Afghanistan — L’ambassadeur américain à Bucarest, Hans Klemm, regrette que les huit militaires roumains aient été blessés dans une mission en Afghanistan. « Je transmets mon appréciation et celle des Etats Unis pour leur service dans le cadre de la mission de l’OTAN en Afghanistan », affirmait le diplomate américain. Et d’ajouter : « ces Roumains courageux ont participé à de nombreuses missions, pour apporter la liberté et la démocratie dans des régions gravement touchées par la guerre. » Tant le président Klaus Iohannis que la première ministre Viorica Dancila ont souhaité un prompt rétablissement aux militaires blessés et ont adressé des messages d’encouragement et de soutien à leurs familles. Sept des militaires blessés sont déjà sortis de l’hôpital de Kandahar où ils avaient reçu des soins médicaux, tandis que le 8e, dont l’état est stabilisé, a été transféré en Allemagne, pour des investigations supplémentaires et des soins spécialisés. L’Armée roumaine participe à la mission de l’OTAN d’Afghanistan avec 625 militaires. 300 autres sont disloqués dans des opérations sous commande ou sous mandat de l’OTAN, de l’UE, de l’ONU et de l’OSCE dans d’autres régions. Pendant les missions étrangères, 29 militaires roumains ont perdu la vie et plus de 185 autres ont été blessés.

1er mai — Alors que dans de nombreux pays du monde, la Fête du travail est une bonne occasion pour demander de meilleures conditions de travail ou des avantages salariaux, en Roumanie, le 1er mai est célébré par des randonnées, des excursions ou des fêtes. Les mini-vacances du 1er mai ont commencé vendredi ; dès lors, des dizaines de milliers de touristes, des Roumains pour la plupart, mais aussi des étrangers, ont pris d’assaut les stations de montagne, celles de la mer Noire ou du delta du Danube. A Mamaia, sur la côte, les boîtes de nuit sont la principale attraction. Ceux qui ont choisi le delta du Danube, listé au Patrimoine mondial de l’UNESCO, profitent du temps superbe pour passer des jours inoubliables dans un paysage naturel unique. Dans les Carpates Méridionales, sur la vallée de la rivière Prahova, la plupart des vacanciers ont mis le cap sur Sinaia. Qu’ils soient partis en vacances ou restés chez eux, le jour du 1er mai, faire des grillades est une tradition pour la plupart des Roumains. C’est l’occasion de manger des « mici », ces saucisses traditionnelles de viande hachée épicée et grillée, très prisées par les Roumains. Selon les estimations des spécialistes, ces jours-ci, les Roumains consommeront plus de 30 millions de mici, 15% de plus que l’année dernière.

Syndicats — La ministre roumaine de la Santé, Sorina Pintea, aura, mercredi, une nouvelle rencontre avec les représentants des syndicats du secteur, pour trouver des solutions à leurs revendications. La semaine dernière, des milliers de salariés de la Santé ont participé à un meeting de protestation à Bucarest. Plusieurs catégories de personnel du système de santé accusent la baisse de leurs revenus après l’application de nouvelles réglementations au chapitre salarial. Ils demandent la suppression du plafonnement des bonus, qui ne peut plus dépasser 30% du salaire désormais. Les syndicats ont annoncé une grève d’avertissement le 7 mai, qui pourrait être suivie par une grève générale le 11 mai prochain.

Frontex — Un navire de la Garde côtière roumaine patrouillera, trois mois durant, aux frontières européennes de la mer Egée. Le navire a quitté le port de Mangalia pour rejoindre l’opération organisée par l’Agence européenne Frontex. L’équipage, formé de 26 policiers aux frontières, aura des missions individuelles de patrouille, recherche, exploration et sauvetage. La Police aux frontières détachera un officier du Centre de coordination de cette opération du Pirée pour maintenir le contact entre le bateau roumain et les organismes qui participent à la mission. L’opération européenne vise à gérer les flux migratoires clandestins en mer Egée.

Eurovision — Les représentants de la Roumanie à l’Eurovision 2018, les membres du groupe The Humans, sont arrivés à Lisbonne et participent aux répétitions. Les prochains jours, les artistes roumains prendront part aux concerts prévus pour les concurrents, mais aussi à un événement spécial à l’ambassade de Roumanie au Portugal. Le 10 mai, The Humans chanteront leur pièce Goodbye au cours de la deuxième demi-finale. S’ils se qualifient, ils chanteront en finale le 12 mai. L’Eurovision de la chanson 2018 fera monter sur scène à Lisbonne des représentants de 43 pays.

1 MAY – While in other countries
across the world the International Labour Day is used an opportunity to ask for
pay rises or better working conditions, in Romania people celebrate May 1st
by traveling, hiking or just partying. As early as Friday afternoon, dozens of
thousands of tourists, mostly Romanian, but also foreign, hurried to the
mountain, sea and Delta resorts. On the Black Sea Coast, the main attraction
are the fancy clubs in Mamaia, while in the Danube Delta, which is part of the
UNESCO heritage, tourists are taking advantage of the beautiful weather to
spend time in a unique natural place. Also crowded are the resorts in Prahova
Valley, Sinaia in particular. Celebrating May 1st is tradition for
most Romanians, and, as regards food, one particular must these days are the so
called ‘mititei’, made of minced meat and herbs. According to specialists in
the field, during this year’s May 1st mini-holiday, Romanians will
grill no less than 30 million ‘mititei’, which is 15% more than last year.

PROTEST – The Romanian Health Minister
Sorina Pintea will hold a fresh meeting with trade union representatives on
Wednesday, in order to find solutions for their discontent. Last week,
thousands of employees in the sector attended a protest meeting in Bucharest.
Several staff categories in the health-care sector say their incomes have
dropped as a result of the implementation of the latest salary regulations.
Among other things, they call for the elimination of the 30% cap on benefits.
Trade unionists have announced that last week’s meeting will be followed by a
warning strike on May 7th, which could be followed by an all-out
strike on the 11th of May.

