune, care au rolul de a reduce diferenţele de dezvoltare între
regiunile Europei, trebuie să rămână principalele politici de investiţii în UE,
care să ţină cont de realităţile sociale şi demografice din fiecare ţară a Uniunii.
Este poziţia exprimată de premierul României, Viorica Dăncilă, în cadrul unei
conferinţe internaţionale care a adus zilele acestea la Bucureşti doi comisari
europeni – cel pentru politica regională, Corina Creţu, respectiv pentru buget
şi resurse umane, Gunther Oettinger.

Bucureştiul pledează pentru principii de
eligibilitate mai clare, care să ajute la o judecată corectă a proiectelor ce
sunt depuse pentru finanţarea europeană, a declarat Viorica Dăncilă.

România va
beneficia în viitorul buget al UE, între 2021 şi 2027, de o creştere cu 7
miliarde de euro în cadrul politicilor de coeziune, a precizat comisarul
european Corina Creţu.

Politica de
coeziune este, de fapt, garanţia creşterii calităţii vieţii pentru cetăţenii
europeni, iar rezultatele sunt vizibile şi în România, a explicat oficialul
european, amintind că, de la aderarea la spaţiul comunitar, în 2007, România a
avut alocate peste 45 miliarde de euro bani europeni, pentru propria
dezvoltare.

Discuţiile pe care premierul român le-a avut cu Gunther Oettinger
au fost centrate pe aspecte legate de principalul dosar aflat în portofoliul
comisarului european, respectiv cadrul financiar multianual. Viorica Dăncilă a
subliniat importanţa adoptării la timp a bugetului european, fapt ce ar permite
atingerea obiectivelor Uniunii şi ar asigura continuitatea implementării
programelor care beneficiază de finanţare europeană în ceea ce priveşte
politica de coeziune post 2020. De aceea, Bucureştiul va depune toate
eforturile în cadrul primului său mandat la preşedinţia Consiliului UE, în
prima jumătate a anului viitor, pentru facilitarea consensului în rândul
statelor membre şi pentru a obţine progrese substanţiale în acest dosar cu un
impact deosebit asupra acţiunii de ansamblu al Uniunii, a dat asigurări
premierul român.

Propunerea Comisiei Europene de cadru financiar multianual
pentru perioada 2021-2027 este una echilibrată, a apreciat comisarul Oettinger.
Potrivit acestuia, a fost nevoie de unele tăieri de fonduri pentru ca probleme
stringente ca migraţia, securitatea şi apărarea să aibă soluţii financiare
adecvate, însă, de exemplu, politica de coeziune, cea prin care ţările şi
regiunile rămase sub media europeană pot să se dezvolte economic, a fost
reformată şi a rămas printre politicile de bază ale construcţiei europene.

Commissaires européens à Bucarest

Les politiques de cohésion, qui ont le rôle de réduire les écarts de développement entre les différentes régions de l’Europe, doivent rester les principales politiques d’investissements de l’UE. Elles sont censées tenir compte des réalités sociales et démographiques de chaque pays membre. C’est ce qu’a déclaré la première ministre roumaine, Viorica Dăncilă, lors d’une récente conférence internationale, à laquelle ont également participé deux commissaires européens. Il s’agit de Corina Creţu, chargée de la politique régionale et de Gunther Oettinger, responsable du budget et des ressources humaines.

Bucarest plaide en faveur de principes d’éligibilité plus clairs, qui puissent aider à juger de manière plus correcte les projets déposés en vue du financement européen, a encore déclaré Mme Viorica Dăncilă. Dans le futur cadre financier pluriannuel de l’UE, soit 2021 – 2027, la Roumanie bénéficiera d’un supplément de 7 milliards d’euros destinés aux politiques de cohésion, a précisé la commissaire européenne Corina Creţu. Cette politique, a-t-elle affirmé, est en fait la garantie d’une meilleure qualité de vie des citoyens européens et les résultats sont visibles en Roumanie aussi. Corina Creţu a par ailleurs rappelé que, depuis son adhésion à l’espace communautaire, en 2007, la Roumanie s’est vu allouer pour son développement plus de 45 milliards d’euros.

