IT – Le siège du gouvernement de Bucarest accueille en cette fin de semaine le marathon numérique GovITHub. Plus d’une centaine de professionnels des technologies de l’information y développent des programmes censés améliorer la qualité des services publics et de la relation des citoyens avec les institutions de l’Etat. Sur la liste des projets mentionnons entre autres une application pour une meilleure connexion des Roumains de la diaspora à la réalité de leurs pays d’origine, des plates-formes gouvernementales plus faciles à utiliser, un logiciel de programmation et d’information sur les files d’attente aux guichets ou encore une application qui permet aux gens de rapporter aux autorités compétentes des abus majeurs de la part des chauffeurs. Dans un message posté sur Facebook, le premier ministre Dacian Ciolos affirme que l’énergie, les compétences et la passion des jeunes qui travaillent sur ces projets témoignent du fait que la Roumanie peut se moderniser et que, si l’Etat manifeste son ouverture en ce sens, il est possible de mobiliser des ressources des plus valeureuses.

Dacia – La production des nouveaux modèles de Logan et Sandero du producteur roumain Dacia, membre du groupe Renault, démarrera dans les semaines à venir lorsqu’ils seront lancés sur le marché local, a fait savoir Yves Caracatzanis, directeur général et président d’Automobiles Dacia. En même temps, la nouvelle Duster EDC à boîte automatique – une des plus modernes au monde – sera lancée au premier semestre de 2017. Selon les données fournies par Dacia, au niveau européen, la Duster est le 2e modèle le mieux vendu vers des personnes physiques, alors que la Sandero en est le 3e. Rappelons-le, la toute première Dacia a été produite en Roumanie en 1966. Depuis 1999, la marque appartient au Groupe Renault et couvre environ 30% des ventes de la compagnie française.

Météo – Dans les 24 prochaines heures le temps restera assez froid pour cette période de l’année. Le ciel sera couvert notamment sur le nord et le centre du pays, mais les pluies seront plutôt isolées. Les températures maximales iront de 9 à 18 degrés.

VISIT– Slovak President, Andrej Kiska, will pay a two-day state visit to Romania, as of Monday, at the invitation of his Romanian counterpart, Klaus Iohannis. According to a communiqué issued by the Romanian Presidential Administration, the main aim of the visit is to consolidate bilateral ties, at political, economic and sectoral level and to boost cooperation on European issues of topical interest, in a context marked by many challenges. Given that Slovakia is currently holding the half-yearly presidency of the EU Council, the talks will mainly focus on the European agenda, and President Iohannis will present Romanias stance on the future of Europe- the aforementioned source also says. Iohannis will also underline the need to further strengthen economic cooperation, starting from the historical record high of two-way trade exchanges reported in 2015, worth 2.4 billion Euros, which is on the rise. On Tuesday, the two presidents will open the Romanian-Slovak Business Forum and will meet, in the western town of Nadlac, with representatives of the Slokav community in Romania.

GovITHub- A digital marathon, GovITHub, is held at the headquarters of the Romanian Government at the weekend. Over 100 young IT professionals are developing software and computer programs in an effort to enhance the quality of public services and improve the citizens relation with the state institutions. Among others, they develop an app meant to keep the Romanians in the diaspora updated of the latest developments in Romania, user-friendly governmental platforms or an app allowing citizens to report dangerous drivers or major-traffic related incidents. In a post on his Facebook page, Romanian PM, Dacian Ciolos, says the young peoples energy, skills, competence and passion stand proof of Romanias ability to modernise itself, and of the fact that even the most valuable resources can be mobilised if the State shows openness.

DACIA CARS – The newly uplifted Logan and Sandero models produced by the Dacia Romanian car manufacturer will enter production line in the following weeks, when they are launched on the local market, says Yves Caracatzanis, General Manager and President of Automobile Dacia. Also, the new Duster EDC with automated gearbox is expected in the first half of 2017. Data released by Dacia show that at the European level, Duster is the second best selling compact car among natural persons, whereas Sandero ranks third. We recall the first Dacia car was produced in Romania back in 1966. The make belongs, as of 1999, to the Renault Group and accounts for 30% of the French Groups volume of sales.

HURRICANE MATTHEW – A Romanian officer from the General Inspectorate for Emergency Situations will lead the team which will assess the damage produced by hurricane Matthew in Haiti. Colonel Marius Dogean will also coordinate international assistance, including aid relief operations to the disaster-affected population. Boasting an extensive experience in the field of civil protection, with a career spanning over 15 years, Marius Dogean was designated by the European Commission head of the EU Civil Protection Team which will go to that Caribbean island, where approximately 900 were killed by the hurricane. Colonel Dogean also travelled to and worked extensively in Jordan, in 2012, during the crisis caused by the massive flow of refugees from Syria, and a year later in the Philippines, following Typhoon Hayian. He was also one of the national experts dispatched by the European Commission to the conflict area in Southern Sudan, on an assessment mission.

COLECTIV TRAGEDY – Approximately one year after tragedy struck the Bucharest-based Colectiv nightclub, justice takes its course, with a trial being opened into the case. 64 people died and over 100 others got injured in the fire which accidentally broke out on the night of October 30 to 31, 2015. The three owners of the club are accused of manslaughter, bodily harm and of not taking the legal work health and safety measures. The indictment compiled by the Prosecutor Generals Office shows, among others, that they encouraged and permitted the access of a large number of people, far beyond the allowed limit, in the absence of emergency exit ways, also accepting the organisation of an indoor pyrotechnical show, in spite of improper insulation. The owners of the pyrotechnical company, one of their employees and two legal persons are being tried in the same case. The huge collective emotion produced by the Colectiv tragedy generated massive anti-corruption rallies in Romania, which led to the resignation of the coalition cabinet led by Social-Democrat Victor Ponta, on November 4, and its replacement by the technocratic government led by Dacian Ciolos.