FRONTEX – A Romanian Coast Guard vessel
will patrol along the European borders in the Aegean Sea for three months. The
ship has left the port of Mangalia, on the Romanian Black Sea Coast, to join
the operation organized by FRONTEX (the European Border and Coast Guard
Agency). The crew, made up of 26 border police officers, will carry out
individual patrol, research, search and rescue missions. Also, the Border
Police will post one officer at the operation’s Coordination Center in Piraeus,
to maintain the link between the Romanian ship and the bodies that are taking
part in the mission. The European operation is aimed at managing illegal migration
in the Aegean Sea.

AFGHANISTAN – The eight Romanian soldiers
who got wounded in a suicide attack in Afghanistan on Monday are stable, and
they are getting medical care in Kandahar. The Romanian Defense Minister Mihai
Fifor has announced that he is permanently updated on their condition.
President Klaus Iohannis and Prime Minister Viorica Dancila have sent messages
of encouragement and support to the families of the wounded soldiers. Romania
is taking part in the NATO mission in Afghanistan with 625 military staff,
while another 300 soldiers are deployed in operations carried out under the EU,
UN and OSCE command in different regions of the world. So far, 29 Romanian
soldiers have died and 185 have been wounded in operations abroad.

EUROVISION – The Humans, the band representing
Romania at the 2018 Eurovision contest, have arrived in Lisbon and are
rehearsing for the big day. In the coming days, the Romanian artists will also
take part in the concerts included in the programme and also in a special event
hosted by the Romanian Embassy in Portugal. On May 10th, The
Humans will perform, in the second semi-final, a song titled Good Bye. If
they manage to qualify, The Humans will take part in the final, on May 12th.
The 2018 Eurovision Song Contest will
bring on the Lisbon stage representatives of 43 countries.

TABLE TENNIS – The Romanian women’s table
tennis team is today playing against the teams of Taiwan and North Korea, in
the last matches that are part of Group C of the World Championships hosted by
Halmstat, Sweden. Yesterday, Romania defeated Poland 3-1. North Korea is
currently topping the rankings, followed by Taiwan and Romania, which have the
same number of points. In the men’s competition, in Group A, Romania’s team was
defeated by Germany 3-nil on Monday, but also won the match against Slovenia,
3-1. Today, Romania is playing against Egypt and tomorrow it will take on the
team of Hong Kong. In this group, Romania ranks fourth, on equal points with
Slovenia. The teams ranking first, second and third in each group will qualify
for the next round, and the winners of the fourth groups will go straight to

багатьох країнах Міжнародний день праці є нагодою для працівників вимагати поліпшення умов праці або збільшення заробітних плат, у Румунії зазвичай 1 травня люди йдуть в походи, екскурсії або
відпочивають на свіжому повітрі. З п’ятниці, коли почалася першотравнева «міні-відпустка», десятки тисяч туристів, як з Румунії та і з-закордону, штурмували курорти в горах і на узбережжі Чорного моря, а також дельту Дунаю. На узбережжі, передусім на курорті Мамая, основними принадами в ці дні є нічні клуби. Ті, хто вибрав для відпочинку дельту Дунаю, яка є об’єктом Світової спадщини ЮНЕСКО, скористалися чудовою весняно-літньою погодою, щоб провести незабутні моменти в
унікальному природному середовищі. У Південних
Карпатах, в долині річки Прахова, найпопулярнішим місцем є курорт Сіная. Для всіх румунів барбекю є невід’ємною
складовою першотравневих свят. Великим попитом в ці дні користуються мічь – це символ місцевої гастрономії, свого
роду смажені на решітці котлети циліндричної форми. За оцінками м’ясопереробних підприємств, румуни смажитимуть в ці
дні більше 30 мільйонів
одиниць мічь, приблизно на 15% більше ніж торік.

ТЕРАКТ– Посол США в Румунії Ганс Клемм у вівторок висловив жаль з приводу
поранення у понеділок в Афганістані вісьмох румунських солдатів під час
патрулювання. «Я хочу їм передати вдячність, як особисто, так і від імені
Сполучених Штатів за внесок в місії НАТО в Афганістані», – сказав американський
дипломат, який додав, що «ці хоробрі румуни взяли участь в численних місіях,для забезпечення свободи і демократії в районах, які
серйозно постраждали від війни». У свою чергу президент Клаус
Йоханніс, прем’єр-міністр Віоріка Денчіле та міністр оборони Міхай Фіфор
побажали військовослужбовцям якнайшвидшого одужання. Семеро поранених вже були
виписані зі шпиталю в Кандагарі, де вони отримали першу медичну допомогу, а
восьмий, був перевезений до Німеччини для подальшого обстеження та лікування. У місіях НАТО в
Афганістані беруть участь 625 румунських військовослужбовців. Ще близько 300 -
беруть участь в операціях під егідою ЄС, ООН та ОБСЄ в інших регіонах. Під час
міжнародних військових місій 29 румунських військовослужбовців загинули, а 185
отримали поранення.

FRONTEX – Морський патрульний катер Румунської
берегової охорони протягом трьох місяців візьме участь у спільній операції
Посейдон-2018 в акваторії Егейського моря. Судно вже покинуло порт
Мангалія і перейде в розпорядження європейського агентства FRONTEX. Екіпаж судна, що
складається з 26 прикордонників, виконуватиме
індивідуальні патрульні, пошукові та рятувальні місії. У рамках
Посейдон-2018 Прикордонна поліція Румунії відрядить до Міжнародного координаційного центру в грецькому порті Пірей одного співробітника,
який забезпечуватиме постійний зв’язок між морським судном та Бухарестом.
Основна мета операції Посейдон-2018 полягає у наданні допомоги
грецькій владі щодо проведення моніторингу та
патрулювання морських кордонів, а також у здійсненні
пошуково-рятувальних робіт у Середземному
морі.