Les discussions entre la première ministre roumaine et le commissaire européen Gunther Oettinger ont notamment porté sur le cadre financier pluriannuel. Dans ce contexte, Viorica Dăncilă a souligné la nécessité que le budget européen soit élaboré en temps utile. Cela permettrait d’atteindre les objectifs de l’UE et assurerait la continuité de la mise en place des programmes bénéficiant de financement européens relatifs à la politique de cohésion après 2020. Voilà pourquoi Bucarest va déployer tous ses efforts, pendant son futur mandat à la tête du Conseil de l’UE, au premier semestre de 2019, pour faciliter le consensus au sein des pays membres et pour obtenir des progrès substantiels dans ce dossier à fort impact sur l’ensemble de l’action de l’Union, a assuré la cheffe du gouvernement roumain. La proposition de la Commission européenne pour le cadre financier pluriannuel 2021-2027 est équilibrée, a estimé le commissaire Oettinger. Il a ajouté qu’il avait fallu opérer certaines coupes budgétaires afin que des problèmes tels la migration, la sécurité et la défense puissent avoir des solutions financières appropriées. Pourtant, a-t-il souligné, la politique de cohésion, censée aider au développement économique des pays se situant en dessous de la moyenne européenne, a été réformée et continue de figurer parmi les politiques fondamentales de la construction européenne.

COLECTIV – Tuesday marked 3 years since the fire at the
Bucharest-based club Colectiv where 64 people lost their lives. Subsequently,
after one year and a half, a young man injured in the fire committed suicide.
To commemorate the dead two religious services, a commemoration rally and the
screening of a thematic movie were held. The film is called ”We get off at the
next stop’ and is directed by Tedy Necula, who tells the story of the
passengers in a subway carriage, the next day after the fire. The Romanian
president Klaus Iohannis brought a floral tribute at the place of the tragedy,
lit a candle and observed a short moment of silence.

MOTION – The Chamber of Deputies in Bucharest on Tuesday debated a
simple motion initiated by the National Liberal Party and the Save Romania
Union Party against the justice minister, in which they ask for his
resignation. The opposition accuses Minister Tudorel Toader that through his
attitude he abandoned the judiciary and left it in the hands of criminals, thus
taking Romania way back in the past when criminal files used to be solved
during party meetings. The motion will be submitted to the vote on Wednesday.
Meanwhile Minister Toader announced he would make public the appointment
procedure and grid as well as the candidacy file of Romania’s prosecutor
general Augustin Lazar. Last week, the justice minister had asked for the
dismissal of Augustin Lazar, one of the reasons being the alleged existence, in
his candidacy file of 2016, of a classifying verdict in a case involving the
country’s president Klaus Iohannis, at the time when he was a mayor. The
Superior Council of Magistracy claims that the file does not include such a
document.

VISITS – The European Commissioner for Budget and Human Resources, Gunther
Oettinger, on Tuesday paid an official visit to Bucharest. He met with the
Romanian Prime Minister Viorica Dancila, with whom he discussed hot topics on
the European agenda, particularly the multiannual financial framework. Also
present in Bucharest was the European Commissioner for Regional Policy Corina
Cretu, who said that the lack of transport infrastructure is the legacy of
Romania’s history. Attending a top-level conference on the future of the
Cohesion Policy, the European official said Romania had no projects to
implement when it joined the European Union. The EU official said the European
Commission is providing an additional 10% increase in the funds to be allotted
to Romania, Bulgaria and Greece in the period 2021-2027. Commissioner Cretu has
drawn attention to the fact that the Romanian authorities are not accessing the
money made available to it by Brussels, which should be used for infrastructure
and healthcare projects.