PARTY LEADER – The National Council of the National Liberal Party, the second largest party in the Romanian Parliament on Saturday confirmed Alina Gorghiu as the Liberals only president, following the resignation tendered by Vasile Blaga from the position of party co-president. On September 28, Blaga stepped down, after anti-corruption prosecutors announced he was subject to legal restrictions pending trial in a corruption case. The acts of corruption were reportedly carried out in the 2009-2012 period, when Blaga was interior minister and later on Senate Speaker, and he favoured the preferential granting of contracts. In exchange for this influence peddling, he would have received commissions worth 10% of the value of contracts, that is 700,000 Euros for himself and the party he was a member of, the Liberal Democratic Party, which later merged with the National Liberal Party. EU Commissioner visit. Romania has more than 300 million euros at its disposal from the
European Commission to modernise its healthcare system, but it risks losing
half of this money, warned the European Commissioner for Regional Policy Corina
Cretu during a visit to Romania. During a trip to Iasi, in the east, she told a
citizens’ debate that the north-eastern part of the country, despite being the
poorest, had the highest absorption rate of European funds between 2007 and
2013. The European Commission also highlighted the importance of cohesion
policies across the Union and the need to fight populism and euro-scepticism.
The debate in Iasi also tackled the future of the European Union, Romania’s
role in Europe and the opportunities and challenges facing the European
Commission.

Romanians abroad. On a
trip to Rome, the minister delegate for relations with Romanians abroad Maria
Ligor on Saturday attended a Festival of Young Talent featuring young Romanians
from the Diaspora with remarkable achievements in music, the visual arts,
sports and other areas, alongside young people from Italy, Denmark, Spain and
Britain. Earlier, Maria Ligor met the local authorities and representatives of
the Romanian community in Rome. She also presented the Italian central and
local authorities with her government’s initiatives to encourage the Romanians’
return to their native country and stimulate investment. Talks also focused on
the support granted to the Romanians affected by the earthquake that hit Italy
in August, in which 297 people were killed, including 11 Romanian nationals.

Republic of Moldova. The recent developments
concerning the regional security environment and the European and Euro-Atlantic
future of the Republic of Moldova, an ex-Soviet state with a majority
Romanian-speaking population, have been the focus of talks in Bucharest on
Friday between the Romanian defence minister Mihnea Motoc and his Moldovan counterpart
Anatolie Salaru. Motoc was in favour of a more active involvement of Moldova in
the EU’s security and common defence policy. Anatolie Salaru said the Moldovan
army was undergoing a comprehensive reform process, including with the help of
Romania. He recalled that the authorities in Chisinau requested Bucharest’s
support so that the peace-keeping Russian troops in the pro-Russian break-away
region of Transdniester be replaced by UN representatives.

Paris Motor Show. The Paris Motor Show is under way between
the 1st and the 16th of October. Dacia Duster EDC is one
of the surprises prepared by the Renault Group for this edition. The car is on
show at the Dacia stand alongside the facelifted versions of Dacia Sandero,
Dacia Sandero Stepway, Dacia Logan and Dacia Logan MCV. The first Dacia car was
made in Romania in 1966. Since 1999, the brand has belonged to the Renault
Group and accounts for around 30% of the French company’s sales. The Dacia
carmaker recently announced that some production of its Logan MCV model made in
Romania, at Mioveni, would be moved to the Renault factory in Tangiers,
Morocco. Renault, which holds 99% of the shares in the Romanian factory, said
the move would free up production space for an increase in the production of
Duster cars, which are in high demand in Europe.

RadiRo Festival. For nine days, the RadiRo Festival, the only festival of this scope
dedicated exclusively to radio orchestras, brought before the Bucharest public
6 symphony orchestras from Europe and Asia and 19 of the world’s top conductors
and musicians: the Shenzen Symphony Orchestra, the radio orchestras from
Norway, Leipzig and Vienna, the BBC Concert Orchestra and the Radio Romania
National Orchestra. This year’s concerts were broadcast live on the European Union Radio
Broadcasting network and the Asia-Pacific platform of public and private
broadcasters.

Tennis.
The Romanian tennis player Raluca Olaru and the Turkish player Ipek Soylu on
Saturday won the doubles title at the WTA tournament in Tashkent, Uzbekistan,
worth 226,750 dollars in prize money. In the final, the Romanian-Turkish pair
defeated the Dutch-Czech pair Demi Schuurs and Renata Voracova in straight
sets. This is Raluca Olaru’s second doubles title, having obtained her first
also in Tashkent, in 2008, together with the Ukrainian player Olga Savchuk.

Regional development. On the second day of her visit to Iasi, in eastern
Romania, the European Commissioner for Regional Policy Corina Cretu will have

She will also visit the city’s international airport which has been modernised
using European funds. On Friday, also in Iasi, Corina Cretu had talks with the
mayors of the largest cities in Moldavia about the implementation of a pilot
project for the development of Romania’s north-eastern region, which is one of
the poorest in Europe. According to Corina Cretu, Romania’s weak point is that
there aren’t enough quality projects. She said the European Commission plans to
intensify dialogue in this respect with the local and central authorities.

Rumäniens Generalstaatsanwaltschaft hat im Skandal um die Doktorarbeit der Leiterin der Antikorruptionsbehörde ein Strafermittlungsverfahren gegen Unbekannt eingeleitet. Die Anklage lautet Anstiftung zur Urkundenfälschung. Der Skandal war infolge einer Selbstanzeige des umstrittenen Abgeordneten Sebastian Ghiţă entfacht. Er hatte angegeben, gemeinsam mit weiteren Amtsträgern ein Gutachten gefälscht zu haben, das die Antikorruptionschefin Laura Codruţa Kövesi von den Plagiatsvorwürfen befreit hätte. Die Tat sei laut Angaben des Abgeordneten 2012 begangen worden. Die Antikorruptionsbehörde DNA ermittelt zurzeit in mehreren Strafverfahren gegen Ghiţă.

Ungarn hat die Aussicht auf den Bau eines Schutzzauns an der rumänischen Grenze relativiert. Der Zaun werde nur dann gebaut, wenn das Szenario unvermeidlich werden sollte, so Janos Lazar, der Kabinettschef des ungarischen Ministerpräsidenten Orban. Die rumänsichen Grenzschutzbehörden würden ihrer Tätigkeit professionell nachgehen. Täglich würden nur wenige Flüchtlinge aus Rumänien die Grenze zu Ungarn passieren, deren Anzahl sei viel geringer im Vergleich zu den Flüchtlingen aus Serbien und Kroatien, erklärte der ungarische Amtsträger.