ПРОТЕСТИ – Міністр охорони здоров’я Румунії Соріна Пінтя у середу проведе чергову
зустріч з представниками профспілок працівників охорони здоров’я, у спробі знайти компромісне рішення проблеми, що
викликала різке невдоволення профспілкової організації. Минулого четверга
кілька тисяч медичних працівників взяли участь в акції протесту в Бухаресті. Численні
категорії працівників охорони здоров’я скаржаться на зниження чистого доходу
після запровадження ряду змін до закону про оплату праці, вимагаючи скасування
обмежень максимального розміру премій на рівні 30% від заробітної плати. Профспілки
оголосили, що 7 травня відбудеться попереджувальний протест, а на 11 травня
намічено загальний страйк.

ЄВРОБАЧЕННЯ – Представники Румунії на Євробаченні-2018, члени групи Тhe Humans, вже
перебувають у Лісабоні, де почали репетиції. У наступні дні румунські музиканти
візьмуть участь у концертах, що входять до конкурсної програми, а також у
спеціальному заході в приміщені Посольства Румунії в Португалії. 10 травня в другому
півфіналі Тhe Humans виконають пісню Good Bye. Якщо пройдуть у фінал міжнародного пісенного
конкурсу, члени румунського гурту виступлять 12 травня. В Євробаченні-2018 візьмуть
участь представники 43 країн.

POSEIDON 2018

Nava maritimă de patruiare şi intervenţie MAI 1103 va participa, între 29.04. – 02.08.2018, la Operaţiunea Comună POSEIDON 2018, organizată de Agenţia Europeană pentru Politia de Frontiera si Garda de Coasta-FRONTEX, Nava va fi detaşată în Marea Egee timp de 3 luni şi va executa misiuni individuale de patrulare, cercetare, de căutare şi salvare, alături de celelalte state membre UE participante la misiune.

Poliţia de Frontieră va detaşa în cadrul Centrului Internaţional de Coordonare – I.C.C. din Pireu un ofiţer de legătură, care va menţine permanent legătura între nava maritimă detaşată de P.F.R. pe teritoriul Greciei şi Centrul Operaţional de Coordonare al IGPF, precum şi între nava maritimă şi reprezentanţii Sectorului Operaţiuni Maritime din cadrul Agenţiei FRONTEX.

Obiectivul principal al Operaţiunii Comune POSEIDON 2018 este de a oferi suport autorităţilor elene în supravegherea şi controlul la frontierele maritime ale Uniunii Europene, precum şi de căutare şi salvare a persoanelor aflate în dificultate pe mare la frontiera externă a Uniunii Europene.

Se are în vedere derularea de măsuri comune pe linia gestionarii fluxului migraţionist la frontierele maritime ale spaţiului comunitar, intervenția în cazurile de salvare a persoanelor aflate în dificultate pe mare (Search and Rescue), creşterea operativităţii schimbului de date şi informaţii între autorităţile implicate în operațiune, precum şi un schimb eficient de experienţă și de bune practici între poliţiştii de frontieră europeni.

Activitatea este o continuare a operaţiunilor organizate de Agenţia FRONTEX pentru gestionarea fluxurilor de migraţie ilegală, în cadrul cărora Poliţia de Frontieră Română a avut o contribuţie semnificativă, atât din punct de vedere al mijloacelor tehnice, cât şi din punctul de vedere al numărului, al profilurilor şi al profesionalismului experţilor detaşaţi, aprecierile venind atât din partea autorităţilor de frontiera europene, cât şi din partea Agenţiei Frontex.

Tennis de table — L’équipe féminine de tennis de table de la Roumanie joue, aujourd’hui, contre Taiwan et la Corée du Nord, soit les deux derniers matchs du groupe C des Championnats du monde par équipes de Halmstad (Suède). Hier, la Roumanie a battu la Pologne 3-1. La Corée du Nord est première au classement, suivie par Taiwan et la Roumanie, à égalité. Chez les messiers, dans le Groupe A des Championnats du monde de tennis de table par équipes, la Roumanie a essuyé une défaite dans son match contre l’Allemagne, 3 à 0, mais a également réussi une victoire contre la Slovénie, 3-1. Aujourd’hui, la Roumanie a pour adversaire l’Egypte, et demain — Hong Kong. Dans le groupe A masculin, dirigé par l’Allemagne, la Roumanie est 4e, à égalité avec la Slovénie. Les trois premières classées de chaque groupe seront qualifiées pour l’étape suivante, alors que les gagnantes des quatre groupes iront directement dans les quarts.

Météo – Temps particulièrement chaud en Roumanie. le ciel est temporairement nuageux sur louest, le centre et le nord, où des ondées et des phénomènes électriques ne sont pas exclus. La grêle pourrait tomber sur louest et le nord du pays. Du reste – ciel variable avec des températures allant de 18 à 30°, avec 23° à Bucarest.

MAGISTRACY – Romanias President Klaus Iohannis on Friday criticized the procedure whereby the justice laws were adopted, expressing hope the laws will be improved and that Constitutional Court judges will analyse them proficiently and objectively. The statement was made during a meeting of the Higher Council of Magistracy. The recent modifications to the justice laws have been challenged both in Parliament by opposition parties as well as in the street by civil society, as well as some magistrates. The three laws referring to the statute of magistrates, judicial organization and the functioning of the Higher Council of Magistracy have been referred to the Constitutional Court by the National Liberal Party and the High Court of Cassation and Justice. The president and vice-president of the Higher Council of Magistracy were elected during the meeting, which also occasioned a review of the institutions activity in 2017.The new head of the Higher Council of Magistracy, judge Simona Marcu, has sent a message of unity to the magistrates and a message of openness to the other state powers. The new vice-president of the Council is prosecutor Codrut Olaru.

