Paris attack. Bucharest has
joined the international community to condemn Thursday’s attack in France.
Romania expressed solidarity with France and stood for more efficient
prevention. In Paris, French president Francois Hollande today chaired an
interministerial crisis group in the wake of the attack claimed by the Islamic
State terrorist organisation. A policeman was killed and two others wounded by
a man who opened fire on the Champs-Elysées. The attacker, a 39-year-old
Belgian national called Karim Cheurfi, was shot dead by the security forces. He
was previously sentenced to 20 years in prison for shooting at police officers
in 2001 but got an early release in 2016. The French police also issued an
arrest warrant for a second suspect. Tension is high after the Champs-Elysées
attack ahead of the first round of the French presidential elections on Sunday.
The four frontrunners cancelled their public appearances. Two radicalised young
men were arrested three days ago in Marseilles while plotting an attack on
behalf of the Islamic State. France has been in a state of emergency since
2015, when 16 people were killed in attacks at the headquarters of the Charlie
Hebdo magazine and at a Jewish store.

Brexit. Romania is in favour of a unitary, coherent and fair strategy during the future negotiations on the UK’s
exit from the European Union, said the Romanian minister delegate for European
affairs Ana Birchall, who is on a working trip to Austria. According to a
foreign ministry release, during talks with Austrian officials, Birchall also
discussed the multiannual financial framework, migration and the Schengen area,
the EU strategy for the Danube region, the Western Balkans, the Eastern
Partnership and the need to consolidate cooperation in the run up to Austria’s
taking over the EU rotating presidency in the second half of 2018, followed by
Romania in the first half of 2019. The officials pointed out that Romania and
Austria are opposed to the idea of a multi-speed European Union.
Secretary-General for Foreign Affairs Michael Linhart also reiterated his
country’s support for Romania’s entry into Schengen.

Gymnastics. The Romanian gymnasts
Larisa Iordache, Olivia Cimpian and Ioana Crisan have qualified for the beam,
floor and individual all-round finals at the European Gymnastics Championships
under way in Cluj Napoca, north-western Romania. Three times Olympic champion
Catalina Ponor has made it to the beam and individual all-round finals. She
failed to qualify for the floor final after the judges reviewed her score. 274
gymnasts from 37 different countries, including 10 from Romania, are taking
part in the competition. The Romanian women’s team roster features Olivia
Cimpian, Ioana Crisan, Larisa Iordache and Catalina Ponor, while the men’s team
roster features Marian Dragulescu, Cristian Bataga, Vlad Cotuna, Adelin
Kotrong, Laurentiu Nistor and Andrei Ursache. Only one Romanian male gymnast
has made it to the apparatus finals, namely Marian Dragulescu, who qualified
for the floor and vault finals. The last time Romania hosted the European
Gymnastics Championships was in 1957.

Tennis. The
Romanian women’s tennis team faces Britain in a Fed Cup World Group II play-off at
home. The matches are held on Saturday and Sunday in the Black Sea resort of
Mamaia. The Romanian team includes world no. 5 Simona Halep, world no. 33 Irina
Camelia Begu, world no. 47 Monica Niculescu and world no. 61 Sorana Cirstea. The
British team has two players in the top 100: world no. 10 Johanna Konta and
world no. 72 Heather Watson. Romania has met Britain five times so far in the
Fed Cup, winning four times.

PARLIAMENT – In a plenary meeting today the Senate of Romania unanimously endorsed an emergency government decree that repeals the controversial amendments of the criminal codes, which generated the current political crisis in Bucharest. The draft is now sent to the Chamber of Deputies. The Government building was once again picketed last night by over 1,500 protesters. For two weeks, hundreds of thousands of demonstrators in the country and abroad have been demanding the resignation of the government formed by the Social Democratic Party and the Alliance of Liberals and Democrats in Romania. They accuse the Cabinet of amending the criminal codes in order to exempt influential politicians and local and central administration officers from criminal liability. Concurrently, several hundreds of supporters of the Government request the resignation of President Klaus Iohannis, who they claimed has stepped out of his role as a mediator by joining in the anti-government protests. A referendum regarding the fight against corruption has been initiated by the President, and was approved on Monday by the Senate.

STATE BUDGET – The President of Romania, Klaus Iohannis, has voiced concern today, after discussing in Bucharest with PM Sorin Grindeanu and the Finance Minister, Viorel Ştefan, about the state budget bill and the social security budget bill, sent to the President for promulgation. The head of state sees the 2017 state budget as problematic, because the budget deficit risks exceeding 3%. In his opinion, the budget bill relies on overestimated revenues and very high expenditure. Yesterday the European Commission estimated that this year Romanias budget deficit would account for 3.6 of the GDP, which might lead to the initiation of the excessive deficit procedure. On the other hand, the economic growth forecast for Romania was improved to 4.4%, which is nonetheless below the 5.2% rate estimated by the Government.