Präsident Klaus Iohannis hat sich am Donnerstag mit Regierungsvertretern zum Thema Brexit ausgetauscht. Iohannis hatte am 24.Juni das Thema mit dem Premierminister Dacian Ciolos, dem Notenbankchef Mugur Isarescu, sowie mit den Parteichefs angeschnitten. Nach den Beratungen erklärte der Staatspräsident, Rumänien bleibe dem europäischem Projekt treu. Beim Treffen des Vorstands der Europäischen Volkspartei in Bukarest erklärte Iohannis, Rumänien wolle Teil des EU-Integrationskerns sein und sich kräftig in die Zukunft der Union engagieren. Rumäniens Vertreter äußerten sich zugunsten einer tiefgründigen Integration und eines mächtigen Europa.

Der Dacia Duster EDC ist die Überraschung der Renault-Gruppe für den Autosalon in Paris, der am Donnerstag für die Presse eröffnet wurde. Das genannte Modell ist beim Dacia Stand ausgestellt, neben dem Dacia Sandero, Dacia Sandero Stepway, Dacia Logan und Dacia Logan MCV. Das erste Dacia Automobil wurde 1966 in Rumänien hergestellt . Die Handelsmarke gehört seit 1999 der Renault-Gruppe und stellt circa 30% der Umsatzziele des französischen Konzerns dar. Die Dacia-Unternehmensführung hat vor Kurzem bestätigt, dass ein Teil der Produktion des Modells Logan MCV, das in Mioveni-Rumänien hergestellt wird, von der Renault-Fabrik in Tanger, Marokko übernommen werden soll. Das Werk in Mioveni soll in Zukunft seine Duster-Produktion ankurbeln, um die steigende Nachfrage in Europa zu decken.

Die ersten sechs Kampfjets vom Typ F16 sind am Donnerstag von rumänischen Piloten aus Portugal nach Rumänien geflogen worden. Am Mittwoch hatte im Beisein rumänischer und portugiesischer Amtstträger eine Zeremonie auf dem Luftwaffenstützpunkt im portugiesischen Monte Real stattgefunden. Die Flugzeuge wurden modernisiert und sind jetzt mit den anderen Mehrzweckkampfflugzeugen der NATO-Staaten vereinbar. Die sechs Maschinen werden im sudrümänischen Feteşti stationiert. Rumänien hat vor drei Jahren beschlossen 12 gebrauchte amerikanische Jets vom Typ F16 von Portugal zu kaufen. Dafür zahlte die rumänische Armee 628 Millionen Euro.

Das Festival der Rundfunk-Orchester RadiRo, die größte musikanlische Veranstaltung im Herbst, geht weiter. Am Donnerstagabend trat das Symphonieorchester des ORF aus Wien unter der Leitung des Dirigenten Cornelius Meister auf. Solist war der Violonist Gidon Kremer. Gestern hatte das Leipziger Symphonieorchester sein zweites Konzert gegeben. Werke von Strauss, Gershwin und Tschaikowski eroberten das Publikum in Bukarest. Das Festival, das als einzigartig in Europa gilt, geht am 1. Oktober zu Ende. Die Konzerte werden im Rundfunknetz der Europäischen Union sowie auf der Plattform öffentlicher und privater Radiosender Asien-Pazifik live übertragen.

Bucarest – Le président roumain, Klaus Iohannis participe aujourd’hui à une réunion gouvernementale consacrée au Brexit. Le 24 juin dernier, le chef de l’Etat avait évoqué ce sujet en compagnie du premier ministre Dacian Ciolos, du gouverneur de la Banque centrale, Mugur Isarescu, et des leaders des partis parlementaires. Après des consultations, le président Iohannis a déclaré que la Roumanie restait toujours attachée au projet européen. Lors de la réunion du Bureau du Groupe du Parti populaire européen, qui se déroule aujourd’hui à Bucarest, le président Iohannis a déclaré que la Roumanie souhaitait être dans le noyau d’intégration de l’UE et fortement impliquée dans le processus de réflexion sur son avenir. La Roumanie partage une vision pro-européenne, reposant sur les principes fondamentaux du projet européen, a dit M Iohannis. Il a souligné qu’une UE forte et une intégration profonde de la Roumanie restaient des objectifs stratégiques nationaux pour les autorités de Bucarest.

Avions – Les six premiers avions F16 des Forces aériennes roumaines doivent arriver aujourd’hui en Roumanie. Après une cérémonie mercredi à la Base aérienne portugaise Monte Real, les pilotes roumains qui ont suivi des stages de formation au Portugal depuis deux ans déjà conduiront les aéronefs jusqu’à la base aérienne de Fetesti, dans le sud-est. Les avions ayant appartenu aux Forces aériennes portugaises ont été soumis à un ample programme de rénovation et de modernisation réalisé par l’industrie aéronautique portugaise et pourront dérouler des missions aux côtés des autres forces aériennes de l’OTAN. L’escadrille de 12 avions F16 sera complétée en deux étapes par l’arrivée de 3 avions jusqu’à la fin de l’année en cours et de trois autres en 2017. La Roumanie a décidé il y a trois ans d’acheter des avions de production américaine F16 de deuxième main. Le contrat qui a inclus aussi l’armement nécessaire et la formation des pilotes et du personnel technique a coûté 628 millions d’euros.

RadiRo – Le festival RadiRo, le plus important événement musical de cet automne, se poursuit à Bucarest. Au programme du jour: un concert de l’Orchestre symphonique de la Radio ORF de Vienne, sous la baguette de Cornelius Meister et avec le violoniste Gidon Kremer en tant que soliste. Hier, l’Orchestre symphonique de la Radio de Leipzig a donné son deuxième concert du festival. Le public a suivi un programme comprenant des morceaux de Strauss, Gershwin et Tchaïkovski. Organisé par la Société roumaine de Radiodiffusion, le Festival international des orchestres de radio RadiRo se déroule jusqu’au samedi 1er octobre.

Commissaire – La Commissaire européenne aux politiques régionales, Corina Cretu, entame aujourd’hui une visite en Roumanie pour parler aux autorités de Bucarest des priorités de la Commission et de l’absorption des fonds communautaires. La commissaire visitera aussi plusieurs projets financés avec des fonds européens et participera à une série de conférences et de réunions avec des membres du gouvernement, du Parlement et avec des représentants de l’administration locale. Cette année, la commissaire européenne a averti à plusieurs reprises sur les risques générés par la faible absorption des fonds européens. L’argent communautaire alloué au développement de l’infrastructure pourrait ne pas être utilisé, parce que durant l’actuel exercice budgétaire, aucun projet n’a été envoyé à Bruxelles, a expliqué Corina Cretu. Dans le cadre de l’exercice budgétaire 2014 – 2020, la Roumanie dispose de 22 milliards d’euros.