EXERCISE – The American air forces announced that they transported
an important amount of armament to Europe. This was the largest such operation
after the war in Kosovo, when the US played a key role in NATO’s intervention
in the former Yugoslavia. The American transport of armament coincides with the
largest NATO military exercise after the Cold War. The exercise called Trident
Juncture 18 is taking place in Norway. Participating are tens of thousands of
military from 31 member and allied countries. Romania is represented in the
military drill by military with the general staff and the Psychological
Operations Centre. The Chief of the General Staff of the Romanian
Armed Forces, General Nicolae Ciuca, attended the
Distinguished Visitors’ Day in Norway.

COMMEMORATION – President Klaus Iohannis on
November 10 and 11 will be attending a series of events in Paris devoted to the
Armistice Centenary that marked the end of hostilities in World War I, the
presidency reports. The head of state will join leaders of countries that
participated in the Great War as well as countries that supported war efforts
at the ceremony held at the Triumphal Arch in Paris. The president will also
attend the opening of the Peace Forum, an initiative of the French President
Emmanuel Macron, aimed at generating concrete projects to support
multilateralism and contemporary cooperation towards peace. Klaus Iohannis will
also meet with BA, MA and doctoral students in Paris involved in scientific
research. Hosted by the Romanian Embassy in Paris, the meeting is devoted to
Romania’s contribution to the advancement of science and technology in the year
of the Great Union Centennial.

IMF – An IMF mission will arrive next week in Bucharest for talks
with the authorities and representatives of the business sector and civil
society. The agenda for talks was presented on Tuesday by IMF Resident
Representative for Romania and Bulgaria, Alejandro Hajdenberg. The agenda includes the macroeconomic
framework, the budget for 2019 and progress in implementing structural reforms.
The IMF official announced that the economic forecast for this year is 4%,
below the estimate for 2018. Alejandro Hajdenberg also said that the IMF
expects the inflation to drop to 3.5% towards the end of 2018, and the budget
deficit to stand at 3.6% of the GDP.

AFRICAN SWINE FEVER – A new African swine fever outbreak was
confirmed in a household in Dolj County, southwestern Romania, the National
Sanitary, Veterinary and Food Safety Authority announced. So far a thousand
outbreaks have been reported in 15 counties, and over 350,000 animals were
culled. Romania has called for EU support to provide financial compensations to
pig farmers. The first outbreak was reported in July 2017.

Bukarest: Der rumänische Landespräsident Klaus Iohannis wird am 10. und 11. November in Paris an Events anlässlich der Hundertjahrfeier des Waffenstillstands, der dem Ersten Weltkrieg Ende gesetzt hat, teilnehmen, so die Präsidialverwaltung am Dienstag. Die Feierlichkeiten werden beim Triumphbogen organisiert. Klaus Iohannis wird sich ebenfalls an der Eröffnung des Pariser Friedensforums beteiligen. Es geht um eine Initiative des französischen Staatschefs Emmanuel Macron, die sich vornimmt, konkrete Projekte für die Unterstützung des Friedens zu erzielen. Klaus Iohannis wird mit rumänischen Studenten und Doktoranden, die in der wissenschaftlichen Forschung impliziert sind, zusammenkommen. Der Präsidialverwaltung zufolge ist das Treffen, das von der Rumänischen Botschaft in Paris organisiert wird, dem Beitrag Rumäniens an der Entwicklung der Wissenschaft und Technik im Jahre der Hundertjahrfeier der Großen Vereinigung gewidmet.

Bukarest: Die Brandkatastrophe im Bukarester Nachtclub Colectiv hat sich am Dienstag zum dritten Mal. Bei einem Rockkonzert in dem Club war ein Feuerwerk gezündet worden, das die Schallisolierung in Brand setzte. 64 Menschen starben an den Folgen der Brandwunden und Rauchvergiftungen. Einer der Verletzten begang eineinhalb Jahre später Selbstmord. In Gedenken an die Opfer waren für Dienstag zwei Gottesdienste, ein Trauermarsch sowie der Galaabend eines thematischen Films geplant. In Wir steigen bei der nächsten Haltestelle aus“ von Tedy Necula geht es um U-Bahn-Reisende am nächsten Tag nach der Brandkatastrophe im Colectiv. Landespräsident Klaus Iohannis legte am Ort der Tragödie einen Kranz nieder, zündete eine Kerze an und hielt eine Schweigeminute.