JERUSALEM– President Klaus Iohannis on Friday had a phone conversation with
Israeli PM, Benjamin Netanyahu, at the latter’s initiative. According to a
communiqué of the Presidential Administration, the talks focussed on the
current stage of and the prospects for developing bilateral relations. In this
context, the two officials also approached issues related to the status of
Jerusalem. PM Netanyahu has thanked the President for Romania’s
abstaining from voting, in December 2017, on the occasion of the
adoption by the UN General Assembly of a resolution on the status of
Jerusalem. President Iohannis reiterated Romania’s stand, namely that Jerusalem
is a key issue during the peace negotiations and its status should be
established following a direct agreement between the sides. Consequently, a
possible decision on moving the Romanian Embassy from Tel Aviv to Jerusalem can
be made only based on those elements, also by taking into consideration future
evolutions of the Middle East Peace Process. The two officials have also talked
about the current situation in Iran. The Romanian president has expressed
regret over the loss of human lives following the recent protests and voiced
hope
that violence will cease and the freedom of expression and freedom of peaceful
assembly will be observed.

VISIT – Japans Prime Minister Shinzo Abe has announced that at the end of next week he would visit several countries in Eastern Europe, including Romania, Bulgaria, Serbia, Estonia, Latvia and Lithuania. This will be the first visit by a Japanese Prime Minister to this region, Kyodo news agency reports. “I will expand the borders of Japanese diplomacy, while at the same time asserting our close coordination in connection to North Korea and other pressing issues facing the international community, Prime Minister Shinzo Abe said.

HEARING – Romanian Health Minister Florian Bodog was heard on Thursday by the Directorate for Investigating Organized Crime and Terrorism as witness in the case where a reputed urosurgeon, Mihai Lucan, is accused of embezzlement. Cluj Mayor Emil Boc was subpoenaed in the same case. Both Florian Bodog and Emil Boc have denied any involvement in the case. Well revert to this topic after the news.

TOURISM – The number of bookings with Romanias tourist accommodation units has gone up by 6.2% in the first 11 months of 2017 as compared to the same period in 2016, totalling 25 million, reads a recent survey published by the National Statistics Institute. Arrivals in Romania reached 11 million, up by 10.4%. Romanians accounted for nearly 80% of total accommodations, as compared to foreign tourists representing 20%. With a 73% share, most tourists came from Europe, while 85% of these were citizens of EU Member states.

FRONTEX – Romania contributed three maritime patrol ships to FRONTEX operations aimed at supporting Greek authorities to monitor and control the EUs external borders throughout 2017. Consisting of six crews totalling 150 border police officers, the Romanian border police vessels carried out patrol, surveillance and rescue operations in the Aegean Sea, both individually and in cooperation with the crews of the other ships deployed by EU Member States to Greece. During the operations the crews completed hundreds of missions and took part in over 20 rescue operations at sea, helping save some 1,800 people, mostly women and children, who were subsequently safely transported to shore. The last crew, made up of 26 officers of the Romanian Border Police, onboard the MAI 1104 patrol ship, returned to the port of Constanta on Thursday.

STUDENTS – Romanias top-performing students who graduated with high scores in universities abroad were rewarded on Thursday as part of the Gala of Romanian Students Abroad. In the “Europa University section the first prize went to Claudia Mitrofan, a student at Cambridge University in Great Britain. Maria Bostenaru of Karlshrue University in Germany won the award for best post-grad student, while Raluca Andreea Manea, a student at Caroline University in Prague, grabbed the award for best Erasmus student. Magistrature – Ce vendredi, à Bucarest, lors de la réunion plénière du Conseil supérieur de la magistrature, le chef de l’Etat roumain, Klaus Iohannis a critiqué la procédure d’adoption des lois de la Justice. Le président compte sur une amélioration de ces actes normatifs et s’attend à ce que les juges de la Cour Constitutionnelle les analysent avec professionnalisme et objectivité. Les récentes modifications aux lois de la Justice ont été contestées tant au sein du Parlement par les partis de l’opposition, que dans la rue par la société civile et par une partie des magistrats. Les trois actes réglementaires relatifs au statut des magistrats, ainsi qu’à l’organisation judiciaire et au fonctionnement du Conseil supérieur de la magistrature ont été attaqués à la Cour Constitutionnelle juste après leur adoption, dans le cadre de deux saisines déposées par le Parti national libéral et par la Haute Cour de Cassation et de Justice. Les contestataires affirment que, dans leur nouvelle forme, les trois documents transgressent la loi fondamentale et ont un caractère confus. Les modifications les plus controversées visent la responsabilité patrimoniale des magistrats, la création d’une section spéciale au sein du Parquet général en charge de l’investigation des infractions des magistrats et le statut de l’inspection judiciaire. Le rapport de l’institution pour l’année 2017 est également présenté aujourd’hui, les participants devant également élire le président et le vice-président du Conseil.

Japon – Le premier ministre japonais Shinzo Abe fera à la fin de la semaine prochaine une tournée dans plusieurs pays d’Europe de l’Est, dont la Roumanie, a-t-il annoncé. Selon l’agence Kyodo, c’est la première visite d’un premier ministre japonais dans cette partie du monde. « Je vais élargir les frontières de la diplomatie japonaise, confirmant en même temps notre étroite coordination dans la gestion du problème de la Corée du Nord et d’autres questions auxquelles est confrontée la communauté internationale », a déclaré Shinzo Abe.

Santé – Le ministre roumain de la santé, Florian Bodog, a été auditionné en tant que témoin, jeudi, dans la soirée, par la Direction d’investigation des infractions de criminalité organisée et de terrorisme dans un dossier dans lequel un réputé chirurgien urologue roumain, Mihai Lucan, est accusé de dilapidation. Le maire de la ville de Cluj, dans le centre-ouest du pays, Emil Boc, sera lui aussi auditionné dans le cadre du même dossier. Tant Emil Boc que Florian Bodog ont nié toute implication dans cette affaire.