Foot – Le club de foot champion de Roumanie, Astra Giurgiu (sud), doit affronter aujourd’hui en Italie, l’AS Rome, dans un nouveau match de poules de la Ligue Europa. Dans son premier match, Astra a perdu à Bucarest sur le score de 2 buts à 3, devant l’Austria Vienne. Egalement aujourd’hui les vice-champions de Steaua Bucarest affrontent à domicile les Espagnols de Villareal, après une défaite en Turquie contre le Osmanlispor.

Tennis – La joueuse roumaine de tennis, Simona Halep, 5e mondiale, s’est qualifiée dans les quarts de finale du tournoi de Wuhan en Chine. Elle a battu Madison Keys, des Etats-Unis, en deux sets 6 – 4, 6 – 2. La joueuse roumaine s’est qualifiée mercredi au Tournoi des Championnes de Singapour, après l’abandon de l’espagnole Carla Suarez-Navarro (8e au classement WTA) dans les huitièmes du tournoi de Wuhan.

Dacia – La Dacia Duster à boîte de vitesses robotisée EDC est une des surprises que le Groupe Renault a dévoilées au Mondial de l’automobile de Paris. De l’avis des spécialistes, la boite de vitesse à double embrayage compte parmi les plus modernes systèmes de transmission au monde. Le Duster est exposé au pavillon de la marque Dacia, aux côtés de plusieurs versions face-lift de la gamme : Sandero, Sandero Stepway, Logan et Logan MCV. Rappelons-le, la première Dacia a été produite en Roumanie en 1966. La marque appartient depuis 1999 au Groupe Renault et compte actuellement pour 30% de ses ventes. Le géant français de l’automobile vient d’annoncer par ailleurs, que la production de la version break de la Logan, la Logan MCV sera délocalisée à Tanger, au Maroc. Cette décision permettra aux usines roumaines de Mioveni, près de Pitesti, dans le sud de la Roumanie de produire davantage de SUVs Duster, très demandés en Europe.

La Roumanie reconnaît entièrement la responsabilité commune de gérer les flux migratoires – a déclaré le premier ministre roumain, Dacian Cioloş, lors du sommet de l’ONU sur la crise des migrants. La Roumanie multiplie ses efforts pour relever les défis globaux, tels la pauvreté, les changements climatiques, le terrorisme, les conflits, dans l’esprit de la solidarité internationale et de la responsabilité commune, a encore précisé le chef du cabinet de Bucarest, dans son allocution à New York. La Roumanie continuera de contribuer avec des ressources politiques, diplomatiques, financières et humaines importantes aux efforts visant à maintenir la stabilité régionale et globale, a souligné le chef du gouvernement roumain.

Rapport gouvernemental sur l’économie roumaine

Juste avant de partir pour les Etats-Unis, le premier ministre Dacian Ciolos a présenté devant le plénum du Parlement la situation économique du pays. Pour cette année, le gouvernement table sur une croissance économique de 4,8%, par rapport aux prévisions antérieures de 4,2%. Selon le premier ministre, pendant la courte période de temps écoulée depuis le début de son mandat, le gouvernement de technocrates en place à Bucarest a tenté d’assurer un milieu économique plus prévisible, favorable aux investissements, ainsi qu’une gestion plus efficace et plus transparente de l’argent public. La croissance économique de 5,2% du PIB enregistrée pendant le premier semestre de cette année se traduit par un nombre accru d’emplois, par une baisse du chômage et par une augmentation des salaires – a affirmé Dacian Cioloş. Il a également fait savoir qu’un système d’aides accordées par l’Etat aux PMEs serait mis en place avant la fin de l’année. Le gouvernement prépare également une réforme du système de protection sociale et des facilités fiscales pour ceux qui investissent dans la formation professionnelle.

Par ailleurs, toujours au plan économique, le fabricant d’automobiles Dacia Groupe Renault a confirmé mercredi son intention de délocaliser une partie de sa production de la variante break de la Logan à Tanger, au Maroc. Renault, qui détient 99,43% des actions de Dacia, a pris cette décision afin de permettre aux usines roumaines d’accroître la production de SUVs Duster, pour lesquels la demande européenne est de plus en plus importante, a fait savoir la direction de la société roumaine.

Protestations contre la corruption

Des milliers de personnes ont protesté jeudi à Bucarest et dans plusieurs autres villes du pays contre le rejet, par le Sénat, de la demande de la Direction nationale anticorruption de déclencher la procédure de poursuites pénales à l’encontre de Gabriel Oprea, ancien vice-premier ministre et ancien ministre de l’Intérieur, accusé d’homicide involontaire. Rappelons-le, un policier a perdu sa vie l’année dernière dans un accident de moto pendant qu’il accompagnait le convoi officiel de Gabriel Oprea. « Nul n’est au-dessus de la loi » ou bien « Nous voulons de la justice, pas de l’immunité » ont scandé les protestataires devant le siège du Parlement de Bucarest. Pour sa part, le PNL a fait savoir qu’il demanderait lundi la reprise du vote sur la levée de l’immunité de Gabriel Oprea, les sociaux-démocrates affirmant être d’accord avec cette proposition. Jeudi encore, le président roumain Klaus Iohannis a déclaré que de pareils votes indiquent la nécessité de changer la classe politique et de mettre en place une réforme parlementaire réelle. Klaus Iohannis : « A mon avis, si nous ne réussissons pas à avoir des élus sans tache au Parlement, des personnes dédiées, nous ne pourrons pas faire avancer les choses. Je ne veux pas être mal compris. Je ne vise personne, mais en politique, celui qui a un problème doit comprendre qu’il ne peut pas continuer jusqu’à ce que la question ne soit pas résolue.»

