VIRUS 9 people have been infected with
the new coronavirus in Romania so far; out of these 3 have already been cured.
22 people have been quarantined in Romania so far, while 12 thousand others
have been isolated at home. 3 Romanians have tested positive for the virus in the
Italian regions of Lombardy, Treviso and Emilia-Romagna. Romanian interim Prime
Minister Ludovic Orban on Friday resumed his appeal for the Romanians who are
living in countries affected by the virus to avoid any unnecessary trips. These
people will not be banned from entering the country during the Easter holidays
but they are going to be quarantined either at home or in hospitals, the
minister has also said. Health ministers from the EU countries on Friday
underlined in Brussels the importance of cooperation and information exchange
between the bloc countries to limit the spread of this epidemic. Attending the
meeting, the Romanian health minister Victor Costache said the authorities in
Bucharest remain vigilant on a possible escalation of the outbreak in Europe by
keeping in touch with the other member states, as well as with European and
international institutions. The coronavirus has so far made it to over 80
countries around the world; 100 thousand people have been infected world wide, and
the death toll stands at more than 34 hundred.

CAMPAIGN A large-scale afforestation campaign entitled ‘A Forest as
Big as a Country’ kicked off in southern Romania on Friday. 13 thousand
afforestation sites have been opened all over Romania. ‘We need to
significantly increase Romania’s forest surface and this campaign is a very
good start, the country’s president Klaus Iohannis has said. The president has
added that all the surveys conducted recently proved that the most efficient
measure against global warming is afforestation. In a letter on 12th
of February the European Commission urged Romania to apply the EU regulation,
which bans the sale of products obtained from illegal logging. Last year, three
environmental NGOs filed complaints with the European Commission related to the
destruction of tens of thousand of hectares of forests in Romania. According to
the Silva Trade Union, six forest rangers have been killed and 650 others have
been attacked by illegal loggers in the past years.

GOVERNMENT Next
week, the leadership of the Romanian Parliament will set the date for the
investiture of the cabinet proposed by the Liberal Prime Minister Designate
Florin Citu. The joint session can be scheduled for next Friday at the latest.
The proposed ministers have been heard this week, and nine of them have
received positive opinions. 233 votes are needed for the new government to be
endorsed,. We recall that the first Liberal Government, headed by the leader of
the National Liberal Party Ludovic Orban, was dismissed by means of a
no-confidence motion.

DEFENCE Romania’s
Defense Minister Nicolae-Ionel Ciuca attended in Zagreb, on Wednesday and
Thursday, the informal meeting of the EU defense ministers. The participants
analyzed the security situation in Europe’s neighborhood, with focus on Syria,
and held an exchange of opinions on the EU’s security and defense priorities.
Also, they discussed the development and implementation of the Strategic
Compass and the Permanent Structured Cooperation (PESCO). Minister Ciuca
reconfirmed Romania’s support for the EU commitments in the Balkans, in the
south-central region of the Mediterranean but also on the African continent,
with regard to efforts of maintaining security and stability. Also, he signed
together with his counterparts from Croatia, Estonia, Lithuania, the Netherlands
and Poland, a Memorandum of Understanding on Cooperation under PESCO, for the
setting up of rapid response and mutual assistance teams in case of cyber
attacks.

COURT Romania’s
president Klaus Iohannis on Monday announced he is waiting for a motivation
from the Constitutional Court, which said that there was a legal conflict
between the president and Parliament regarding the designation of Liberal
leader Ludovic Orban for the position of Prime Minister. Now the president must
nominate another person for this position. The Social Democratic presidents of
the two Parliament chambers had notified the court about the president’s
decision to designate the sacked Prime Minister to form a new government. The
plan of the Liberals, who are favourite in election polls, is to have two
governments rejected in 60 days, which could lead to Parliament dissolution and
early election.

WHO
The World Health Organisation said it was too early to call the coronavirus
outbreak a pandemic but countries should be in a phase of preparedness. The
statement comes after more cases of infection with the virus, which causes
respiratory disease, Covid-19, continued to emerge with outbreaks in South
Korea, Italy and Iran causing concern. With six deaths and over 200 confirmed
infections, Italy is the most affected country in Europe. The Italian
authorities have imposed strict quarantine restrictions in two northern
hotspots close to Milan and Venice. People are not allowed to enter or leave
several towns in Veneto and Lombardy without special permission; many
businesses and schools have suspended activities while sporting and cultural
events have been cancelled. Cases of infection with the new virus have also
been reported in Britain and Germany and the European Commission has earmarked
232 million Euros to fight the outbreak in the bloc countries. China, where the
epidemic started in December, has confirmed 80 thousand cases of infections and
26 hundred deaths.

QUARANTINE All the people coming to
Romania from northern Italy, a region affected by the new coronovirus, will be
quarantined for 14 days. The decision was made by the Health Ministry and
applies to all those who traveled to the regions of Veneto and Lombardy in the
past two weeks. The passengers arriving at the Henri Coanda airport in
Bucharest from Milan, Bergamo, Treviso and Turin will enter the country on the
route destined for charter flights. According to the Romanian Foreign Ministry,
given the emergence of new cases of coronavirus infection in Italy and the
numerous community of Romanian citizens from the affected regions, an emergency
cell was set up at the Romanian Embassy in Rome, which is in permanent contact
with the Italian authorities. We recall that two Romanian citizens infected
with the coronavirus on the Diamond Princess cruise ship, docked at the
Yokohama port in Japan, have been hospitalized in Japan.

LOAN The European Commission on Monday
approved, in accordance with the EU norms on state aid, Romania’s plan to grant
a temporary loan worth around 36.7 million Euros to the TAROM state-owned
airline, shows a press release of the EC. According to the EC, this measure
will ensure the continuity of air transport services, especially on the many
routes on which TAROM is the only service provider. Therefore passengers will
not be affected by air traffic disturbances and competition on the single
market will not be distorted in an unjustified manner.