DEFENCE – Romania will continue to make a contribution to ensuring European and Euro-Atlantic security, in line with its commitments, and proof in this respect are both the allocation of 2% of the GDP to defence, and the American military presence in the country. The statement was made by the Foreign Minister, Teodor Meleşcanu, after the arrival of 500 American troops who will be stationed at the Mihail Kogălniceanu military base in south-eastern Romania for 9 months. The American military also bring the equipment required in order for them to take part, jointly with Romanian troops, in the military exercises planned for this year. The deployment of American troops is intended to strengthen NATOs eastern flank.

CORRUPTION – The High Court of Cassation and Justice in Bucharest has today postponed for March 28 the trial of the case in which the Speaker of the Chamber of Deputies and head of the ruling Social Democratic Party, Liviu Dragnea, is charged with instigation of abuse of office. According to the National Anti-corruption Directorate, Dragnea ordered the fictitious employment of two members of his party with the Directorate General for Social Assistance and Child Protection in Teleorman County in the south. The two were paid from public funds although they were actually working for the Social Democratic Party alone. Last year Dragnea received a suspended two-year prison sentence, for having attempted in 2012 to rig a referendum to dismiss then-president Traian Băsescu.

RESIGNATION – The US President Donald Trumps national security adviser Michael Flynn resigned last night over a scandal concerning his telephone contacts with the Russian Ambassador to the USA prior to Trumps inauguration. According to France Presse, in late December, as the Barack Obama administration was ordering sanctions against Russia for its presumed interference with the US elections, Michael Flynn was assuring the Russian Ambassador to Washington, Sergey Kislyak, that president-elect Donald Trump would be a lot less strict in this respect. Îin his resignation letter, Michael Flynn admits to having “inadvertently briefed vice-president elect Mike Pence and others with incomplete information regarding his phone calls with the Russian diplomat.

TENNIS – Romanias womens tennis team will play against Great Britain at home on April 22 and 23, in the playoffs for Fed Cup World Group II. The drawing was held in London on Tuesday. Last weekend Romania was defeated in Bucharest by Belgium, 3-1, in the first round of World Group II. The national team now has to play to keep its spot in the second group. Fed Cup is the most important international team competition in women’s tennis.

Preşedintele Klaus Iohannis a
declarat, marţi, că va anunţa în zilele următoare data la care se va organiza
referendumul pe care l-a iniţiat pe tema continuării luptei anticorupţie. Tot
marţi, plenul Senatului a adoptat, în unanimitate, ordonanţa guvernamentală de urgenţă ce abrogă
controversatele modificări ale codurilor penale, aflate la originea crizei
politice de la Bucureşti. Actul normativ intră, acum, pe agenda Camerei
Deputatilor. De două săptămâni, sute de mii de protestatari din ţară şi
din diaspora cer demisia cabinetului PSD-ALDE, pe care-l acuză că, prin
modificarea codurilor, a încercat să exonereze de responsabilitate penală
personaje politice influente şi funcţionari din administraţia centrală şi
locală. În paralel, câteva sute de
partizani ai Executivului au solicitat, iarăşi, demisia şefului statului,
despre care spun că nu-şi respectă rolul de moderator, fiindcă a îmbrăţişat
cauza protestatarilor antiguvernamentali.

75% dintre români consideră că
problemele privind sărăcia şi sistemul medical ar trebui să aibă prioritate la
rezolvare – reiese
dintr-un studiu online realizat de Exact Cercetare şi Consultanţă şi
WaveTreeZero remis, marţi, AGERPRES. La o distanţă destul de
mare sunt situate problemele ce ţin de drepturile angajaţilor (dreptul la
concediu de odihnă, concediu medical), cu un procent de 32%, urmate de cazurile
sociale grave (copii bolnavi de cancer, spre exemplu), cu un procent de 29% şi
probleme ce ţin de drepturile omului, cu un procent de 18% – se arată în
document.

Economia României a crescut în
anul 2016 cu 4,8%, relevă datele comunicate, marţi, de Institutul Naţional de Statistică (INS). În trimestrul IV din anul
trecut, Produsul Intern Brut a crescut
cu 1,3% faţă de trimestrul precedent şi cu 4,7% faţă de acelaşi trimestru din
2015. Creşterea economică din 2016 este cea mai mare înregistrată de România după 2008. În 2015, economia
a avansat cu 3,9%.