PSD – Le comité exécutif national du PSD, principale composante de la coalition gouvernementale de Bucarest, se réunira la semaine prochaine, le plus probablement lundi, ont déclaré à la presse des sources du parti. A l’ordre du jour de la réunion : la nomination d’un nouveau ministre des Eaux et des Forets après la démission, mercredi, de la social-démocrate Doina Pana, pour des raisons de santé. Selon les sources citées, les sociaux-démocrates pourraient évoquer aussi une éventuelle restructuration du gouvernement. La réunion se déroule sur la toile de fond de spéculations autour des relations de plus en plus froides entre le président du PSD, Liviu Dragnea et le premier ministre Mihai Tudose.

FRONTEX – Au cours de l’année 2017, trois navires roumains de patrouille maritime, avec à bord six équipages de 150 agents de la police des frontières, ont participé à l’opération organisée par l’Agence européenne Frontex et accordé de l’appui aux autorités grecques dans des missions de surveillance et de contrôle des frontières maritimes extérieures de l’UE. Les navires de la police roumaine aux frontières ont réalisé des missions de patrouille, de surveillance, de recherche et sauvetage en Mer Egée, individuellement et en coopération avec les équipages des autres navires déployés par les Etats membres de l’UE en Grèce, dans le cadre de l’opération. Au cours du déploiement dans la zone des opérations, les équipages des navires ont effectué des centaines de missions et participé à une vingtaine d’actions de recherche et de sauvetage en mer. Quelque 1800 personnes, dont plus de la moitié des enfants et des femmes qui risquaient de se noyer dans les eaux de la mer Egée, ont été ainsi sauvées et transportées vers des ports grecs. Le dernier équipage de 26 agents de la police des frontières à bord d’un patrouilleur de la Garde côtière est rentré jeudi dans le port roumain de Constanta.

Tourisme – Le total des nuitées passées dans les structures d’hébergement de Roumanie a augmenté de 6% durant les 11 premiers mois de l’année 2017, par rapport à la période similaire de l’année 2016, pour se chiffrer à plus de 25 millions, selon les chiffres rendus publics aujourd’hui par l’Institut national des statistiques. Les arrivées ont augmenté de 10,4%, pour dépasser les 11 millions. Les nuitées des touristes roumains dans les structures d’accueil touristique ont compté pour plus de 80% du total. Par ailleurs, la plupart des touristes étrangers qui ont visité la Roumanie provenaient des Etats membres de l’UE.

Tennis – La joueuse

Irina Begu 6 – 1, 6 – 4. C’est la deuxième finale que Simona Halep joue à
Shenzhen après celle de 2015, qu’elle a remportée. Simona Halep affrontera la
tchèque Katerina Siniakova de République tchèque, qui détient actuellement le
trophée de Shenzhen. Celle-ci avait vaincu la Russe Maria Charapova.
Aujourd’hui également, dans la demi-finale de la compétition de double, Halep

Handball – La sélection de handball masculin de Roumanie affronte ce vendredi, à Calarasi, dans le sud du pays, l’équipe du Bahreïn dans les demi-finales du Trophée Carpati. L’autre demi-finale sera disputée par le Portugal et la Tunisie. Samedi, les vaincus joueront pour la 3 place de la compétition, alors que les gagnants des demi-finales se disputeront le Trophée. Sous la direction de l’entraineur espagnol Xavier Pascual, la Roumanie se prépare aussi pour le premier tour des qualifications aux Championnats du monde de 2019. Celles-ci se dérouleront du 11 au 13 janvier à Bolzano, en Italie. Les Roumains auront pour adversaires l’Ukraine et les Iles Féroé. Seuls les gagnants des 6 groupes préliminaires joueront en juin prochain dans le play-off du tournoi final, accueilli par l’Allemagne et par le Danemark.

MAGISTRACY — Romania’s President Klaus Iohannis earlier today criticized the procedure whereby the justice laws were adopted, expressing hope the laws will be improved and that Constitutional Court judges will analyze them proficiently and objectively. The statement was made on the sidelines of the meeting of the Superior Council of Magistracy. We recall the recent modifications to the justice laws have been challenged both in Parliament by opposition parties as well as in the street by civil society, as well as by some magistrates. The three laws referring to the statute of magistrates, judicial organization and the functioning of the Superior Council of Magistracy have been referred to the Constitutional Court by the National Liberal Party and the High Court of Cassation and Justice. The opposition believes the laws go against the Constitution and generate confusion. The most controversial points refer to the material accountability of magistrates, the setup of a special unit within the Prosecutor General’s Office charged with investigating justice-related crimes and the statute of the Judicial Inspection Corps. The meeting will occasion the election of the president and vice-president of the Council and a review of the institution’s activity in 2017.

HEARING — Romanian Health Minister Florian Bodog was deposed on Thursday by the Directorate for Investigating Organized Crime and Terrorism as witness in the case where a reputed urosurgeon, Mihai Lucan, is accused of embezzlement. Cluj Mayor Emil Boc was subpoenaed in the same case. Both Florian Bodog and Emil Boc have denied any involvement in the case.

FRONTEX — Romania contributed three maritime patrol ships to FRONTEX operations aimed at supporting Greek authorities to monitor and control the EU’s external borders throughout 2017. Consisting of six crews totaling 150 border police officers, the Romanian border police vessels carried out patrol, surveillance and rescue operations in the Aegean Sea, both individually and in cooperation with the crews of the other ships deployed by EU Member States to Greece. During the operations the crews completed hundreds of missions and took part in over 20 rescue operations at sea, helping save some 1,800 people, mostly women and children, who were subsequently safely transported to shore. The last crew, made up of 26 officers of the Romanian Border Police, onboard the MAI 1104 patrol ship, returned to the port of Constanta on Thursday.

VISIT — Japan’s Prime Minister Shinzo Abe today announced that at the end of next week he would visit several countries from Eastern Europe, including Romania, Bulgaria, Serbia, Estonia, Latvia and Lithuania. This will be the first visit of a Japanese Prime Minister to this region, Kyodo news agency reports. “I will expand the borders of Japanese diplomacy, while at the same time asserting our close coordination in connection to North Korea and other pressing issues facing the international community”,. Prime Minister Shinzo Abe said.