The Romanian Foreign
Ministry has announced that after new cases of infection with the Covid-19
virus were reported in Italy, where many Romanians also work and live, an
emergency cell was set up at the Romanian embassy in the Italian capital, which
is monitoring the situation and keeps in touch with the local authorities. No
cases of infection have been reported among the Romanian community in Italy,
sources with the Romanian Health Ministry have announced adding that Romania
could be more exposed to the new virus on its national territory due to its
citizens traveling between China and Italy. Most of the cases reported in Italy
were in the northern regions of Lombardy and Veneto, where over 300 thousand
Romanians also live. We recall that six Romanian nationals from the Diamond
Princess, a cruise liner that was quarantined in the Japanese port of Yokohama
after cases of infection with the new virus had been reported on board, on
Saturday arrived in Romania. Although tested and found negative for the virus
by a mobile medical unit before departure, upon their arrival they have been
put in quarantine for 14 days. Two infected Romanians on the same vessel are
being treated in a hospital in Japan and their condition has been reported as
good. Another nine Romanian nationals, crew members, have decided to remain on
board. The Health Ministry in Bucharest has announced that all Romanians coming
back from the two Italian regions currently under quarantine, will be put in quarantine
for 14 days while border checkpoints have been added more medical personnel. Over
130 cases of infection with the new coronavirus were confirmed by the
authorities in Italy on Sunday, and two citizens were confirmed to have died
from the virus in that country.

VOTE

Parliament on Monday to get an investiture vote for his fresh cabinet. The 16
ministers of the Orban ll cabinet, which has the same structure and formation
as the government sacked through a no-confidence vote, have been interviewed by
the specialised committees of the Legislature in Bucharest. The Liberals’ plan
is to have two governments rejected, which could lead to Parliament dissolution
and early election. According to Orban these could take place over June 15th
and 30th concurrently with the local election. The opposition Social
Democrats have announced their intention not to participate in the investiture
vote. In the absence of a quorum, the investiture voting for the Orban government
could be postponed. Also on Monday, Romania’s Constitutional Court is going to
host debates upon a notification from the presidents of the two Parliament
Chambers who blamed the president for his decision to have designated the
sacked Prime Minister to forge a new government, which in their opinion is
sidestepping the Legislature.

TENNIS The world’s no. 2 tennis player, Simona Halep of Romania, has won
the WTA tournament in Dubai after a 3-6, 6-3, 7-6 victory against Elena
Rybakina of Kazakhstan. Simona also won the aforementioned tournament five
years ago and has so far won 20 tournaments. Romanian tennis player Horia Tecau
and his Dutch partner Jean-Julien Rojer will next week participate in the
doubles contest of the ATP tournament in Dubai. The two will be taking on
third-seeded Kevin Krawietz and Andreas Mies of Germany who are also the Roland
Garros champions. Tecau and Rojer won two titles in Dubai, in 2017 and 2018 and
last year they made it to the competition’s semifinals.

FAIR The
spring edition of Romania’s Travel Fair came to an end in Bucharest on Sunday.
The event was attended by over 300 travel agencies offering holiday packages in
Romania and abroad, including for the upcoming Easter holidays. The top holiday
destinations for the Romanians were Turkey, Greece, Spain, Tunisia and Egypt,
but the participants’ offer also included exotic destinations such as Bali and
Thailand.

Rumäniens ernannter Premierminister Ludovic Orban geht am Montag ins Parlament, um das Votum zur Amtseinsetzung für sein neues Kabinett zu beantragen. Die 16 Minister des Kabinetts Orban II, in derselben Struktur und Zusammensetzung wie die infolge eines Misstrauensantrags zurückgetretene Regierung, wurden in den Fachausschüssen der Bukarester Legislative angehört. Der Plan der National-Liberalen Partei PNL sieht vor, dass zwei Regierungskabinette abgelehnt werden, damit die Auflösung des Parlaments und die erwarteten Neuwahlen stattfinden können. Die Neuwahlen könnten, wie Ludovic Orban sagte, zwischen dem 15. und 30. Juni stattfinden, in der gleichen Zeit wie die Kommunalwahlen. Die Sozialdemokratische Partei PSD hat jedoch angekündigt, dass sie an der Abstimmung im Parlament über die Amtseinsetzung der neuen Regierung nicht teilnehmen werde. Sollte das Quorum nicht erreicht werden, könnte die Amtseinsetzung der Regierung Orban II verschoben werden. Ebenfalls am Montag wird das rumänische Verfassungsgericht über den Antrag der Präsidenten der beiden Kammern des Parlaments debattieren. Die zwei behaupteten, dass das Staatsoberhaupt, Klaus Iohannis, den zurückgetretenen Premierminister wieder zur Bildung einer neuen Exekutive ernannt habe. Das Außenministerium von Bukarest hat bekanntgegeben, dass angesichts des Auftretens neuer Fälle von Infektionen mit dem COVID-19-Virus in Italien sowie der großen Gemeinschaft rumänischer Bürger aus den betroffenen Regionen in der rumänischen Botschaft in Rom eine Notfallgruppe gebildet wurde, die die Situation überwacht und in ständigem Kontakt mit den italienischen Behörden steht. Die italienischen Behörden haben keine Fälle von rumänischen Bürgern mit dem neuen Coronavirus gemeldet, so das Gesundheitsministerium. Aufgrund der Dynamik der Reisen rumänischer Bürger auf den Landstraßen und der Flüge zwischen Italien und China könnte Rumänien mit neuen Fällen von Infektionen mit dem Coronavirus konfrontiert werden. In Italien sind die meisten Krankheitsfälle in den nördlichen Regionen der Lombardei und des Veneto zu verzeichnen, wo mehr als 300 Tausend Rumänen leben. Das Gesundheitsministerium hat angekündigt, dass alle Rumänen, die aus den beiden unter Quarantäne stehenden Regionen Italiens, nach Rumänien zurückkehren, 14 Tage lang isoliert werden. Simona Halep hat die Kasachin Elena Rîbakina (19 WTA) mit 3-6, 6-3, 7-6 dramatisch besiegt. Die Rumänin gewann den Titel in Dubai zum zweiten Mal, nachdem sie bereits 2015 diesen Titel gewonnen hatte. Nächste Woche werden der rumänische Tennisspieler Horia Tecău und der Niederländer Jean-Julien Rojer am Doppeltest des ATP-Turniers in Dubai teilnehmen, bei dem es insgesamt fast 2.800.000 Dollar zu gewinnen gibt. Für den Wettbewerb um den großen Preis Goldener Bär wurden 18 Produktionen ausgewählt. Der neue Spielfilm des rumänischen Regisseurs Cristi Puiu, Malmkrog, ist in der neuen Sektion Encounters zu sehen. Es handelt sich um einen historischen Spielfilm, eine Filmadaption in französischer Sprache nach dem Gedicht Drei Begegnungen des russischen Philosophen und Schriftstellers Vladimir Soloviov. Ein weiterer rumänischer Regisseur, Radu Jude, beteiligt sich an der Sektion Forum mit zwei Filmen Typographische Großschreibung und Ausfahren der Züge aus dem Bahnhof. A president’s decision to appoint new chief-prosecutors has sparked off fresh debates

Romania’s justice system was in an unprecedented
situation for quite some time, as some of its institutions, like the General
Prosecutor’s Office, the National Anti-Corruption Directorate (DNA), and the
Direction for Investigating Organized Crime and Terrorism DIICOT – were headed
by interim chief-prosecutors.