În 2016, piaţa bunurilor de folosinţă
îndelungată în România a atins
2,5 miliarde de euro, în creştere cu 9,2% comparativ cu anul precedent, reiese
dintr-un studiul GFK, publicat, marţi,
de AGERPRES.
Creşteri semnificative, de peste 20 de procente, au fost la electronice, care
au generat vânzări de 463 milioane euro, electrocasnice mari (577 milioane
euro) şi electrocasnice mici (178 milioane euro). De cealaltă parte, piaţa IT a consemnat cel mai
semnificativ declin, de peste 15 %, şi a ajuns la 419 milioane euro.

Salariile a
peste două treimi (67%) dintre dezvoltatorii de software români generează
costuri sub 20 de dolari pe oră, România fiind ţara cu cele mai mici costuri cu
forţa de muncă din IT din Uniunea Europeană. În Germania, doar 28% dintre
programatori costă sub 20 de dolari pe oră, în timp ce în Polonia
ponderea acestora este de 40%, potrivit datelor publicate de InvestRomania,
instituţia guvernamentală pentru promovarea investiţiilor străine. În România
forţa de muncă calificată în IT este mai ieftină decât în alte ţări pentru că
şi costul vieţii este mai redus. În cazul companiilor mari, nu neapărat costul
cu salariaţii a fost un avantaj care să determine decizia de a investi, pentru
că în acest moment există companii mari din IT care oferă şi 3.000 de euro pe lună pe contract de muncă programatorilor,
a explicat Răzvan Rada, general manager în cadrul Head Hunting IT.

Echipa feminină de tenis a
României va întâlni, pe teren propriu, în perioada 22-23 aprilie, formaţia
Marii Britanii, în meci de baraj pentru menţinerea în Grupa Mondială II a Fed
Cup, potrivit tragerii la sorţi efectuate marţi la Londra. La sfărsitul
săptămânii trecute, România a fost
învinsă, la Bucureşti, cu 3-1 de
Belgia în primul tur al Grupei Mondiale II a Fed Cup, varianta feminină a Cupei Davis. România şi Marea Britanie au jucat de
cinci ori în Cupa Federaţei, tricolorele câştigând de patru ori.

Manifestations — Une nouvelle manifestation antigouvernementale a eu lieu dimanche soir, à Bucarest, devant le siège de l’Exécutif roumain. Des protestations ont lieu quotidiennement dans la capitale et dans d’autres villes de Roumanie, depuis le 31 janvier, dirigés contre le gouvernement de gauche de Bucarest, accusé d’avoir essayé de modifier par décret d’urgence la législation pénale, dépénalisant partiellement certains délits, au bénéfice de certains politiciens. Le cabinet Parti social-démocrate (PSD)-Alliance des libéraux et des démocrates (ALDE) a abrogé ledit décret. Jeudi, son initiateur, le ministre de la Justice Florin Iordache, a démissionné. Il a été remplacé par intérim par Ana Birchall, qui a déjà annoncé une première rencontre, lundi, avec les représentants du Conseil supérieur de la magistrature (CSM), du Parquet national anticorruption (DNA) et de la Direction d’investigation des infractions de criminalité organisée et de terrorisme (DIICOT) ainsi qu’avec tous ceux qui ont un mot à dire dans le domaine de la Justice. Le but en est de trouver les meilleures solutions dans la lutte contre la corruption, mais aussi de défendre les droits fondamentaux de l’homme, a-t-elle précisé. D’autre part, des manifestations de soutien au gouvernement Grindeanu, et contre le chef de l’Etat ont lieu aussi depuis une semaine devant le siège de la présidence de la République, mais leur ampleur est moindre. Les manifestants reprochent au président Klaus Iohannis de ne pas avoir joué le rôle de médiateur dans la crise créée.

Entretien — Le ministre roumain des affaires étrangères Teodor Melescanu a eu ce dimanche une conversation téléphonique avec le secrétaire général de l’OTAN, Jens Stoltenberg. Le responsable otannien avait appelé le chef de la diplomatie roumaine pour lui exprimer l’appréciation envers l’engagement de la Roumanie d’allouer 2% de son PIB à la défense, confirmant ainsi sa décision de remplir ses obligations en tant qu’Etat allié. Jens Stoltenberg a également remercié la Roumanie pour sa contribution importante aux opérations et missions alliées, notamment en Afghanistan. Le secrétaire général de l’OTAN et le ministre roumain des affaires étrangères ont analysé la mise en œuvre des décisions adoptées au sommet de l’Alliance de Varsovie, dont les mesures de consolidation et découragement des menaces dans la région de la mer Noire.