Epidémie de rougeole en Roumanie

Le refus des parents de faire vacciner leurs enfants contre la rougeole et les campagnes irresponsables contre l’immunisation des petits se reflètent douloureusement dans les données officielles du ministère de la Santé de Bucarest. Et pour cause: trois bébés sont morts et près de 700 ont été touchés par cette maladie, au cours des 8 premiers mois de 2016. L’année dernière, on n’avait enregistré que 7 cas de rougeole et aucun décès. La Roumanie est donc confrontée à une épidémie de rougeole. Par conséquent, le ministère de la Santé a fait savoir qu’il continuerait d’informer la population sur le bénéfices de la vaccination. Le porte-parole du ministère, Laurenţiu Colintineanu, précise : « Les différentes campagnes qui ont été menées constituent un véritable problème que nous ne pouvons pas ignorer. C’est pourquoi le ministère de la Santé a l’intention de dérouler au plus vite – dans quelques semaines tout au plus – une campagne censée informer la population sur les bénéfices de la vaccination, parce que la sécurité et la santé des enfants sont prioritaires. » La plupart des cas de rougeole ont été enregistrés dans le centre et l’ouest de la Roumanie. Mais, sporadiquement, plus de la moitié des départements du pays est concernée. Une semaine importante pour la culture

La ville de Timisoara a été désignée Capitale européenne de la culture 2021.

C’est la deuxième ville roumaine, après Sibiu en 2007, à jouer ce rôle prestigieux. Pour le maire de Timisoara, Nicolae Robu, la désignation de sa ville comme Capitale européenne de la culture 2021 est une grande victoire de toute une équipe : « Je suis extrêmement, extrêmement ému. Et je suis aussi extrêmement heureux, un sentiment que mes concitoyens partagent, j’en suis persuadé. Je remercie la communauté de Timisoara de son effort, du savoir-faire dont elle a fait preuve dans la mise en page et dans la promotion de ce projet. Car cette victoire est due à un travail d’équipe, de la grande équipe qu’est toute la communauté de Timisoara ».

Toujours côté culture, Bucarest accueille jusqu’au 1er octobre le Festival international des orchestres de radio, RadiRo, la seule manifestation internationale de ce genre. A l’affiche – 9 concerts offerts pas différents orchestres, 19 chefs d’orchestre et de nombreux solistes de renommée mondiale.

Premierul României la ONU

România recunoaşte pe
deplin responsabilitatea comună de a gestiona afluxul mare de refugiaţi – a
declarat premierul Dacian Cioloş la summitul ONU consacrat crizei migranţilor.
A fost primul convocat de Naţiunile Unite pe această temă, în cadrul sesiunii
anuale a Adunării Generale a ONU. În discursul cu acest prilej, primul ministru
a punctat că Bucureştiul îşi intensifică eforturile pentru a răspunde
provocărilor globale precum sărăcia, schimbările climatice, terorismul şi conflictele, în spiritul
solidarităţii internaţionale şi responsabilităţii comune. Totodată, de la
tribuna Adunării Generale a ONU, Dacian Cioloşa prezentat contribuţia activă a
României la menţinerea păcii, precizând că în prezent forţe militare şi de
poliţie române participă la operaţiuni de menţinere a păcii. Premierul s-a
pronunţat, în egală măsură, pentru sprijinirea procesului de reconciliere în
Orientul Mijlociu, precizând că România va aloca, în continuare, resurse
politice, diplomatice, financiare şi umane importante pentru menţinerea
stabilităţii regionale şi globale.

Raport guvernamental

Chiar înainte de
plecarea către Statele Unite, premierul Dacian Cioloş a prezentat, în plenul Parlamentului, situaţia
economică a României. Potrivit acestuia, creşterea estimată pentru acest an
este de 4,8%, faţă de o prognoză iniţială de 4,2 procente. Pe toată perioada
scurtului său mandat de până acum, Executivul tehnocrat de la Bucureşti a
încercat să asigure un mediu economic favorabil investiţiilor şi o gestionare
eficientă şi transparentă a banului public. Creşterea economică de 5,2% din PIB
în primul semestru al acestui an se reflectă în numărul mai mare de locuri de
muncă, în scăderea şomajului şi într-o mai bună salarizare – a mai spus
premierul Cioloş. El a anunţat că o schemă de ajutor de stat, care să vină în
sprijinul IMM-urilor, va fi pusă în practică până la sfârşitul acestui an.
Guvernul pregăteşte şi reformarea sistemului de asistenţă socială şi facilităţi
fiscale pentru cei care investesc în formarea profesională. Pe de altă parte, tot în plan economic,
francezii de la Renault vor muta o parte din producţia modelului Dacia Logan
MCV de la Uzina de la Mioveni, din România, la cea de la Tanger, din Maroc. În
contrapartidă, va fi mărită linia de producţie a modelului Duster,pentru care
cererea la nivel european este mare.

Proteste anti-corupţie

Mii de români au
protestat, joi, la Bucureşti şi în mai multe oraşe mari din ţară, împotriva
deciziei Senatului de a bloca o anchetă pentru omor din culpă împotriva
fostului ministru de Interne, Gabriel Oprea, în urma decesului unui poliţist
aflat pe o motocicletă ce însoţea coloana oficială a acestuia. Protestatarii au
scandat în timpul demonstraţiei din Bucureşti: Nimeni nu este mai presus de lege
sau Vrem dreptate, nu imunitate. Senatul a votat, luni, pentru păstrarea
imunităţii lui Gabriel Oprea. Partidul Naţional Liberal a anunţat că va solicita
reluarea votului, iar social-democraţii au spus că sunt de acord cu propunerea. Tot
joi, preşedintele Klaus Iohannis a declarat că voturi ca cel în cazul fostului
ministru de interne arată că este nevoie de o primenire a clasei politice, de o
reală reformă parlamentară: După părerea mea, până nu reuşim să avem
oameni curaţi, dedicaţi în Parlament, nu vom putea să mişcăm lucrurile. Nu
vreau să se înţeleagă greşit. Nu am absolut nimic de împărţit cu nimeni, dar în
politică cine are o problemă trebuie să înţeleagă că nu poate să meargă mai
departe, până când nu se clarifică această chestiune.