This situation came to an end after
the country’s president appointed new chief-prosecutors on Thursday. So,
Gabriela Scutea will heading the General Prosecutor’s Office for the following
three years, Crin-Nicu Bologa will be at the helm of the DNA, while Elena Hosu
will be heading the DIICOT. According to president Iohannis, ‘it was a pleasure
to appoint these people, as Minister Predoiu’s nominations proved to be
appropriate’.

Klaus Iohannis: As the
minister came with very elaborated and well-motivated nominations, against a
CSM’s approval, which was partially superficial, I considered Minister
Predoiu’s proposals right, so I appointed the three nominees.

The three candidates got appointed
by the president, although Gabriela Scutea, and Elena-Georgiana Hosu had not
been endorsed by the Higher Council of Magistrates (CSM). Interim Prime
Minister Ludovic Orban, leader of the National Liberal Party has also described
the appointments as fair.

Ludovic Orban: Selection in
this case has been done on objective criteria and these appointments bring to
an end a series of prolonged interim terms, which have negatively impacted
these state institutions.

The opposition Social-Democrats
though say that president Iohannis had to take into account the CSM’s decision.
Here is the Senate’s Social-Democratic vice-president Robert Cazanciuc.

Robert Cazanciuc: We are
probably going to see the European Commission’s reaction to the president’s
move in its future report, but one thing is very clear though, both the CVM and
GRECO recommend that CSM recommendations should be taken into account.

In a Facebook message, USR leader
Dan Barna has described the president’s decision to appoint chief-prosecutors
in the absence of CSM endorsement as opportunistic against a political
background favourable to the incumbent Liberal rule. The Judges Forum
Association has specified in a communiqué that both the Justice Minister and
the President blatantly disregarded the European Commission reports within the
CVM framework, reminding that Brussels is considering the idea of conditioning
future grants on the observance of the rule of law and that Romania stands
chances of losing significant amounts of money.

Part of the publications, usually
favourable to the president and the ruling Liberals, have admitted being taken
aback by the president’s latest move. G4media, for instance, believes that a
decision like that coming from the former ruling PSD would have sparked off
large-scale protests in the country’s capital city Bucharest.

Coronavirus – Un deuxième ressortissant roumain, se trouvant à bord du navire de croisière « Diamond princess », en quarantaine au Japon, a été diagnostiqué positif au nouveau coronavirus. Il a été hospitalisé à Tokyo, selon le ministère des Affaires Etrangères de Roumanie. Selon la même source l’état de santé du Roumain, qui est membre de l’équipage du navire, est bon. Une évolution positive et un état de santé stable caractérise également le premier roumain infecté au coronavirus, lui aussi membre de l’équipage du paquebot. Un nouveau bilan de l’épidémie provoquée par le nouveau coronavirus fait état de 2000 morts en Chine, avec 130 nouveaux décès annoncés aujourd’hui par les autorités de la province de Hubei dans le centre de la Chine. Le nombre des cas d’infections en Chine continentale est d’au moins 74 mille. Quelque 900 cas d’infection ont été enregistrés dans d’autres endroits du monde dont cinq décès en France, au Japon, aux Philippines, à Taiwan et à Hong Kong.

Grippe – Quatre personnes sont décédées ce lundi à cause de la grippe saisonnière, portant le bilan de cette maladie en Roumanie à 39 morts. Selon les chiffres les plus récents, 7600 nouveaux cas de grippe clinique ont été recensé en Roumanie, un chiffre supérieur aux attentes des spécialistes. Ceux-ci estiment que le nombre d’infections respiratoires aigues et de grippe devrait augmenter à l’avenir. A travers le pays, des dizaines d’écoles et de maternelles ont été partiellement ou totalement fermées à cause de la grippe. Les autorités continuent à entreprendre des mesures de prévention et de nombreux hôpitaux ont limité sévèrement l’accès des visiteurs. Le ministre par intérim de la Santé, Victor Costache a déclaré que les autorités avaient commencé à acheter de nouvelles doses de vaccin et que les procédures d’achat de vaccins pour la saison 2020-2021 démarreront au mois de mars.

Politique interne – C’est le dernier jour des auditions au Parlement des ministres du deuxième cabinet libéral dirigé par Ludovic Orban. Seulement quatre ministres ont reçu un avis favorable jusqu’à présent : Adrian Oros, comme ministre de l’Agriculture, Nicolae Ciucă pour le ministère de la Défense, Virgil Popescu, proposé au portefeuille de l’Economie, l’énergie et le milieu d’affaires et Bogdan Aurescu, nommé aux Affaires étrangères. Le vote d’investiture du nouveau cabinet est prévu le 24 février. Le premier ministre désigné a décidé de préserver la même composition de l’équipe gouvernementale, se déclarant satisfait de l’activité de chaque ministre. Les sociaux-démocrates, d’opposition ont annoncé qu’ils ne voteraient pas les candidats proposés au nouveau gouvernement.
Le plan du Parti national libéral est de faire rejeter deux listes gouvernementales par le Parlement, dans un délai de deux mois, afin de déclencher des élections législatives anticipées. Le scrutin pourrait avoir lieu, d’après Ludovic Orban, dans l’intervalle du 15 au 30 juin, au même moment que les élections locales. La Cour constitutionnelle débattra, le 24 février aussi, la saisine déposée par les présidents des deux chambres du Parlement contre le chef de l’Etat, Klaus Iohannis, pour avoir nommé le même premier ministre qui venait d’être destitué par motion de censure. Les deux hauts responsables du Parlement roumain soutiennent que cette décision a créé un conflit juridique de nature constitutionnelle entre le président et le Parlement et ils ont accusé le président d’exercice discrétionnaire de ses attributions.