Félicitations — Le président roumain Klaus Iohannis a envoyé un message au nouveau président élu de l’Allemagne, Frank-Walter Steinmeier, pour le féliciter à l’occasion de son élection. La relation stratégique entre la Roumanie et l’Allemagne est excellente, comme le confirment le dialogue politique intense, la coopération économique et sectorielle, les liens interhumains et les valeurs démocratiques fondamentales que les deux pays ont en partage — affirme le président roumain dans son message. Ancien ministre des affaires étrangères, âgé de 61 ans, Frank-Walter Steinmeier a été élus, dimanche, par les grands électeurs pour remplacer le président sortant Joachim Gauck, qui a renoncé à briguer un deuxième mandat.

Tennis — L’équipe de tennis féminin de Roumanie a perdu la rencontre avec la Belgique, comptant pour le 2e Groupe mondial de la Fed Cup, sur le score général de 3 à 1. Ce dimanche, à Bucarest, Irina Begu s’est inclinée, en trois sets, devant Elise Mertens. Samedi, les joueuses belges Kirsten Flipkens et Yanina Wickmayer s’étaient imposées devant Monica Niculescu et respectivement Sorana Cîrstea. Le point d’honneur de la Roumanie a été marqué par le double Monica Niculescu — Sorana Cîrstea, qui a eu raison, en deux sets, du double belge Kirsten Flipkens — Maryna Zanevska. La Belgique devra jouer prochainement pour la qualification dans le Groupe mondial de la Fed Cup, alors que la Roumanie passera par un barrage pour garder sa place dans le 2e Groupe mondial. La Roumanie et la Belgique se sont affrontées trois fois dans cette compétition de tennis réservées aux équipes féminines, la Belgique ayant gagné toutes les trois rencontres.

PROTESTS — Further large-scale anti-government protests have been announced for Sunday in Bucharest near the government headquarters, where the protesters intend to create together the biggest human three colors – red, yellow and blue, the colors of Romania’s national flag. On Saturday, a marathon was organized around the government building. As of January 31 protests have been staged every day in Bucharest and other cities of Romania against the leftist government that is accused of having tried to amend the criminal codes by an emergency government decree partly decriminalizing certain crimes to benefit several corrupt politicians. The largest protests took place last Sunday when over half a million Romanians took to the streets to protest. On the same day the government coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats repealed the controversial decree. On Thursday the initiator of the decree, justice minister Florin Iordache resigned, being replaced by Ana Birchall. She announced she would have a first meeting on Monday with the representatives of the Superior Council of Magistracy, the National Anti-Corruption Directorate (DNA) and the Directorate for Investigating Organized Crime and Terrorism (DIICOT) as well as with all the bodies with expertise in the field of the judiciary. The purpose of the meeting is to work out the best solutions to fight corruption and defend fundamental human rights. In another move, pro-governmental and anti-presidential protests were also staged, but the number of protesters was much smaller. President Iohannis has been criticized for failing to play the role of mediator in the context of this crisis.

MOLDOVA — The Moldovan Government is not willing to take responsibility for the debt amounting to almost 6 billion dollars accumulated by the separatist region of Transdniester for the purchase of Russian gas. The statement was made by the Moldovan PM Pavel Filip at a meeting with the vice-president of Gazprom, Valeri Golubev. Recently the pro-Russian Socialist president of Moldova, Igor Dodon, had given assurances to Moscow that the debt would be paid by Moldova. Transdniester de facto went out of the control of Moldovan authorities in the early 1990s and has since been supported financially by Russia which deployed units of the 14th Army on its territory. Given that the independence of Transdniester is not recognized, Moscow believes that the Republic of Moldova should pay for the gas Russia delivers to that region on credit.

RUBGY — Romania’s national rugby team surprisingly lost 38-41 the away match against Germany, in the beginning of a new season of the Rugby Europe Championship. Officially, this match marked the start of the qualifiers for the 2019 World Cup, due in Japan. As part of the Rugby Europe Championship Romania will take on the Spanish team on February 18, Russia on March 4, Belgium on March 11 and Georgia on March 19.

TENNIS – Belgium leads Romania 2-0 after the first day of the Fed Cup competition taking place in Bucharest and counting for the first round of World Group II. Monica Niculescu (36 WTA) on Saturday lost 2-0 the match against Kirsten Flipkens (74 WTA), and Sorana Cîrstea (62 WTA) was defeated 2-1 by Yanina Wickmayer (60 WTA). On Sunday, also in the singles, Niculescu will take on Wickmayer and Cîrstea will face Flipkens. In the doubles, the pair Irina Begu (29 WTA)/Patricia Ţig (106 WTA) will be up against Elise Mertens (83 WTA)/Maryna Zanevska (123 WTA). Simona Halep (4 WTA) is not participating in this competition.