Bukarest: Die Abgeordnetenkammer in Bukarest hat am Dienstag über den einfachen Antrag von PNL und USR, in dem die Oppositionsparteien den Rücktritt von Tudorel Toader fordern, diskutiert. Sie werfen dem Sozialdemokraten in 20 Anklagepunkten vor, mit seinem Verhalten die Justiz den Händen von Kriminellen überlassen und Rumänien in die Vergangenheit geschickt zu haben. Die einzelnen Strafdossiers seien während der Parteitage gelöst. Die Abgeordneten werden am Mittwoch über den Antrag stimmen. Unterdessen gab Justizminister Toader bekannt, dass er im Laufe des Tages das Ernennungsverfahren und den Terminplan sowie die Bewerbungsunterlagen des rumänischen Generalstaatsanwalts Augustin Lazar veröffentlichen werde. Toader hatte letzte Woche seine Entlassung beantragt, einer der Gründe dafür ist der angebliche Freispruch in einem Verfahren, das Klaus Iohannis betraf, als dieser noch Bürgermeister von Hermannstadt war. Der Freispruch in diesem Fall würde sich zwischen den Bewerbungsunterlagen des Generalstaatsanwalts befinden. Der Oberste Richterrat behauptete hingegen, dass ein solches Dokument in der Akte nicht vorhanden sei.

Bukarest: Die mangelnde Verkehrsinfrastruktur in Rumänien kann durch das historische Erbe erklärt werden, sagte am Dienstag die EU-Kommissarin für Regionalpolitik Corina Cretu bei einer hochrangigen Konferenz über die Zukunft der Kohäsionspolitik in Bukarest. Die europäische Amtsträgerin sagte, dass Rumänien nicht gleich am ersten Tag nach seinem EU.-Beitritt EU-Projekte umsetzen konnte. Cretu kündigte ferner an, dass die EU-Exekutive einen Finanz-Zuschlag von 10% für Rumänien, Bulgarien und Griechenland für den Zeitraum von 2021 bis 2027 freigeben werde. Sie verwies allerdings darauf, dass die Behörden in Bukarest nicht auf das Geld zugreifen, die Brüssel für Projekte in wichtigen Bereichen zur Verfügung stellt , etwa die Transport- oder Gesundheitsinfrastruktur. In Bukarest ist am Dienstag auch der EU-Kommissar für Haushalt und Personal Günther Oettinger zu Gast, der sich mit Premierministerin Viorica Dăncilă, Finanzminister Eugen Teodorovici und dem beigeordneten Minister für europäische Angelegenheiten Victor Negrescu treffen sollte.

Bukarest: Der Dienstag war bei Radio Rumänien der Tag der Öffenen Türen. Am Montag war anlässlich des bevorstehenden 90. Jubiläums seiner ersten Sendungen der Startschuss einer Reihe von Veranstaltungen gefallen. Radio Rumänien feiert am 1. November dieses 90. Jubiliäum. Bislang war am Montag die erste Radio-Sitcom in Rumänien lanciert worden Undeva în 28 (Irgendwo in 28), eine Komödie bestehend aus 11 Folgen über die Herkunft des Hörspiels. Ab Montag trägt ein Studio des Rumänischen Rundfunks den Namen des bekannten Moderators Paul Grigoriu als Zeichen der Ehre für seine 40-jährige Rundfunk-Tätigkeit ab 1969. Paul Grigoriu starb im April 2015. Weitere Veranstaltungen sind das Konzert des Kammerorchesters, sowie das Konzert des Nationalen Rundfunkorchesters zusammen mit dem Akademischen Chor und dem Kinderchor.