SOCIAL-DEMOCRATIC PARTY — The Executive Committee of the Social-Democratic Party, the main ruling coalition party in Romania, will most likely convene on Monday, sources within the party have told the press. Ranking high on the agenda is appointing a new Minister of Waters and Forests, after this Wednesday Doina Pana stepped down due to health reasons. According to the aforementioned sources, the Committee might also discuss a new Government reshuffle. The meeting will be held amidst speculations over the strained relations between Social-Democrat Leader Liviu Dragnea and Prime Minister Mihai Tudose.

TOURISM — The number of bookings with Romania’s tourist accommodation units has gone up by 6.2% in the first 11 months of 2017 as compared to the same period in 2016, totaling 25 million, reads a recent survey published today by the National Statistics Institute. Arrivals in Romania reached 11 million, up by 10.4%. Romanians accounted for nearly 80% of total accommodations, as compared to foreign tourists representing 20%. With a 73% share, most tourists came from Europe, while 85% of these were citizens of EU Member states.

STUDENTS — Romania’s top-performing students who graduated with high scores in universities abroad were rewarded on Thursday as part of the Gala of Romanian Students Abroad. In the “Europa University” section the first prize went to Claudia Mitrofan, a student at Cambridge University in Great Britain. Maria Bostenaru of Karlshrue University in Germany won the award for best post-grad student, while Raluca Andreea Manea, a student at Caroline University in Prague, grabbed the award for best Erasmus student. UN — The UN’s Security Council will tonight meet to discuss the developments in Iran. The meeting has already been criticized by Russia, who considers the situation in Iran is of no concern to the UN. US Ambassador Nikki Haley earlier last week said she would call for a top-level meeting as a sign of support for the Iranian protesters. Over 20 people were killed in Mashhad since the start of anti-regime protests which have swept the entire country. Hundreds were arrested in Tehran and in other cities.

MEETING — French President Emmanuel Macron is today meeting his Turkish counterpart, Recep Tayyip Erdogan in Paris. Talks will focus on Syria, the developments in Europe and human rights in Turkey. This is Erdogan’s most important visit to an EU country after the failed coup of July 2016. The scope of Turkey’s post-coup crackdown has prompted harsh criticism in Europe, particularly in Berlin, thus suspending negotiations over Turkey’s bid to join the community bloc. Over 140,000 people were sacked and suspended, 55,000 arrested, including university teachers, journalists and pro-Kurdish militants. In early September, 2017, German Chancellor Angela Merkel argued in favor of scrapping accession talks, while the French President, Emmanuel Macron, said the EU must avoid any break in relations with Turkey as an “essential” partner on migration and terror issues.

HANDBALL — The Romanian men’s handball side on Friday is facing Bahrain in Calarasi, in the south, in the semi-finals of the Carpati Trophy. Tunisia is facing Portugal in the other semi-final. On Saturday, the losing teams will play the third-place play-off, while the winners will play for the trophy. The Romanian players, who are coached by the Spanish manager Xavier Pascual, are also training for the first round of the 2019 World Championship preliminary matches to take place over January 11-13 in Bolzano, Italy, where they face Ukraine and the Faeroe Islands, as well as the host country. Only the winners of the six preliminary groups qualify for the World Championship play-offs in June this year.

TENNIS — Romanian tennis player Simona Halep, the world’s no. 1 player, today qualified to the finals of the WTA tournament in Shenzhen, China, totaling over 600 thousand dollars in prize money, after defeating another Romanian, Irina Begu, 6-1, 6-4. This is the second time Halep reaches the final, after in 2015 she won the trophy. In the final Halep will play the defending champion, Katerina Siniakova of the Czech Republic, who defeated Maria Sharapova of Russia in the other semi-final, 6-2, 3-6, 6-3. Later today Halep and Begu will team up to face Ana Blinkova of Russia and Nicola Geuer of Germany in the women’s doubles semi-finals. (Translated by V. Palcu)

Cei mai buni studenţi şi absolvenţi români care au studiat în străinătate în anul universitar precedent au fost premiaţi, joi, la Gala Studenţilor Români din Străinătate, care a avut loc la Bucureşti. Concursul a adus în prim plan o serie de tineri români cu rezultate academice şi extra-curiculare de excepţie. La categoria Europa Universitar, premiul I i-a revenit Claudiei Mitrofan, studentă la Universitatea Cambridge. La categoria studiilor postuniversitare, cea mai importantă distincţie i-a fost acordată Mariei Boştenaru, de la Universitatea Karlsruhe din Germania, iar la categoria Erasmus, premiul i-a revenit Ralucăi Andreea Manea, studentă a Universităţii Caroline din Praga. Cel mai bun student dintr-o instituţie de învăţământ superior din România a fost declarată Diana Beatrix Velicu, de la Universitatea de Medicină şi Farmacie “Carol Davila”. În cadrul evenimentului, personalităţi de marcă ale societăţii româneşti, diplomaţi, reprezentanţi ai societăţii civile, oameni de presă şi profesionişti din mediul public şi privat au fost alături de studenţi şi absolvenţi români cu rezultate remarcabile în diferite domenii de activitate. Gala a fost un important prilej aniversar, marcând nouă ani de existenţa a Ligii Studenţilor Români din Străinătate, nouă ani sub semnul voluntariatului, dar şi nouă ani de proiecte şi realizări cu şi pentru studenţii români din afară graniţelor.