WWF — World Wide Fund for Nature Romania started a fund-raising campaign for a bear cub orphanage in the Eastern Carpathians, the only such institution in Europe facing financial problems. The campaign is meant to let Romanians know that they can adopt a bear cub, in the sense of contributing money for the cub’s care. After two years, the cub will return into the wild. Various Romanian artists have already adopted a cub. World Wide Fund for Nature Romania expects ordinary citizens to do the same. (translation by L. Simion)

JUSTICE — The interim justice minister, Ana Birchall, announced she would have a first meeting on Monday with the representatives of the Superior Council of Magistracy, the National Anti-Corruption Directorate (DNA) and the Directorate for Investigating Organized Crime and Terrorism (DIICOT) as well as with all the bodies with expertise in the field of the judiciary. The purpose of the meeting is to work out the best solutions to fight corruption and defend fundamental human rights. Ana Birchall said she had no hidden agenda and that she was open to any solutions but the final decisions will be made by Parliament though. Ana Birchall took over the justice minister seat after Florin Iordache resigned against the backdrop of large-scale street protests caused by the adoption of an emergency government decree on the modification of the criminal codes. Although the decree was subsequently repealed and justice minister Iordache resigned, protests against the government coalition made up of the Social Democratic Party and the Alliance of Liberals and Democrats continued in Bucharest and other cities across Romania. In another move, protests were also staged to support the government and to blame the way President Iohannis played his role of mediator among state institutions.

Ministre — La ministre par intérim de la Justice, Ana Birchall, a annoncé qu’elle aurait une première rencontre avec les représentants du Conseil supérieur de la magistrature (CSM), du Parquet national anticorruption (DNA) et de la Direction d’investigation des infractions de criminalité organisée et de terrorisme (DIICOT) ainsi qu’avec tous ceux qui ont un mot à dire dans le domaine de la Justice. Le but, c’est de trouver les meilleures solutions dans la lutte contre la corruption, mais aussi de défendre les droits fondamentaux de l’homme. Ana Birchall a précisé qu’elle n’avait pas d’agenda caché et qu’elle était ouverte à toute solution, indiquant que la décision finale devait toutefois être donnée par le Parlement. Rappelons que Mme Birchall a repris le mandat de Florin Iordache, qui a démissionné sur la toile de fond des protestations de grande ampleur engendrées par l’adoption d’un décret d’urgence, portant modification de la loi pénale. Même si le décret a été ultérieurement abrogé par le gouvernement et le ministre Iordache a démissionné, les manifestations contre le gouvernement de la coalition PSD-ALDE ont continué à Bucarest et dans d’autres villes. Des manifestations de soutien au gouvernement Grindeanu, et contre la manière dont le président du pays, Klaus Iohannis, a assuré la médiation relative au décret d’urgence entre les institutions de l’Etat ont aussi eu lieu.

Statistique — Les Roumains occupent la première place d’un classement européen des dépenses mensuelles destinées aux aliments, avec près de 28% de l’ensemble, soit environ le triple de la moyenne de l’Union européenne. Selon un classement de l’Eurostat, les Roumains paient pour l’alcool et le tabac 5,7%, soit 4% de plus que la moyenne européenne. En revanche, la Roumanie occupe la dernière place au classement de l’UE en matière de dépenses pour les vêtements et les chaussures, avec 3,4%, par rapport à la moyenne européenne de 5%. Les Roumains sortent très peu dans des restaurants et des cafés, se situant à la dernière place, avec 1,1%, par rapport à une moyenne de près de 7%.

Ours — L’organisation le Fonds mondial pour la nature (WWF Roumanie) a lancé une campagne de dons pour l’Orphelinat pour oursons des Carpates Orientales, la seule institution de ce type d’Europe, qui connaît des difficultés financières. La campagne se propose de communiquer aux Roumains du monde qu’ils peuvent adopter un ourson, donc qu’ils peuvent soutenir financièrement des soins pour cet animal, en vue de sa libération dans la forêt, au bout de deux ans. Plusieurs vedettes roumaines ont déjà adopté des oursons. WWF Roumanie attend que les citoyens fassent aussi des gestes similaires.