Culture – Aujourd’hui, le 19 février, on fête la Journée Brancusi – 144 ans depuis la naissance du célèbre sculpteur roumain. Plusieurs événements, en Roumanie et à l’étranger, marquent le moment. A Târgu Jiu, ville du sud-ouest du pays qui accueille les trois sculptures monumentales La table du silence, La porte du baiser et La colonne sans fin, sera inauguré le Musée national Constantin Brâncuşi. A Bucarest, le Musée national d’art organise, ce soir, un spectacle de projections holographiques de l’artiste et de ses œuvres. Figure centrale du mouvement artistique moderne et l’un des sculpteurs les plus importants du début du XXe siècle, Constantin Brâncuşi est né en Roumanie, mais il a vécu et travaillé à Paris par la suite. C’est le Musée national d’art moderne de Paris qui possède un important nombre d’œuvres du sculpteur. Brancusi les avait laissées en héritage à la Roumanie, mais le gouvernement communiste roumain les avait refusées en 1957, juste après la mort de l’artiste. Tennis – La roumaine Simona Halep, principale favorite du tournoi de tennis de Dubaï et deuxième au classement mondial, affrontera aujourd’hui la Tunisienne Ons Jabeur, numéro 45 au classement WTA, dans les huitièmes de finale de la compétition. Les deux joueuses se sont rencontrées à une seule reprise jusqu’à présent, en 2018, dans le premier tour de l’Open de Chine. Foot – Le club champion de Roumanie au foot, le CFR Cluj, dans le nord-ouest reçoit jeudi la visite du FC Séville dans les seizièmes de finale de la Ligue Europa. Le match retour est prévu pour la semaine prochaine. Avec l’ex star du foot roumain Dan Petrescu comme coach, le CFR a terminé en deuxième position de son groupe, avec 12 points sur 18 possibles. Lazio Rome, Celtic Glasgow et Stade Rennais ont fait partie de ce groupe. Les Andalouses sont entrainés par l’ex manager du Real Madrid Julien Lopetegui et s’est qualifié après avoir remporté un groupe qui incluait aussi l’Apoel de Chypres, Qarabaq d’Azerbaïdjan et Dudelange du Luxembourg. FC Séville a remporté 15 points sur 18 possibles et perdu un seul match contre l’Apoel.

Météo – En Roumanie les températures sont à la baisse sur le centre, le sud et l’est. Et pourtant, le temps demeure doux partout en Roumanie avec des températures supérieures aux moyennes pluriannuelles. Ciel couvert sur la moitié sud du pays avec quelques pluies isolées. Des chutes de neige sont signalées sur le relief avec un vent assez fort en haute montagne. Les températures vont donc de 5 à 12 degrés. 10 degrés sous un ciel de plomb à Bucarest.

INTERVIEWS Specialized committees of
the Romanian Parliament are interviewing the ministers that would form Prime
Minister Ludovic Orban’s second cabinet. On Tuesday, economy minister Virgil
Popescu and Foreign Minister Bogdan Aurescu got endorsed, whereas Ion Stefan
proposed for the Ministry of Development, Ionut Stroe at the Ministry of Youth
and Sports, Catalin Predoiu for the Ministry of Justice and Monica Anisie for
the Ministry of Education were rejected. On Monday, Nicolae Ciuca, the current
interim minister of defense, was the only one to get endorsement. Another
three, namely Finance Minister Florin Citu, Interior Minister Marcel Vela and Environment
Minister Costel Alexe got negative opinions. The 16 ministers of the Orban 2
government, which has the same structure and membership as the government
dismissed by means of a no-confidence vote, are being heard until Wednesday,
and the investiture vote is scheduled for February 24. The Prime Minister
Designate has decided to maintain the same membership of the Government because
he was satisfied with their activities. The opposition Social Democratic Party
has announced it will not vote the candidates proposed to form the new
government. The National Liberal Party’s plan is to get the two governments
rejected, in order to dissolve Parliament and start early elections. The Parliamentary
elections might thus be held between the 15th and the 30th
of June, which is within the same timeframe as the local elections.

MINISTER Romania’s president Klaus Iohannis received the Foreign and
European Affairs Minister of Slovakia, Miroslav Lajcak in Bucharest on Tuesday.
The two officials hailed the way in which the two national minorities are integrated
in the two societies, Romanian and Slovak, significantly contributing to the
development of the ties between the two countries. Iohannis also evoked the
excellent relations between the two countries built upon historical and
cultural affinities as well as on converging interests in the political,
economic and security fields. The two high officials voiced their commitment to
carrying on the consolidation of the bilateral relation, including of the
political dialogue. Also on Tuesday, the Slovak official met the head of the
Romanian diplomacy Bogdan Aurescu who said that Romania endorses a future
decision on opening accession negotiations with Albania and North Macedonia as
soon as possible.

DRILL The Chief of Staff of the
Romanian Army, General – Lieutenant Daniel Petrescu, on Tuesday attended, at
the ‘General Emanoil Ionescu’ 71 Air Base in Campia Turzii, in north-western
Romania, the Distinguished Visitors’ Day of the Romanian – American Exercise
DACIAN REAPER-20. The event was also attended by US ambassador to Romania,
Adrian Zuckerman. One of the most advanced drones in the world, owned by the US
Army, was presented on the occasion. Over January – March 2020, the Airbase in
Campia Turzii is hosting this event organized and planned in 2019. The US
soldiers are members of a unit that carries out information, surveillance and
research missions from the Miroslawiec airport in Poland.

New Talks on Romania’s intention to join the Schengen Area

Romania’s Prime Minister, Ludovic
Orban, has underlined in Munich the legitimacy of Romania’s aspirations to join
the Schengen Area as the country has long met all the technical accession
criteria. The Romanian official attended the security conference in Munich
where he underlined the fact that ‘remaking the full functionality of the
Schengen Area is essential for ensuring the EU’s interior security.

Pleading for a Europe open to
enlargement, the Romanian official went on to say that the EU must defend its
external borders, but not maintain interior borders. In an interview with Radio
Romania, Prime Ministers Orban has voiced conviction that the attitude of the
member countries, which are opposing Romania’s access to Europe’s border-free
area, will change.