Efectele epidemiei de rujeolă

Refuzul părinţilor de
a-şi vaccina copiii împotriva rujeolei şi campaniile iresponsabile împotriva
imunizării celor mici se oglindesc dureros în datele oficiale ale Ministerului
Sănătăţii de la Bucureşti, date publicităţii săptămâna aceasta: în România,
trei bebeluşi au murit şi aproape 700 s-au îmbolnăvit în primele opt luni ale
acestui an, în condiţiile în care, anul trecut, au fost doar şapte cazuri
confirmate şi niciun deces. Cu alte cuvinte, România se confruntă cu o epidemie
de rujeolă. Ca urmare, Ministerul Sănătăţii a anunţat că va continua să
informeze populaţia despre beneficiile vaccinării. Fostul purtător de cuvânt,
Laurenţiu Colintineanu: Campaniile diverse derulate sunt o problemă,
într-adevăr, demnă de luat în seamă şi Ministerul Sănătăţii intenţionează să
deruleze în cel mai scurt timp – vorbim de câteva săptămâni – o campanie de
informare despre beneficiile vaccinării, pentru că securitatea şi siguranţa
copiilor în ce priveşte sănătatea – în acest sens mă refer – sunt prioritare.
Cele mai multe cazuri de rujeolă au fost înregistrate în centrul şi vestul
României. Sporadic, sunt afectate mai mult de jumătate din judeţele ţării.

Timişoara a fost aleasă
de un juriu internaţional Capitală Europeană a Culturii în 2021. După aflarea
veştii, primarul acestui oraş din vestul României, Nicolae Robu, a vorbit
despre o victorie mare, de echipă: Sunt extrem, extrem de emoţionat. În
egală măsură, extrem de fericit, cum sunt convins că sunt toţi concitadinii
mei. Mulţumesc comunităţii timişorene pentru efortul depus, pentru priceperea
în a elabora acest proiect şi a-l susţine până în momentul de faţă, pentru că
această victorie este o victorie de echipă, este o victorie de echipă mare,
echipa fiind comunitatea timişoreană, în ansamblul ei. Tot în plan
cultural, Bucureştiul este gazda, de vineri, a singurului festival
internaţional de muzică simfonică dedicat orchestrelor radio – RadiRo. Găzduit
de Radio România, festivalul va dura 9 zile, răstimp în care au fost programate
9 concerte susţinute de orchestre radio, dirijori şi solişti de primă clasă.

Die Vorhaben des größten rumänischen Automobilherstellers

Der Dacia-Automobilhersteller hat am Mittwoch bestätigt, dass ein Teil der Produktion des Logan MCV Modells, das im südrumänischen Mioveni hergestellt wird, in das Renault-Werk im marokanischen Tanger verlagert werden soll. Die Entscheidung wurde von den Franzosen von Renault getroffen, die 99,43% der Aktien der rumänischen Fabrik besitzen. Dadurch soll im Werk von Mioveni die Steigerung der Produktion von Duster Autos ermöglicht werden, erklärte der Vorstand von Dacia in einer Mitteilung. Die Informationen sind ursprünglich in der französischen Presse erschienen. Diese schrieb damals, dass dieser Produktionstransfer eine zusätzliche Investition von 20 Millionen Euro in das Werk in Tanger voraussetzt.

Bisher wurde der Logan MCV ausschlie‎ßlich in Rumänien produziert. Die offizielle Mitteilung hat die Gerüchte unter den Werkern der Fabrik in Mioveni eingedämmt, die die letzten Tage über eine mögliche Produktionsherabsetzung oder sogar über Personalabbau geredet haben. Die Ankündigung des französischen Autobauers kann aber als eine mögliche diplomatische Botschaft an die rumänischen Behörden hinsichtlich der Beschleunigung des Baus der Autobahn Piteşti — Sibiu entschlüsselt werden. Letzte Woche hatte Verkehrsminister Sorin Buşe im Rahmen eines Treffens mit den Automobilherstellern von den rumänischen Werken Dacia und Ford angekündigt, dass die Autobahn Craiova-Piteşti bis 2020 und die Autobahn Piteşti-Sibiu bis 2021 aus Strukturfonds gebaut werden sollen.

Laut dem strategischen Verkehrs-Materplan Rumäniens, der neulich von der Regierung genehmigt wurde, sollen die Rumänen bis 2036 auf 11 neuen Autobahnen fahren. Gebaut werden sollen 6.800 Stra‎ßenkilometer, davon über 1.500 km Autobahn und über 1.300 km Express-Stra‎ßen. Au‎ßerdem sollen über 5.000 km Eisenbahnschienen, 15 Flughäfen und 32 Häfen modernisiert werden. Diese werden zur Erleichterung des Transports, einschlie‎ßlich in puncto Automobilexporte beitragen. Unterdessen berichtet die französische Presse über die mögliche Montage, in naher Zukunft, eines neuen Dacia oder Renault-Modells, höchstwahrscheinlich den kleinklässer KWID.

Da die Strategien der gro‎ßen Automobilbauer, immer von Geheimnissen umhüllt sind, bleibt die einzige Gewissheit vorerst die Anwesenheit der neun Dacia-Logan und Sandero Modelle, mit Facelift, an der Pariser Messe, Ende des Monats. Gleichzeitig kündigte Ford die Fortsetzung der Produktion im südrumänischen Craiova mit einem neuen Modell Ford EcoSport, ab 2017. Der erste Dacia wurde in Rumänien 1966 hergestellt. Die Marke gehört seit 1999 zur Renault-Gruppe und deckt rund 30% der Verkäufe des französischen Unternehmens. Ford stellt Autos in Rumänien seit 2009 her. Es wurde eine Spitzenproduktion von 300 Tausend Einheiten im Jahr erreicht. Ford ist das drittgrö‎ßte Unternehmen in Rumänien, gemessen an den Exportzahlen.

Renault’s plans in Romania

The Dacia carmaker confirmed on Wednesday that it would move some production of Dacia’s Logan MCV model made in Romania to its factory in Tangiers, Morocco. Renault, which holds 99.4% of the Dacia shares, took this decision in order to free up capacity to build more Duster cars, which are in higher demand in Europe, the Dacia management explained in a press release. The information first appeared in the French media, according to which the move requires additional investment of 20 million euros in the plant in Tangiers.

So far, Romania has been the sole manufacturer of the Logan MCV model. The official announcement has allayed fears among the staff in Mioveni regarding a possible downsizing. However, the decision of the French carmaker can also be interpreted as a possible diplomatic warning of the Romanian authorities that they should speed up the building of the Pitesti-Sibiu motorway. Last week, during talks with the Romanian producers of Dacia and Ford, the transport minister Sorin Buse said structural funds would be used to finalise the Craiova-Pitesti section by 2020 and that between Pitesti and Sibiu by 2021.