Romania and the European Funds

The European Commission proposes an additional ten percent worth of European funds for Romania, Bulgaria and Greece over 2021-2027. European Commissioner for Regional Policy, Corina Cretu, on Monday made the announcement at a Bucharest conference on cohesion policy, which provides for European funds to also be allocated for countries that are far below the European average in terms of development. Commissioner Cretu has again pointed out that the Romanian authorities do not apply for the funds available in Brussels, destined to such important areas as the transport or health infrastructure. Thus, during the current multiannual financial framework, Romania has lost 1.8 – 2 billion Euros out of the total 19.5 billion Euros allocated. Romania can absorb 31 billion Euros, including the funds for agriculture, Corina Cretu has said.

She explains: “It is very important for European citizens in every country to know what has been done with those funds and what can be done in the future, all the more so as we have to cope with an anti-European language which becomes increasingly conspicuous. I think Romania cannot afford the luxury of even thinking about the idea of leaving the EU, particularly now when it is about to take over the presidency of the EU Council which gives it the opportunity, as an EU leader for six months, to change things for the better from the inside.”

Also on Monday, the European Commissioner had talks with Prime Minister Viorica Dancila and with the Ministers of European Funds and Health, Rovana Plumb and Sorina Pintea respectively. She made it clear that she wanted to know if the Romanian Government still plans to use European funds to build regional hospitals in Cluj, central Romania, Iasi in the East and Craiova in the South-West or whether those hospitals would be erected under a public-private partnership. According to a Government press release, solutions for the construction of the three regional hospitals were already identified during those talks.

The discussions also focused on the absorption of European funds for the transport infrastructure, Corina Cretu giving assurances that she will grant Romania all the necessary support. This has been the European Commissioner’s first meeting with political officials in Bucharest after this month she said she regarded the lack of infrastructure projects for which Romania could get community funds as an offense.

A Romanian herself, a member of the Social-Democratic Party herself, supported by the former Social-Democrat leader and prime minister, Victor Ponta, to become an MEP, Corina Cretu had become quite critical of the current Bucharest government headed by Viorica Dancila. At the time, the media speculated that the cold relationship between the Commissioner and her colleagues at home might also have political grounds. Next year, she concludes her term in office as European commissioner and the Social-Democratic Party has not even proposed her as a candidate for the European Parliament election due next May.eaLTH

Colectiv – Ce mardi, 30 octobre, la Roumanie marque la troisième année écoulée depuis l’incendie du club Colectiv, de Bucarest, qui a coûté la vie à 64 personnes. Un an et demi après cette tragédie, un jeune grièvement blessé à l’époque s’est suicidé, portant le nombre de victimes à 65. Une messe commémorative et une projection de film ont lieu aujourd’hui à la mémoire de tous ceux morts dans cette tragédie. La production « On descend à la première », du réalisateur Tedy Necula raconte la réaction des voyageurs d’une rame de métro au lendemain de la tragédie du Colectiv. Le chef de l’Etat roumain, Klaus Iohannis s’est rendu sur les lieux de l’incendie pour déposer une couronne de fleurs, allumer une chandelle et observer un moment de silence

Radio Roumanie – Ce mardi, c’est la Journée des portes ouvertes de la radio publique roumaine qui marque, au 1er novembre, ses 90 ans d’existence. Plusieurs événements sont organisés à cette occasion en commençant par le lancement, lundi, de la série de théâtre radiophonique « Quelque part en 28 », retraçant, tout au long de ses onze épisodes, la naissance du théâtre radiophonique roumain. Par ailleurs, l’un des studios de transmission de la Société roumaine de Radiodiffusion a pris le nom de Paul Grigoriu, exceptionnel homme de radio, pilier aussi de la rédaction française de Radio Roumanie Internationale. Il a fait entendre le timbre particulier de sa voix pendant 40 ans sur les ondes de la radio publique roumaine, à partir de 1969. Par ailleurs, l’Orchestre de chambre et l’Orchestre national de la Radio, aux côtés de la Chorale académique et de la Chorale radio des enfants vont donner un concert pour célébrer le 90e anniversaire de la radio publique roumaine.