Tennis – L’équipe de Fed Cup de la Roumanie rencontre la Belgique, en cette fin de semaine, à Bucarest, au premier tour du Groupe mondial II. Les deux premiers matchs, ceux de simple, sont prévus aujourd’hui. Rugby — La sélection nationale de rugby de la Roumanie débute, aujourd’hui contre l’Allemange, sur le stade d’Offenbach sur le Main, dans une nouvelle saison de la Coupe d’Europe de rugby. Officiellement, la campagne de qualification à la Coupe du monde 2019, au Japon, commence par ce match aussi. Météo — Le temps est particulièrement froid aujourd’hui pour cette date dans les régions à l’extérieur des Carpates et partiellement dans le centre du pays, où les températures vont généralement de –8 à –2°. Justice. Romania’s President, Klaus
Iohannis has accepted the nomination of the minister delegate for European
affairs Ana Birchall for the position of interim justice minister. The former
occupant of the post, Florin
Iordache, on Thursday tendered his resignation, but said all initiatives he had
taken were legal and constitutional. His resignation was hailed by the

New entity. Romania’s coalition government made up of
the Social Democratic Party and the Alliance of Liberals and Democrats on
Thursday adopted a memorandum on the creation of the Sovereign Fund for
Development and Investment, a huge entity bringing together some 200 of the
most profitable state-owned companies. Economy minister Alexandru Petrescu has
explained that the Fund will be a partner for institutional investors such as
the European Bank for Reconstruction and Development, the European Investment
Bank, the World Bank and investment funds, as well as private investors.

Turkey. Turkish president Recep
Tayyip Erdoğan on
Friday approved a constitutional reform bill meant to increase his powers that
will be put to a referendum in April. The bill, passed last month by
Parliament, aims to replace the current parliamentary system with an executive
presidential system. It would allow the head of state to appoint and revoke
ministers, issue decrees and declare emergency rule. The position of prime
minister would be scrapped and instead a new post of vice president, possibly
even more, would be created. Erdogan says the reform, which would allow him to
stay in office until 2029 at the earliest, is necessary to guarantee stability in
Turkey, a NATO and EU accession candidate country that has been facing un
unprecedented wave of attacks and economic problems.

Fed Cup. Romania faces Belgium this weekend in the Fed Cup as part of the first
round of World Group 2. In the two singles matches on Saturday, world no. 36

Ministre — Le président roumain Klaus Iohannis a accepté la proposition avancée par le premier ministre Sorin Grindeanu, de nommer au poste de ministre par intérim de la Justice, Ana Birchall, ministre déléguée aux Affaires européennes. Le titulaire du portefeuille, Florin Iordache, a annoncé, jeudi, sa démission, même s’il estime que toutes les initiatives qu’il a assumées ont été légales et constitutionnelles. Même si le décret, critiqué tant par les principales institutions judiciaires du pays, mais aussi par les partenaires étrangers de l’UE et de l’OTAN, a été abrogé par le gouvernement, les protestations ont continué vendredi, pour le 11^e jour de suite, à Bucarest. Les supporters du gouvernement Grindeanu ont protesté pour le 6^e jour de suite, devant l’Administration présidentielle, demandant la démission du chef de l’Etat.

Economie — Le gouverneur de la Banque nationale de Roumanie, Mugur Isarescu, attire l’attention sur le fait que l’instabilité et les tensions politiques auxquelles le pays est confronté actuellement peuvent affecter la stabilité monétaire, financière, voire macroéconomique de la Roumanie. Les protestations des 10 derniers jours, engendrées par l’initiative de l’Exécutif de modifier la législation pénale par décret d’urgence — ont un impact sur la stabilité monétaire et financière du pays qui sera ressenti dans la croissance économique de cette année, a mis en garde le chef de la Banque Centrale. Il a précisé que son institution tablait sur une croissance entre 4 et 5% pour l’économie roumaine cette année. Récemment, la Commission nationale de la prospective a estimé une croissance économique plus optimiste pour 2017, à savoir de 5,2%.

Investissements — Le gouvernement de gauche de Bucarest a adopté, jeudi, un mémorandum concernant la création du Fonds souverain de développement et d’investissement (FSDI), a annoncé le ministre de l’Economie, Alexandru Petrescu. Il a expliqué que le Fonds est un instrument de financement dans des secteurs compétitifs, rentables et soutenables, à effet multiplicatif dans l’économie, après avoir attiré du capital et des sources sur le marché financier. Selon le ministre de l’Economie, le FSDI représentera « un partenaire » pour les investisseurs institutionnels, la BERD, la BEI, la Banque Mondiale, les fonds d’investissements, ainsi que pour d’autres investisseurs privés.