Ministerul de Interne din România a pus în dezbatere publică un proiect de Ordonanţă a Guvernului care creează cadrul juridic necesar trimiterii de poliţişti de la structurile de paşapoarte la misiunile diplomatice sau oficiile consulare ale României în străinătate, în scopul fluidizării activităţilor specifice de primire a cererilor pentru eliberarea documentelor şi reducerii aglomeraţiei. Proiectul prevede că trimiterea poliţiştilor, în misiune temporară în străinătate, se va face la solicitarea justificată a Ministerului Afacerilor Externe. Aspectele organizatorice ce privesc desfăşurarea activităţii poliţiştilor la misiunile diplomatice sau oficiile consulare ale României se vor stabili prin protocol încheiat între MAI, prin Direcţia generală de paşapoarte, şi MAE. Pe de altă parte, în proiect este prevăzut ca personalul Direcţiei generale de paşapoarte şi al serviciilor publice comunitare pentru eliberarea şi evidenţa paşapoartelor simple este constituit din poliţişti şi personal contractual, iar încadrarea şi eliberarea din funcţie a personalului se efectuează prin ordin al prefectului, în condiţiile legii, cu avizul Direcţiei generale de paşapoarte.

Pe toată durata anului 2017, trei nave maritime de patrulare din România, la bordul cărora au fost, prin rotaţie, 6 echipaje cu peste 150 de poliţişti de frontieră, au participat la operaţiunea organizată de Agenţia Europeană FRONTEX (Agenţia Europeană pentru Poliţia de Frontieră şi Garda de Coastă) pentru a acorda suport autorităţilor elene în supravegherea şi controlul frontierelor maritime externe ale UE. Navele Poliţiei de Frontieră Române au executat misiuni de patrulare, supraveghere, căutare şi salvare în Marea Egee, individual şi în cooperare cu echipajele celorlalte nave detaşate de către statele membre ale UE în Grecia, în cadrul operaţiunii. Pe perioada detaşării în zona operaţională, echipajele navelor au efectuat sute de misiuni şi au participat la peste 20 de acţiuni de căutare şi salvare pe mare. Aproximativ 1.800 de persoane (mai mult de jumătate fiind copii şi femei), care se aflau în pericol de înec în apele Mării Egee, au fost astfel salvate, transbordate şi transportate. Ultimul echipaj, format din 26 de poliţişti de frontieră din cadrul Gărzii de Coastă, aflat la bordul unei navei maritime de patrulare a revenit, joi, în portul Constanţa.

PRESIDENCY — Romania’s President, Klaus Iohannis, is today in Tallinn, Estonia, to attend an informal meeting of the European Council. According to the Presidential Administration, the head of state will also stand for paying importance to the digital strategy of the EU’s domestic market and for the need to ensure proper cyber security. The meeting has been preceded by an official lunch, during which French President, Emmanuel Macron, presented the other European leaders his plan of reforming the Union. Macron proposes to set up, in the following weeks, a so-called group for the reconstruction of Europe.

PROTESTS – The Romanian health federation “Solidaritatea Sanitara” (Solidarity for Health) on Friday continued to picket the Labor and Health Ministries, for the second day in a row. They announced that on October 4th, trade unions will gather for a large protest in Bucharest, before the Government headquarters. The rally is organized by the Cartel Alfa National Confederation. Trade unionists fear of massive drops in the incomes of most employees in the health-care sector, of up to 60%, as of January 1st 2018. Trade unions took to the streets after authorities announced that social fees would become employees’ responsibility. They say that transferring the responsibility of paying social contributions from employers to employees will lead to a drop in the net incomes, the dismantling of the unemployment fund and lower contributions to the pension fund. During Thursday’s meeting between representatives of the trade unionists and Health Ministry officials, the standpoint of the protesters was accepted by the authorities, the vice-president of the “Solidaritatea Sanitara” Federaiton, medical doctor Florin Chirculescu said. Employees of the Ambulance Service also joined the protests on Thursday, being discontent about the shortage of personnel and the poor technical condition of their old car fleet.

ENERGY — Electricity prices in Romania will increase by 0.75 Euros/ 100 kilowatts, on an average, as of October 1st,the National Energy Regulatory Authority, ANRE, has announced. ANRE also says gas prices may increase by 6% for domestic consumers, also as of October 1st.

MEETING — The leaders of the Social Democratic Party, the main ruling party in Romania, are today meeting in Sucevita, in the north-east for the monthly assessment of the activity carried out by the cabinet led by Mihai Tudose. The agenda of the meeting also includes several important projects, such as the pension law, the prevention law and the administrative Code. The party president, Liviu Dragnea, has ruled out a government reshuffle.

RESCUE — A Romanian ship has rescued from drowning 52 people, among which 19 children, in the Aegean Sea, the Coast Guard announced on Friday. Those rescued were coming from Syria, Iran and Afghanistan. The ship was on a patrol mission, as part of the Operation POSEIDON 2017 carried out by FRONTEX — the agency which secures the EU’s external borders. Since the start of the year, Romanain ships have contributed to the rescue of over 1,100 people from Greece’s territorial waters, the Coast Guard says.

FOOTBALL — Romania’s football vice-champion, FCSB (former Steaua Bucharest) has defeated the Swiss team of Lugano, 2-1, in the second match of Europe League Group G, played on Thursday, away from home. In the first match, the Bucharest –based team defeated the Czech team Viktoria Plzeň, 3-0. On Thursday, the Czech team defeated Israel’s Hapoel Beer Sheva, 3-1. FCSB ranks first in the group with 6 points, followed by Viktoria Plzen and Hapoel, with 3 points each. Lugano is last in the group with no point.

România şi criza migranţilor

România este o ţară de tranzit pentru refugiaţii din zonele de conflict. Ţara noastră nu acceptă ideea cotelor obligatorii pentru refugiaţi, dar autorităţile de la Bucureşti au dat asigurări că România îşi va îndeplini datoria de ţară membră a UE. În acest sens, Ministerul Afacerilor Externe a făcut o ofertă pentru relocarea în România a unui număr de aproximativ 2.000 de refugiați din Grecia și din Italia. În plus, în anul 2017, România acordă asistență umanitară în beneficiul refugiaților din Siria în valoare de 5.3 milioane de euro.

România, ţară de tranzit

Pentru a evidenţia eforturile şi contribuţia României în criza refugiaţilor, ministrul de Externe Teodor Meleşcanu a anunţat că a făcut recent o ofertă de a găzdui aproape două mii de refugiaţi aflaţi acum în Grecia şi Italia. În prezent, pe teritoriul ţării noastre se află aproximativ 700 de refugiați.