Motion – La Chambre des députés de Bucarest examine ce mardi une motion simple déposée par les partis d’opposition du PNL et de l’USR contre le ministre de la Justice, Tudorel Toader. Intitulé « Un ministre noté 10 sur 20 », le document accuse M. Toader d’avoir abandonné la Justice entre les mains des criminels et d’avoir ramené la Roumanie au temps de l’époque communiste, quand les dossiers se solutionnaient pendant les réunions du parti. La motion sera soumise au vote du Parlement mercredi. Entre temps, le ministre Toader a déclaré qu’il rendrait publics, mardi, la procédure et le calendrier de nomination, ainsi que le dossier de candidature du procureur général de la Roumanie, Augustin Lazăr. La semaine dernière, le ministre de la Justice a demandé sa révocation, en affirmant que dans son dossier de candidature de 2016 figurait aussi une solution de classement sans suite d’une affaire concernant le président du pays, Klaus Iohannis, à l’époque où il était maire de Sibiu. Pour sa part, le CSM affirme qu’aucun document de ce type ne figure dans le dossier.

OTAN – Les forces aériennes américaines informent avoir transporté une importante quantité d’armement vers l’Europe dans le cadre de leur plus importante opération de ce type menée depuis la guerre du Kosovo. Ce transport coïncide avec « Trident Juncture 18 », le plus grand exercice militaire de l’Alliance depuis la Guerre Froide. Les manœuvres se déroulent en Norvège. Elles réunissent des dizaines de milliers de soldats de 31 pays membres et alliés de l’OTAN, y compris de Roumanie qui participe avec des militaires, membres de l’Etat major et du Centre d’Opérations psychologiques. Par ailleurs, le chef de l’Etat major de l’Armée roumaine, le général Nicolae Ciuca, se trouve ce mardi en Norvège à l’occasion de la Journée des visiteurs gradés.

Visite – Le commissaire européen chargé du budget et des ressources humaines, Gunther Oettinger, effectue mardi une visite officielle à Bucarest pour des discussions avec la première ministre roumaine, Viorica Dăncilă, le ministre des Finances, Eugen Teodorovici et le ministre délégué aux affaires européennes, Victor Negrescu. Par ailleurs, Gunther Oettinger participera à trois conférences sur des sujets européens. La capitale roumaine accueille aussi ces jours-ci la visite de la commissaire européenne à la Politique régionale, la Roumaine, Corina Cretu. Celle-ci a déclaré que l’Exécutif communautaire proposerait une hausse de 10% du budget destiné à la Roumanie, à la Bulgarie et à la Grèce pour l’exercice financier 2021- 2027. Et Mme Cretu d’ajouter que les autorités roumaines sont incapables d’accéder aux fonds communautaires que Bruxelles met à leur disposition dans des domaines clés tels l’infrastructure ou la santé.

Intempéries – L’Italie est frappée, depuis dimanche, par une vague de mauvais temps qui a fait huit morts et provoqué la fermeture de nombreuses écoles. Sur la page facebook de l’ambassade roumaine à Rome, les Roumains de la Péninsule peuvent trouver les numéros de contact des missions diplomatiques roumaines d’Italie. La Sardaigne et Capri sont isolés, tandis que Venise est pratiquemment sous les eaux. Le mauvais temps touche l’Espagne aussi dont le nord est sous la neige, tandis que de fortes rafales de vent balaient les Iles Canaries et les Baléares. La Corse a été placée en vigilance rouge contre le vent qui souffle à 160 km à l’heure. La France est également touchée par les tempêtes de neige et les pluies torrentielles.

Météo – Il fait particulièrement chaud en Roumanie ce mardi avec des températures maximales de 18 à 26 degrés. Des averses risquent de toucher dans l’après-midi l’ouest, le nord-ouest et les régions de montagne. 23 degrés et un beau soleil à midi, dans la capitale roumaine.