Salaires — La Bulgarie et la Roumanie avaient, au 1er janvier 2017, les plus petits salaires minimum de l’Union européenne, 235 euros et respectivement 275 euros, selon les données de l’Eurostat publiées ce vendredi. 22 sur les 28 Etats membres de l’UE ont un salaire minimum national, à la différence de pays tels le Danemark, l’Italie, Chypre, l’Autriche, la Finlande et la Suède où cela n’existe pas. Frontex — Les gardes-frontières roumains ont sauvé cette semaine une cinquantaine de personnes dans la Mer Egée, dans le cadre d’une mission de Frontex. Il s’agit de 18 hommes, 13 femmes et 21 enfants provenant de Syrie, d’Irak, d’Algérie et du Koweït qui se trouvaient sur une embarcation à moteur surchargée qui risquait de couler. Quatre mois durant depuis le 1er janvier, un équipage de 23 gardes-frontières roumains déroule en Mer Egée des missions de surveillance des frontières maritimes extérieures de l’UE, dans le cadre de l’opération conjointe EPN POSEIDON SEA coordonnée par l’agence Frontex. Jusqu’ici l’équipage roumain a aidé au sauvetage de plus de 300 personnes.

El hijo de Rivaldo ficha por el Dinamo de Bucarest.

El brasileño Rivaldinho, hijo del exbarcelonista Rivaldo, fichó por el Dinamo Bucarest hasta junio de 2020, tras haber pasado el martes el reconocimiento médico.

El FC Dinamo de Bucarest anuncia el traspaso del atacante brasileño Rivaldinho, con el nombre completo Rivaldo Borba Ferreira Junior.

Rivaldinho, que cumplirá 22 años el próximo 29 de abril, llevará el número 9 en la camiseta de su nuevo equipo.

OTAN- Le ministre roumain de la Défense, Mihnea Motoc, participe mercredi et jeudi à Bruxelles à une réunion avec ses homologues de l’OTAN. Selon des sources officielles, les pourparlers porteront sur le processus d’adaptation de l’Alliance aux défis du milieu de sécurité en vue d’une future prise de décisions à l’occasion du prochain sommet de Varsovie. Présents à Bruxelles, les ministres se pencheront aussi sur des aspects visant le Plan d`action de l`OTAN censé augmenter la capacité opérationnelle, la lutte contre les cyber-menaces, les moyens censés rendre opérationnel le système allié anti-missile, l’engagement de l’OTAN en Afghanistan et les ressources budgétaires nécessaires à la défense. En marge de la réunion, Mihnea Motoc aura des consultations bilatérales avec le général Philip M. Breedlove, le commandant suprême des Forces alliées en Europe et avec ses homologues des pays alliés.

Tennis – Le tirage au sort des barrages du Groupe Mondial de Fed Cup effectué ce mardi à Londres a décidé : l’équipe féminine de tennis de la Roumanie défiera l’Allemagne, les 16 et 17 avril, sur terrain propre. The Romanian Defence Minister, Mihnea Motoc, is taking part in Brussels in a meeting of NATO defence ministers on Wednesday and Thursday. The agenda focuses on the Alliances adjustment to the new security context, in view of preparing the decisions to be adopted by the heads of state and government in the forthcoming summit in Warsaw. The defence ministers will also talk about the implementation of the Action Plan to increase the operational capacity of NATO, to fight hybrid and cyber threats, to streamline the Allied missile defence system, the commitment in Afghanistan and ensure the necessary budget resources. During the meeting, Mihnea Motoc will have bilateral consultations with General Philip M. Breedlove, Supreme Allied Commander in Europe, and with the defence ministers of several NATO countries.

Romanias womens tennis team will be facing Germany in the playoffs for the Fed Cup World Group on February 16 and 17, at home, according to Tuesdays draw in London. Germany has ten players in the WTA top 100, whereas Romania only has four: Simona Halep (3), Irina Begu (34), Monica Niculescu (37), and Alexandra Dulgheru (54). In the Fed Cup quarter-finals, Romania was defeated by the trophy holder Czech Republic, late last week in the Romanian city of Cluj, 3-2, while Germany lost to the Switzerland in Leipzig. The Romanian Foreign Ministry firmly condemned North Korea’s launch of a long-range ballistic missile on 7 February, and reiterated its appeal to the authorities in that country to comply with international norms. Romanian diplomacy also called on the North Korean government to refrain from action that ‘could destabilize security in the Korean Peninsula and in the world’. This comes after the UN Security Council condemned the launch. In a unanimous statement, the council promised to fast track a new resolution introducing new sanctions against Pyongyang in answer to Sunday’s launch, as well as the nuclear test on 6 January.