Ludovic Orban: I have
presented strong arguments in favour of accepting Romania’s presence in the
Schengen Area. We have met all the conditions to join this area and I am
convinced the attitude of some countries will change.

The Prime Minister, who voiced
opposition to the idea that Romania is not ready to join the border-free
Schengen Area due to corruption, has argued that Bucharest has proposed the
closing down of the Cooperation and Verification Mechanism on Justice by
curbing corruption and increasing the independence of its judiciary. According
to the Romanian official, if the European funds are conditioned by the
situation of the rule of law, legislation must have clear stipulations for all
the member states in order to avoid unjust sanctions.

Ludovic Orban: Being a domain, which can be subjected to
various subjective interpretations, regulations must be very clear, very
precise, with a specific list of infringements on the second article of the
Union Treaty and which are the sanctions to be imposed. And in this way any
subjective interpretation will be avoided.

Prime Minister Orban has also
referred to Romania’s accession to the euro area.

Ludovic Orban: There are
five mandatory conditions that must be met. And the objective of the government
I lead is to meet these conditions and become part of the euro area. The
country’s EU integration will be completed after its accession to the euro
area.

Although accession to euro zone has
been on the agenda of the governments in Bucharest for quite some time now, its
deadline has been constantly pushed farther into the future since the country’s
EU entry in 2007. If the first deadline to join the area Romania set was 2012,
it seems that Bucharest will now have to wait until 2024 or 2026 to join the
euro-countries club.

Gouvernement – Coup d’envoi aujourd’hui des auditions par les commissions parlementaires des seize ministres proposés pour former le 2e gouvernement dirigé par le libéral Ludovic Orban. Celui-ci garde la structure et la composition du cabinet Orban I demis il y a deux semaines par motion de censure. L’examen des membres du gouvernement devrait s’achever mercredi, avec un vote d’investiture prévu le 24 février. Désigné une deuxième fois comme premier ministre, Ludovic Orban a présenté au Parlement un cabinet identique au précédent, se déclarant satisfait par l’activité de celui-ci. Le Parti social-démocrate, en opposition, a annoncé qu’il ne donnera pas son vote aux candidats proposés et ses élus pensent même à boycotter le vote d’investiture. Le plan du Parti national libéral est de faire rejeter deux listes gouvernementales par le Parlement, dans un délai de deux mois, afin de déclencher des élections législatives anticipées. Le scrutin pourrait avoir lieu, d’après Ludovic Orban, dans l’intervalle 15-30 juin, au même moment que les élections locales.

Ciolacu – Le président de la Chambre des Députés de Bucarest, Marcel Ciolacu, président par intérim du PSD fait aujourd’hui une visite à Bruxelles. Il doit rencontrer le vice-président exécutif de la Commission européenne, le Néerlandais, Frans Timmermans, le président du Parlement européen, l’Italien David Maria Sassoli et le président du Parti socialiste européen, le Bulgare Sergueï Stanichev. De l’avis de M Ciolacu, il est nécessaire pour le PSD de reprendre le dialogue et de reconsolider la relation avec les amis et les partenaires de sa famille politique. En avril 2019 le Parti des socialistes européens a gelé ses relations avec le PSD, qui est actuellement en opposition, tout en demeurant le groupe le plus nombreux du Législatif roumain, à cause des attaques contre l’Etat de droit perpétrées alors qu’il était au pouvoir. Les relations sont devenues moins tendues après la sortie de la scène politique de Liviu Dragnea, ex-leader autoritaire du PSD, emprisonné pour des faits de corruption. Après cet évènement, les sociaux-démocrates ont abandonné les mesures qui étaient perçues comme une tentative de subordonner les magistrats et d’arrêter la lutte contre la corruption.

Sommet – Les ministres des Affaires Etrangères des Etats de l’UE préparent aujourd’hui à Bruxelles dans le cadre du Conseil des Affaires Générales, le difficile sommet spécial de ce jeudi consacré au budget pluriannuel, qui devrait opposer les grands contribuables aux Etats membres moins développés et grands bénéficiaires de fonds européens. Après des consultations avec les leaders européens, le président du Conseil européen, Charles Michel a proposé une contribution nationale au budget communautaire de 1,07% du PIB alors que les pays riches refusent d’allouer plus de 1%. Le président roumain, Klaus Iohannis a récemment promis de négocier le maintien du financement au moins au niveau actuel pour la politique de cohésion et pour celle agricole commune, soit les principaux instruments de réduction des décalages entre le niveau de développement des Etats européens. Aujourd’hui également, les ministres des Affaires étrangères de l’UE doivent parler aussi du monitoring de l’embargo sur l’armement imposé à la Libye par le biais d’une mission navale, inactive à cause des désaccords entre les 27 et du plan de solutionner le conflit israélo-palestinien, récemment présenté par le président américain Donald Trump et critiqué déjà par le chef de la diplomatie européenne Josep Borrell.

Coronavirus – Sur le navire de croisière « Diamond Princess » qui est actuellement en quarantaine au Japon, l’état de santé du Roumain infecté au coronavirus est bon et stable, a annoncé le ministre roumain par intérim de la Santé, Victor Costache. Selon lui, les 16 autres roumains se trouvant à bord du navire sont en bon état de santé. Entre temps en Roumanie, les stocks de substances désinfectantes et de matériaux de protection ont été remplis et les personnes en provenance de la région touchée par le coronavirus sont automatiquement placées en quarantaine. Deux personnes qui sont rentrées de la région à risque, mais qui ne sont pas infectées sont en quarantaine à Bucarest alors que 340 sont en isolement à domicile. Pour ce qui est de la capacité de diagnostic, le ministre Victor Costache a précisé qu’en Roumanie, les autorités disposent de 1500 tests, dont les résultats sont disponibles en quatre heures tout au plus. En Chine, le bilan de l’épidémie au coronavirus COVID 19 touché les 1800 décès.