According to Romania’s strategic transport masterplan recently approved by the government, 11 new motorways may be built by 2036. The plan provides for the building of 6,800 km of road, including 1,500 of motorway and over 1,300 of express roads. There are also plans to modernise more than 5,000 km of railway, 15 airports and 32 ports in order to improve transport flow, something that would have a positive impact on car exports, too. The French media have also mentioned the possibility that a new Dacia or Renault model, most probably its Kwid model, a mini-SUV, to be produced.

As the strategies of the world’s biggest carmakers are always shrouded in mystery, what we do know for sure is that facelifted versions of Dacia Logan and Sandero will be unveiled at the Paris Motor Show at the end of September. Also, Ford has announced that its new EcoSport model would be produced at its plant in Craiova, southern Romania, starting in 2017. The first Dacia car was made in Romania in 1966. The brand was taken over by Renault in 1999 and now accounts for 30% of its sales. Ford has been producing cars in Romania since 2009, selling up to 300,000 cars a year and becoming the third largest company in Romania in terms of exports.

Dacia, entre Pitesti et Tanger

Le fabricant s’automobiles Dacia Groupe Renault a confirmé mercredi son intention de délocaliser une partie de sa production de la variante break de la Logan à Tanger, au Maroc. Renault, qui détient 99,43% des actions de Dacia a pris cette décision afin de permettre aux usines roumaines d’augmenter la production de SUVs Duster, pour lesquels la demande européenne est de plus en plus importante, a fait savoir la direction de la société roumaine.

Les premières informations à ce sujet sont parues initialement dans la presse française, selon laquelle ce transfert de la production nécessite un investissement au Maroc de 20 millions d’Euros. Jusqu’ici la Logan MCV était produite uniquement en Roumanie, à Mioveni, près de Pitesti. Le communiqué officiel vient d’apaiser les esprits parmi les ouvriers de Dacia, qui avaient entendu des rumeurs selon lesquelles une éventuelle délocalisation impliquerait des licenciements massifs à Pitesti.

Mais l’annonce du géant français de l’automobile peut être décryptée aussi comme un avertissement destiné aux autorités roumaines pour qu’elles construisent plus vite une autoroute à travers les Carpates entre les villes de Pitesti et de Sibiu. La semaine dernière lors d’une réunion avec les responsables des usines Dacia et Ford de Roumanie, le ministre des Transports, Sorin Buse, a promis de construire une autoroute entre les villes de Craiova (où se trouvent les usines Ford) et Pitesti avec des fonds structurels avant 2020 et une autre de Pitesti à Sibiu jusqu’en 2021. Le principal but de ces projets d’infrastructure c’est de relier plus facilement à l’Europe ces deux usines, mais aussi d’autres entreprises du domaine, qui possèdent des sites industriels dans le sud de la Roumanie.

Selon le plan stratégique de transport de Roumanie, récemment approuvé par le gouvernement de Bucarest, avant 2036, les Roumains pourraient circuler sur 11 nouvelles autoroutes. Sur les 6800 kilomètres de routes à construire, les autoroutes compteront pour 1500 km, alors que plus de 1300 seront des routes express. Ce qui plus est, plus de 5 mille kilomètres de chemin de fer seront également modernisés, suivis par une quinzaine d’aéroports et une trentaine de ports. Le but de cette stratégie est de rendre plus fluide le transport de fret en Roumanie, afin de favoriser aussi les exportations de véhicules.

Par ailleurs, la presse française évoque aussi la possibilité qu’un prochain modèle Dacia ou Renault, la citadine Kwid, soit assemblé en Roumanie. Vu que les stratégies des grands producteurs d’automobiles sont toujours secrètes, l’unique information disponible est celle selon laquelle les actuelles modèles Logan et Sandero seront présentés dans un nouvel look au Mondial de l’automobile de Paris, à la fin septembre. Par ailleurs, Ford a annoncé le début en 2017 de la production d’un nouveau modèle à Craiova, le SUV urbain Ecosport.

Rappelons-le, la première Dacia a été produite en Roumanie en 1966. C’était une licence de la Régie Renault. En 1999, le Groupe Renault a racheté Dacia en 1999, qui compte actuellement pour 30% de ses ventes. Ford produit des véhicules en Roumanie depuis 2009, avec une production maximale de 300 mille unités par an. Dacia est en tête des exportateurs roumains, alors que Ford Roumanie est en troisième position dans ce classement.

Виробник автомобілів Dacia підтвердив у середу, що частина виробництва моделі Dacia Logan MCV, яка виробляється у румунському місті Міовень, буде перенесена до заводу в марокканському місті Танжер. Це рішення прийняла французька компанія Renault, яка є власником 99,43% акцій румунського автозаводу Dacia, з метою розширення виробництва автомобіля моделі Duster, що користується великим попитом в Європі, – додало керівництво автовиробника Dacia. Перші інформації появилися у французькій пресі, яка писала, що перенесення частини виробництва припускає додаткових інвестицій в розмірі 20 мільйонів євро на заводі у марокканському місті Танжер.

Слід нагадати, що уряд прийняв нещодавно Генеральний план розвитку дорожньо-транспортної інфраструктури Румунії. Документ передбачає будівництво до 2036 року близько 6,800 км автодоріг, з яких понад 1500 км автомагістралі, а також модернізацію понад 5000 км залізничних шляхів, 15 аеропортів і більше 30 портів, що сприятиме включно експорту автомобілів.

З іншого боку, французька преса пише про можливий запуск в найближчому майбутньому нової моделі під брендом Dacia або Renault, найвірогідніше – модель KWID. Оскільки стратегії великих автовиробників завжди оповиті таємницею, єдина впевненість на даний час, є рестайлінг нових моделей Dacia Logan та Sandero, які будуть представлені на паризькому автосалоні в кінці цього місяця.

Компанія Ford повідомила, що продовжить виробництво на автозаводі в місті Крайова, де у 2017 році появиться нова модель Ford EcoSport. Перший автомобіль Dacia був вироблений в 1966 році. Dacia a confirmat, miercuri, că o parte din producţia modelului Logan MCV, produs
la Mioveni-Romania, va fi mutată la fabrica Renault din Tanger, în
Maroc. Decizia a fost luată de francezii de la Renault,
care detin 99,43% din
acţiunile fabricii româneşti, pentru
a permite, la uzina din Mioveni, o creştere a producţiei de autoturisme Duster, pentru care cererea la
nivel european este mare, a mai explicat conducerea Dacia într-un comunicat.