Romanian PM Dacian Ciolos holds today “Premier’s Hour’ a debate called by Liberal MPs on election legislation. One of the topics will be the debate around mayoral elections in two rounds. The Liberals plead for a return to the two round election system in the local elections this year. The head executive however, said that an emergency government ordinance to that effect was not democratic, and that the decision belongs to Parliament. Another topic for debate is preparing for legislative elections and guaranteeing the right of citizens living abroad to vote. Opinion — La Roumanie est, étonnamment, dans un meilleur état que la Pologne, la Hongrie et la Bulgarie et son système politique est plus sain que ceux des pays mentionnés, affirme l’analyste et écrivain américain Robert Kaplan, dans une interview à l’agence roumaine de presse Agerpress. Dans le même temps, ajoute-t-il, sa croissance économique est plus élevée que celle enregistrée par d’autres Etats européens. Robert Kaplan dit savoir que les Roumains continuent de se plaindre de l’évolution de certains aspects de la situation dans leur pays et de la corruption, qui existe toujours, mais qu’ils prêtent davantage attention aux choses importantes. Robert Kaplan considère que la Roumanie et les USA sont aujourd’hui plus proches que l’on aurait pu espérer, un rapprochement découlant aussi du fait que la Roumanie est un pays de l’Europe centrale et orientale où il n’y a pas de parti ni faction politique pro-russe.

Tennis – Au premier tour de la Fed Cup de tennis féminin, la République tchèque a égalisé à 2-2 contre la Roumanie grâce à la victoire de Karolina Pliskova sur Monica Niculescu en trois sets, ce dimanche à Cluj-Napoca (nord-ouest de la Roumanie), alors que la Roumanie menait suite à la victoire, également en trois sets, de Simona Halep (Roumanie) sur Petra Kvitova. La réunion a été demandée par les USA et le Japon, deux membres du Conseil de sécurité, et par la Corée du sud, les trois pays affirmant qu’il s’agirait en fait d’un nouvel essai balistique de Pyongyang. Le secrétaire général des Nations Unies, Ban Ki-moon, a demandé à la Corée du nord d’arrêter les actions provocatrices. La communauté internationale a condamné ce test balistique, qui a eu lieu un mois après le dernier essai nucléaire effectué par le régime communiste nord-coréen. Pyongyang fait déjà l’objet de lourdes sanctions internationales suites aux tirs balistiques et aux trois essais nucléaires effectués en octobre 2006, mai 2009 et février 2013.

Réunion — La présidente de la Commission pour les affaires européennes de la Chambre des députés de Bucarest, Ana Birchall, se trouve à la Haye, aux Pays-Bas, où elle participe à la Conférence des Organes Parlementaires Spécialisés dans les Affaires de lUnion des Parlements de l’Union européenne (COSAC). Les principaux thèmes de débat portent sur les priorités de la présidence néerlandaise du Conseil de l’UE, dont la migration, la sécurité des frontières communautaires, les finances et la zone euro, la consolidation du marché intérieur européen ou encore la relation entre l’UE et la Grande Bretagne. Les Pays-Bas assurent la présidence tournante du Conseil de l’Union au cours du premier semestre 2016.

Séisme — A Taiwan, les équipes de secouristes continuent les opérations de sauvetage des survivants, après le séisme de 6,4 sur l’échelle ouverte de Richter, qui a frappé, samedi, la ville de Tainan. Au moins 24 personnes ont perdu la vie, près de 500 autres sont blessées et 120 sont portées disparues.

Tennis — A Cluj-Napoca (nord-ouest), la rencontre Roumanie — République tchèque, comptant pour le premier tour du Groupe mondial de la Fed Cup, de tennis féminin, continue aujourd’hui avec les matchs de simple qui opposent les Roumaines Simona Halep (numéro 3 mondiale) et Monica Niculescu aux joueuses tchèques Petra Kvitova (numéro 9 WTA) et Karolina Pliskova, respectivement. Après les matchs de simples disputés hier, les deux équipes sont à égalité, 1 partout. Simona Halep a perdu la première rencontre devant Karolina Pliskova, mais Monica Niculescu a terminé victorieuse son match contre Petra Kvitova. Si l’égalité se maintient, un dernier match de double opposera la paire roumaine Andreea Mitu-Raluca Olaru aux Tchèques Denisa Allertova-Barbora Strycova. L’équipe de la Tchéquie est la meilleure de la Fed Cup, depuis plusieurs années, avec 9 trophées gagnés, y compris en 2015.

Rugby — La sélection de rugby de Roumanie a débuté par une victoire nette dans la nouvelle édition du Rugby Europe Championship, deuxième échelon continental derrière le Tournoi des six nations. Samedi, à Cluj-Napoca (nord-ouest), les Roumains ont eu raison de la sélection du Portugal, sur le score final de 39 à 14. La prochaine étape aura lieu dans une semaine ; les rugbymen tricolores affronteront les Espagnols, à Madrid. Les matchs suivants sont prévus au mois de mars, quand la Roumanie rencontrera la Russie, l’Allemagne et la Géorgie.