Dubai – La joueuse de tennis roumaine, Sorana Cîrstea, 69e mondiale a vaincu aujourd’hui l’Espagnole Suarez Navara (59e mondiale) 6-2, 1-6, 6-4, dans le dernier tour des qualifications dans le cadre du tournoi Premier à Dubaï. Aujourd’hui également, une autre roumaine, Ana Bogdan (90e au classement WTA) a été vaincue par Aliaksandra Sasnovich du Belarus (48e au classement mondial, 6-4, 7-6. Simona Halep, deuxième au classement des meilleures joueuses professionnelles de tennis et principale favorite de la compétition participera directement dans les huitièmes de finale pour affronter la gagnante du match entre Alison Riske des Etats Unis et Ons Jabeur de Tunisie. Paris – La controversée réforme du système de retraite arrive, enfin, à l’Assemblé nationale. Les débats parlementaires démarrent aujourd’hui en France concernant le nouveau système universel de retraite, basé sur une accumulation de points durant la période active. La réforme vise à mettre fin à l’utilisation des 42 régimes spéciaux de retraite qui proposent, à présent, différents âges de départ à la retraite et différents modèles de calcul des pensions de retraite selon les métiers. En réponse, une partie des syndicats ont annoncé une grève dans les transports ce lundi, mais qui devrait être loin de l’ampleur des mouvements de protestations que la France a connues ces derniers mois.

Politique – A Bucarest, le premier ministre désigné de Roumanie, le libéral Ludovic Orban doit rencontrer aujourd’hui les représentants des partis politiques membres du Parlement afin d’obtenir leur appui pour l’organisation d’élections législatives anticipées. Le scrutin peut être organisé uniquement si dans un délai de deux mois depuis la présentation au Parlement d’une première liste de ministres et d’un programme de gouvernance, le législatif vote contre deux propositions d’exécutif. Ludovic Orban, dont le gouvernement a été récemment destitué par motion de censure a renvoyé ce lundi au Législatif la liste des ministres d’un nouveau cabinet, qui est identique à l’actuel gouvernement et un programme de gouvernance légèrement mis à jour. La principale force politique du Parlement, le PSD a annoncé ne pas participer aux négociations avec les libéraux. Les sociaux-démocrates ont contesté à la Cour Constitutionnelle la nomination par le président d’un premier ministre destitué, parce qu’elle transgresse ainsi la volonté du Parlement. Par ailleurs, le PSD a annoncé de ne pas bloquer les procédures et a convoqué la direction du législatif pour décider du calendrier des auditions des ministres proposés dans les commissions spécialisées de la Chambre des Députés et du Sénat. L’idée des élections anticipées est soutenue principalement par le PNL et par l’USR. En l’absence d’une majorité, le gouvernement Orban a utilisé à plusieurs reprises la procédure de l’engagement de la responsabilité politique du gouvernement pour faire adopter plusieurs lois dont la loi du budget d’Etat pour l’année 2019. Les élections législatives sont prévues pour l’automne 2020.

Justice – Aujourd’hui à Bucarest, le ministre roumain de la Justice, Catalin Predoiu a présenté aux experts de la Commission européenne le projet d’abolition de la Section spéciale d’investigation des magistrats et l’état des négociations politiques à ce sujet. Dans sont rapport le plus récent réalisé dans le cadre du Mécanisme de coopération et de vérification, la Commission européenne avait critiqué la création et l’activité de cette section qu’elle a qualifié d’instrument de pression politique. Le rapport le plus récent élaboré dans le cadre du mécanisme de coopération et de vérification date d’octobre 2019 et propose de maintenir ce mécanisme, vu que selon les responsables bruxellois, la Roumanie a fait des pas en arrière pour ce qui est de la lutte contre la corruption et de l’indépendance de la Justice. Une équipe d’experts de la Commission européenne participe dans la capitale roumaine jusqu’à demain à une mission d’évaluation du Mécanisme de Coopération et de Vérification avec à l’agenda, des rencontres avec les représentants d’institutions en chargé de la Justice.

112 – Ce mardi, le 11 février c’est la journée européenne du numéro unique d’urgences 112. En Roumanie, le système national unique pour les appels d’urgences, géré par le Service de télécommunications spéciales a été introduit en 2004. Les opérateurs du numéro 112 ont géré l’année dernière plus de 11 millions appels d’urgences.

Coronavirus – Les autorités chinoises ont annoncé que l’épidémie de pneumonie provoquée par le nouveau coronavirus a tué déjà un millier de personnes et que le nombre des personnes infectées a dépassé les 42 mille. Les dernières 24 heures, l’infection a provoqué une centaine de décès, soit le nombre de morts le plus élevé en un seul jour depuis le début de l’épidémie. Presque tous les décès ont été enregistrés dans la province de Hubei, soit l’épicentre du foyer. Une équipe de médecins de l’Organisation mondiale de la santé est arrivée en Chine pour contribuer aux recherches visant l’épidémie. L’OMS a par ailleurs annoncé convoquer mardi et mercredi à son siège de Genève une réunion d’experts pour faire le point sur la recherche et le développement de vaccins et traitements contre le coronavirus. Par ailleurs, en Roumanie, plusieurs personnes, y compris des ressortissants chinois ont été assignés à domicile sous supervision médicale, alors que les autorités ont entrepris des mesures pour contrecarrer les éventuels cas d’infection au coronavirus. A Bucarest, des espaces d’accueil ont été mis en place pour les Roumains qui rentrent de Chine et qui doivent observer une période de 14 jours d’isolement.

Afghanistan – Les opérations de reconstruction et de stabilisation en Afghanistan ont fait a elles seules plus de 2.200 morts et 2.900 blessés depuis 2002, selon un rapport officiel américain sur le cout humain de ces missions civiles et humanitaires publié mardi. Ce bilan est le premier a porter sur les opérations de reconstruction et stabilisation seules (construction d’infrastructures, d’hôpitaux et d’écoles, restauration des institutions, formations militaires ou civiles) et non sur les opérations de combat contre les talibans ou les autres groupes jihadistes dans le pays. Il ne prend pas non plus en compte les attaques contre des bases américaines ou des attentats contre des cibles civiles. Sur les 284 Américains tués, 216 étaient des militaires et 68 des civils, précise l’inspecteur général, ajoutant que 100 ressortissants des pays de la coalition engagée en Afghanistan ont également été tués. La Roumanie qui participe à des missions en Afghanistan depuis 2002 a perdu dans ce pays une trentaine de militaires. En 2020, plus de 700 militaires roumains participent à la mission Resolute support en Afghanistan.