Informaţiile au apărut, iniţial, în presa franceză, care a scris că acest
transfer de producţie presupune o investiţie suplimentară de 20 de milioane de
euro la fabrica din Tanger. Pînă acum, Logan MCV se fabrica doar
în România. Comunicatul oficial a atenuat murmurul în rândul
muncitorilor angajaţi la fabrica de la Mioveni, după ce, în ultimele zile,
circulaseră zvonuri privind posibila reducere a producţiei şi chiar apariţia
concedierilor. Anunţul producatorului francez poate fi decriptat, însă şi ca un posibil avertisment
diplomatic adresat autorităţilor române pentru urgentarea construcţiei
autostrăzii Piteşti – Sibiu.

Săptămâna trecută, în cadrul unei întâlniri
cu producătorii de la fabricile Dacia şi
Ford, din Romania, ministrul Transporturilor, Sorin Buşe, a anunţat că autostrada Craiova-Piteşti
va fi realizată din fonduri structurale până în 2020, iar cea
Piteşti-Sibiu, până în 2021. Potrivit Masterplanului
strategic de transport al României aprobat, recent, de Guvern,
până în 2036, românii ar putea circula pe 11 noi autostrăzi.Vor fi
construiţi 6.800 de kilometri de drum, din care peste 1.500 de km de autostradă şi
peste 1.300 de km de drum expres. De asemenea, vor fi
modernizate peste 5.000 de km de cale ferată, 15 aeroporturi şi 32 de porturi,
care vor contribui la fluidizarea transportului, inclusiv în vederea exportului
de automobile.

Pe de
altă parte, presa franceză vorbeşte
despre posibila asamblare, în viitorul apropiat, al unui model nou sub sigla
Dacia sau Renault, cel mai probabil varianta KWID din clasa mică.

Întrucât strategiile marilor constructori de automobile sunt, întotdeauna, învăluite în mister, singura certitudine este, deocamdată, prezenţa unor
noi modele Dacia-Logan şi Sandero, restilizate,
la Salonul de la Paris, de la sfârşitul acestei luni. Totodată, Ford a
anunţat continuarea producţiei la Craiova cu un nou model de automobil, Ford EcoSport,
din 2017.

Prima
maşină Dacia a fost produsă în România, în 1966.
Marca aparţine, din 1999, grupului Renault şi acoperă circa 30% din vânzările firmei franceze. Ford produce
automobile, în România, din 2009, atingând un vârf de 300 de mii de unităţi
pe an şi reprezentând a treia mare companie din Romania, dupa valorea
exporturilor.

Premierul român Dacian Cioloş, care participă, la New York, la Adunarea Generală a Organizaţiei Naţiunilor Unite, a avut, marţi, în marja reuniunii, o întrevedere cu premierul canadian Justin Trudeau, dedicată în principal problemei liberalizării vizelor pentru cetăţenii români. Potrivit unor surse oficiale citate de Agerpres, cei doi premieri au constatat că există perspective bune pentru ca vizele să fie ridicate într-un viitor cât mai apropiat. România şi Bulgaria sunt singurele state membre ale Uniunii Europene ai căror cetăţeni au nevoie de vize pentru a călători în Canada. În vară, premierul Cioloş a avertizat că, în lipsa unei decizii la nivel politic la Ottawa privind liberalizarea vizelor, România, ca membră a UE, ar putea, asemenea Bulgariei, să nu ratifice acordul comercial UE-Canada a cărui semnare, prevăzută în această toamnă, depinde de ratificarea prealabilă a Parlamentelor naţionale.

Populaţia României s-a redus cu 13% în ultimii 24 de ani, iar această scădere are la bază migraţia internaţională, planning-ul familial şi mortalitatea ridicată, potrivit Institutului Naţional de Statistică (INS). În ceea ce priveşte migraţia internaţională, aceasta a condus la o scădere constantă a populaţiei României şi a avut un vârf în 2007, anul aderării la UE, de 544.000 persoane. Planning-ul familial, prin diversele lui forme, a determinat reducerea constantă a numărului anual de naşteri pe parcursul perioadei de tranziţie (numărul de naşteri din 2015 a fost cu 28% mai mic decât cel din 1992), iar mortalitatea a fost ridicată în întreaga perioadă de după 1992 (între 11,4% în 1992 şi 11,7% în 2015). Conform datelor INS, ponderea cea mai importantă a emigraţiei este reprezentată de persoanele din grupa de vârstă 25-64 de ani.

Compania auto Renault a decis relocarea în Maroc, din 2017, a liniei de producţie pentru modelul Logan Break MCV, fabricat în prezent la Piteşti, in sudul Romaniei. Uzina Renault din oraşul marocan Tanger – unde sunt fabricate deja modele Sandero, Dokker şi Lodgy – estimează pentru anul 2017 o producţie totală de 300.000 de vehicule, incluzând Logan MCV. Aproximativ 95% din productia acestei uzine, inaugurata in 2012, este exportată. În Romania, compania Dacia a fost preluată de Renault în anul 1999. Relansată în 2004 cu modelul Logan, Dacia a devenit un jucător de notorietate pe piata auto europeană.

Iniţiativa legislativă care permite cumpărarea“ de vechime de către persoanele care nu au stagiul de pensie complet a fost adoptată de plenul Camerei Deputaţilor cu 198 de voturi pentru“. Persoanele interesate să îşi cumpere vechime“ încheie un contract de asigurare socială în termen de 6 luni de la intrarea în vigoare a iniţiativei legislative. Perioadele de timp pentru care se poate efectua plata contribuţiei de asigurări sociale sunt cele care se încadrează în intervalul de timp cuprins între data încheierii contractului de asigurare socială şi ultimii 5 ani anteriori acestei date. Camera Deputaţilor este for decizional, astfel că legea merge la promulgare.

Arhiva fostului director al Secţiei române a postului Radio Europa Liberă din Germania, Nicolae Stroescu-Stînişoară, a fost donată Institutului de Investigare a Crimelor Comunismului şi Memoria Exilului Românesc. Prin această nouă donaţie, instituţia îşi îmbogăţeşte fondul arhivistic privind istoria exilului românesc. Radio Europa Liberă a jucat un rol determinant în istoria recentă a ţării, fiind considerat cel mai important fenomen mediatic al României de până în 1989.