Météo – Des alertes code orange et jaune sont valables jusqu’à ce soir dans plusieurs régions de Roumanie, en raison du vent fort et des tempêtes de neige. Des pluies et des chutes de neige significatives sont enregistrées sur l’ouest, le sud-ouest, le centre, le nord et le nord-est. La vitesse du vent dépassera les 65 km à l’heure, avec des rafales de 120 km/h en haute montagne. Des pluies sont signalées sur le reste du territoire. Financial measures and controversies

In the absence of a comfortable
Parliament majority, the entirely Liberal government in Bucharest who came to
power last October and is led by Prime Minister Ludovic Orban saw itself in the
position of ruling the country through emergency ordinances, which should be
applied only in extreme situations that could not be postponed.

So, ordinance 114, tabled by their
Social Democratic predecessors, and which attracted a lot of heat from the
Liberals in opposition at that time, was the first law the latter amended
shortly after they had taken office. Suggestively dubbed ‘the Greed Tax’, the
controversial ordinance levied fresh taxes and duties on banks and
telecommunication companies and set price caps for gas and electricity
consumption in households.

The Liberals, who described the law
as toxic for the economy, amended a significant number of its provisions and
sent it to the Senate, who surprisingly turned it down. Daniel Fenechiu, leader
of the Liberal senators, entirely blamed the situation on the Social Democrats
(PSD), who voted for its rejection.

Daniel Fenechiu: Try to

From Senate, the first chamber of Parliament, the document now goes to
the Chamber of Deputies, which is a decision-making forum. The politically
different visions on economy of the ruling Liberals and the opposition
Social-Democrats aren’t present only in the aforementioned law.

Pointing the finger exclusively to decisions made by the Social
Democrats, who were in office until last autumn, the Liberal Finance Minister
Florin Câţu announced that Romania would not be able to avoid the excessive
deficit procedure, which is most likely to occur in March this year. The
Social-Democrats’ economic strategist Adrian Câciu recalled that the PSD left a
2.8% deficit, which the Liberals increased to 4.6%.

It’s easy to spend money but not that easy to make this money to
reduce deficits and consolidate the economy, Câciu went on to say. He believes
that the idea of staging early election could also bear on the deficit.
However, the Central Bank governor, Mugur Isarescu believes that investors have
already started to get used to Romania’s political uncertainties.

GOVERNMENT Romania’s Prime Minister designate Ludovic
Orban has submitted to Parliament a list of the new cabinet’s ministers and the
updated governing programme with a view to launching procedures for their swearing
in. Orban has specified the new cabinet has the same ministers as the one sacked
through a no-confidence motion last week. We recall the motion had been tabled
by the Social Democrats and UDMR in response to the former cabinet’s assuming
responsibility for returning to the two-round voting system in the local election.
The Liberals have announced they are not going to vote for their own executive
hoping this will lead to early election. However, the Social Democrats, who aren’t
in favour of early election, said they are ready for any kind of election. In
the meantime, the Social-Democrats have notified the country’s Constitutional
Court, dissatisfied with Orban’s second nomination as a Prime Minister and are
invoking an institutional conflict between Parliament and the presidency.

HANDBALL Thailand will be Romania’s opponent in the women’s
pre-Olympic handball tournament in Montenegro together with the host country
and Norway, the International Handball Federation has announced. The
tournaments will be held over March 20th and 22nd. The
first two sides in each tournament will qualify for the upcoming Tokyo
Olympics.

MEETING Romania’s Foreign Minister Bogdan Aurescu on Monday met Rafael
Grossi, director of the International Atomic Energy Agency (IAEA) on the
sidelines of the International Conference on Nuclear Security held under the
presidency of Romania and the Republic of Panama. Aspects related to political
and technical cooperation between Bucharest and IAEA were tackled as well as
topical issues on international agenda with emphasis on Iran’s nuclear programme.
Aurescu mentioned the IAEA designation of the International Institute of
Nuclear Research in Pitesti, southern Romania as an International Centre of
Excellency for Research Reactors. The International Conference on Nuclear
Security is an IAEA major event in the field of nuclear security and takes
place once in three years.

STATISTICS The trade balance deficit deepened in
Romania in 2019, standing at 17.28 billion euros, by 2.16 billion more than in
2018. Exports increased by 1.9% and imports by 4.2%, according to data released
on Monday by the National Statistics Institute. The highest shares in the
structure of exports and imports are represented by automobiles and transport
equipment and other manufactured goods. 6.9% of total exports was represented
by foodstuffs and livestock, while the imports of the same category of goods
stood at 7.8%. According to the Institute, Romania’s exports of raw materials,
non-food products, mineral fuels and lubricants dropped.

Ministres – A Bucarest, le premier ministre désigné de Roumanie, le libéral Ludovic Orban présente aujourd’hui au Parlement la liste des ministres de son cabinet et un programme de gouvernance mis à jour, en vue du déclenchement des procédures d’investissement du nouveau Cabinet. Le responsable libéral a précisé que le bureau exécutif du Parti national libéral avait déjà approuvé à l’unanimité la composition du cabinet qui sera présenté au Législatif. Le chef de l’Etat, Klaus Iohannis, a chargé le chef de file des libéraux de former un nouveau gouvernement. Cette décision a été prise après que l’exécutif que Ludovic Orban dirigeait a été destitué, mercredi, par motion de censure initiée par le PSD et l’UDMR, en raison de la décision de l’Exécutif d’engager sa responsabilité politique sur le retour à l’élection des maires à deux tours, quelques mois seulement avant le scrutin. Les libéraux ont déjà annoncé leur intention de ne pas voter pour l’investiture du nouvel exécutif dans l’espoir que cette démarche aboutit sur l’organisation d’élections anticipées. Les sociaux-démocrates ne souhaitent pas de scrutin anticipé, mais affirment être prêts pour toute élection. Le PSD doit saisir ce lundi, la Cour constitutionnelle au sujet de la désignation de Ludovic Orban en tant que premier ministre, tout de suite après sa destitution. Pour convoquer des élections anticipées, le Parlement devrait rejeter deux propositions de premier ministre désigné.

Statistiques – Le déficit de la balance commerciale de la Roumanie a progressé en 2019 pour se chiffrer à 17,28 milliards d’euros, soit 2,16 milliards de plus que l’année dernière. Les exportations ont progressé de 1,9% et les importations ont augmenté de 4,2%, selon les chiffres publiées ce lundi par l’Institut national des statistiques. Les véhicules et les équipements du domaine des transports ainsi que d’autres produits manufacturés comptent pour des taux importants dans la structure des exportations et des importations. Les aliments et les animaux vivants ont compté pour 6,9% du total des exportations, alors qu’au même chapitre, les importations ont compté pour 7,8% du volume total. Selon l’institut, les exportations de la Roumanie ont baissé entre autres pour ce qui est des matières premières, des combustibles minéraux et des lubrifiants.

Coronavirus – Deux ressortissants roumains, évacués de Chine en Allemagne par le biais d’une série de courses aériennes d’évacuation médicale initiées au niveau de l’UE sont arrivés à Bucarest à bord d’un avion militaire. Selon le ministère de la Santé de Bucarest, l’Etat de santé des deux roumains est bon et ils ne présentent aucun symptôme de maladie. Ils resteront pourtant sous supervision médicale pendant 14 jours, soit la période d’incubation du coronavirus asiatique. Celui-ci a tué plus de 900 personnes en Chine, où le nombre des personnes infectées a dépassé les 40 mille, selon le bilan rendu public aujourd’hui par les autorités, qui confirment en même temps une certaine stabilisation dans la progression de l’épidémie. La majorité des compagnies aériennes internationales ont suspendu leurs vols vers la Chine continentale.

Vienne – Le ministre roumain des Affaires Etrangères, Bogdan Aurescu est le coprésident aujourd’hui à Vienne du segment ministériel de la Conférence internationale sur la sécurité nucléaire, (ICONS 2020), tenue sous l’égide de l’Agence Internationale de l’Energie Atomique (AIEA). ICONS 2020 est un événement majeur de l’AIEA dans le domaine de la sécurité nucléaire qui se déroule tous les trois ans. L’édition 2020 sera co-présidée par la Roumanie et par le Panama, Etats qui ont géré les négociations autour de la déclaration ministérielle qui sera adoptée à cette occasion. La conférence implique aussi un segment scientifique et technique à laquelle la Roumanie sera également représentée par les institutions en charge du domaine nucléaire. En marge de la conférence, NBogdan Aurescu rencontrera plusieurs responsables, parmi lesquels le directeur général de l’AIEA, Rafael Grossi et le secrétaire général de l’OSCE, Thomas Greminger.

Météo – Une alerte météorologique code jaune sera en vigueur à partir de cet après midi et jusqu’à mardi dans la soirée concernant le centre, le nord et l’ouest du pays. Dans ces régions la vitesse du vent dépassera les 65 km à l’heure avec des rafales de 90 km/h en haute montagne. Des chutes de neige sont attendues sur les massifs du nord de la Roumanie. A des altitudes plus basses des précipitations mixtes produiront du verglas sur les routes. Les précipitations seront plus importantes sur les Carpates occidentales, sur le nord des Carpates orientales et sur l’ouest des méridionales, avec des quantités d’eau allant de 15l par mètre carré à 25 litres par mètre carré. Une nouvelle couche de neige consistante devrait se poser à des altitudes de plus de 1500 mètres. Le nord du pays est à partir de ce soir et jusqu’à demain dans la soirée sous alerte code orange en raison d’une tempête de neige. Les rafales du vent iront jusqu’à 120 km à l’heure déterminant une baisse de la visibilité jusqu’à moins de 50 mètres. Températures plus élevées et du soleil sur le reste du pays par rapport aux jours précédents. Elles vont de 3 à 13 degrés.

Government – The PM designate of Romania, Ludovic Orban, announced he would submit, on Monday, in Parliament the list of ministers and an updated governing program with a view to starting procedures for the investment of a new government. The announcement came after President Klaus Iohannis designated the Liberal leader to from a new cabinet. The decision was made after the first Orban government was dismissed on Wednesday through a no confidence motion initiated by the main opposition party, the Social Democratic Party, following the government’s decision to assume responsibility for a bill on returning to the election of mayors in two rounds of voting, only a few months ahead of the elections. The Romanian president also reiterated his opinion that holding early elections was the best option for Romania at the moment. The interim vice prime minister Raluca Turcan said that all Liberal MPs would attend the meeting for the investiture of the new cabinet but they would abstain from voting, with a view to triggering off early elections. To call early elections the Parliament should reject two consecutive proposals of PM designate. However, before getting a vote in Parliament for the second Orban government, the Social Democrats announced they intended to notify the Constitutional Court over the re-designation of the outgoing PM Ludovic Orban as the new PM.

USR — The leaderships of the Save Romania Union party (USR), the 3rd most important party in the Romanian Parliament and of the extra-parliamentary party PLUS, led by the former PM and European Commissioner Dacian Ciolos, met Saturday in separate meetings to decide on a merger. Following internal elections called at the initiative of the USR president Dan Barna, 91% of the USR members voted for their party to be positioned on the center-right side of the political spectrum. Elected on common lists, the USR and PLUS MEPs are affiliated to the Renew Europe centrist group.

Commemoration – Commemorations of the great Romanian politicians Iuliu Maniu took place on Saturday at the Memorial of the Victims of Communism and of the Resistance in Romania from Sighet (northwestern Romania) to mark 67 years since the death of the great politician. The political personality of the leader of the National Peasant Party, a prime minister of Romania in the interwar period and a member of the Romanian Academy was evoked in various speeches. A militant for national unity, a promoter of democratic principles and an adversary of Nazism and Communism, Maniu was arrested in 1947 by the puppet regime instated by the Soviet invaders and died at the age of 80 in 1953 in the Sighet prison where most of the former Democratic dignitaries had been imprisoned.

Repatriation — The repatriation procedures from Syria, through Turkey, of a family of 3 Romanian citizens have been finalized — the Romanian Foreign Ministry announced. According to a press release, the Romanian diplomats in Ankara and Istanbul undertook the necessary steps to facilitate the Romanian citizens’ entry and accommodation in Turkey. The repatriation measure is part of the constant actions of consular assistance and protection granted to Romanian citizens who are facing special situations. Since the onset of evacuation operations from Syria in 2011, 790 Romanian citizens have been repatriated.

Rugby — Romania’s national rugby team was defeated by Portugal, 11-22 on Satruday evening, away from home, in the 2nd round of the Rugby Europe Championship, after having been defeated in the first round by Georgia, 13- 41, one week ago, also away from home. In the 3rd round of the Rugby Europe Championship, Romania will take on Spain on February 22 in Botosani, northeastern Romania. (translation by L. Simion)