“România nu a acceptat ideea unor cote obligatorii pentru refugiaţi. În cadrul principiului solidarităţii, sigur, în măsura posibilităţilor pe care le avem, organele competente, MAI-ul, sunt convins că vor face şi ei tot ce le este în putinţă pentru ca lucrurile să fie în regulă. Din fericire pentru noi, România este mai degrabă o ţară de tranzit, numărul de refugiaţi este relativ mic, presiunea imigranţilor este pentru zona Europei Centrale şi de Nord. În ceea ce ne priveşte însă, ne vom face datoria ca ţară membră a Uniunii Europene.”, a declarat ministrul de Externe Teodor Meleşcanu.

Capacitate extinsă de cazare

Inspectoratul General pentru Imigrări (IGI) are în administrare, la nivel naţional, şase Centre Regionale de Proceduri și Cazare a Solicitanților de Azil, la Timişoara, Şomcuta Mare (Maramureş), Rădăuţi, Galaţi, Giurgiu şi Bucureşti, cu o capacitate extinsă de 1328 de locuri. Gradul de ocupare în cele şase centre de cazare este de aproximativ 70%.

Conform datelor care ne-au fost furnizate de către Biroul Informare și Relații Publice din cadrul IGI, în primul semestru al acestui an au fost înregistrate 2000 de cereri de azil, dintre care: bărbați -1039, femei – 361, copii – 600. Cei mai mulţi solicitanţi ai unei forme de protecție internațională provin din state precum: Irak, Siria, Pakistan și Afganistan.

Bugetul de stat alocat solicitanților de azil, pentru anul 2017, este de aproximatix 630.000 de euro (2.853.000 lei), reprezentând bunuri și servicii, asistență socială și active nefinanciare.

Operaţiuni de salvare pe Marea Neagră

O analiză Frontex arată că anul trecut cele mai multe cazuri au fost detectate la frontierele terestre ale României și Bulgariei cu Serbia, în special cu migranții care au intrat ilegal în Bulgaria din Turcia și apoi au încercat să ajungă în alte state membre ale UE. Mulţi dintre refugiaţi folosesc Marea Neagră şi Dunărea ca poartă de acces spre ţările din centrul şi din nordul Europei.

Ministrul de Externe, Teodor Meleşcanu, a menţionat că România participă masiv la operațiunile din Marea Neagră pentru oprirea fluxului de refugiați și salvarea celor care se încumetă la asemenea acțiuni.

“România participă masiv la operațiunile din Marea Mediterană pentru oprirea afluxului de refugiați și salvarea celor care se încumetă la asemenea acțiuni. La nivelul UE, și prin instituția Frontex, și prin operațiunile din Marea Mediterană, România a fost unul dintre contributorii cei mai importanți. Această contribuție a noastră ne situează pe locul doi între țările care nu sunt direct vizate de către migrație”, a declarat ministul de Externe.

Din datele Poliţiei de Frontieră privind migraţia ilegală, în 2016 au fost depistaţi 1.624 cetăţeni străini care au încercat să treacă frontiera, din care 1.075 pe sensul de intrare în ţară şi 549 pe sensul de ieşire, cei mai mulţi fiind organizaţi în grupuri de migranţi, cu sprijinul unor traficanţi.

Migraţia ilegală s-a intensificat în 2017. Din datele Poliţiei de Frontieră pe primul semestru 2017, rezultă că România, comparativ cu frontierele altor state U.E., nu s-a confruntat cu un aflux masiv de persoane care încearcă să treacă fraudulos graniţa, dar situaţia a fost şi este atent monitorizată.

În primele şase luni ale anului 2017, poliţiştii de frontieră au depistat 2.474 cetăţeni străini care au încercat să treacă ilegal frontiera de stat, din care 1.437 pe sensul de intrare în ţară şi 1.037 străini pe sensul de ieşire din ţară. Anul trecut, în aceeaşi perioadă, au fost depistaţi acţionând ilegal la frontieră 507 cetăţeni străini – 374 pe sensul de intrare şi 133 pe sensul de ieşire.

Din numărul total al persoanelor implicate în migraţia ilegală, cele mai multe au fost organizate în 353 de grupuri de migranţi în care au fost identificaţi 134 de traficanţi. De asemenea, au fost depistate 80 de persoane (24 de cetăţeni români şi 56 de cetăţeni străini) implicate în activităţi de călăuzire.

În cazurile persoanelor depistate că încearcă să intre ilegal în România, poliţiştii de frontieră demarează procedura de punere în aplicare a protocoalelor şi acordurilor de readmisie încheiate cu țările vecine, pentru preluarea persoanele de către autorităţilor de frontieră din acele state, în vederea continuării cercetărilor şi dispunerii măsurilor legale ce se impun.

Dintre modalităţile de încercare de intrare/iesire ilegală în/din România folosite mai des de migranţi au fost:

– tentativă de trecere ilegală la frontiera “verde”;

– ascunderea în mijloace de transport;

– utilizarea documentelor false/falsificate.

În ceea ce priveşte naţionalitatea persoanelor depistate în tentativă de trecere ilegală a frontierei, s-a constatat că provin din următoarele ţări sau teritorii: Irak, Siria, Pakistan, Afganistan, Iran, Turcia, India, Kosovo, Bangladesh şi Palestina.

Bani pentru ajutorarea victimelor şi refugiaţilor

Într-o comunicare recentă prilejuită de Ziua mondială pentru asistență umanitară, Ministerul Afacerilor Externe a precizat că, în anul 2017, România acordă asistență umanitară în beneficiul refugiaților din Siria în valoare de 5.3 milioane de euro pentru atenuarea efectelor generate de conflict asupra copiilor și asupra populației siriene aflată pe teritoriile statelor învecinate, demonstrând angajarea activă a țării noastre la eforturile comunității internaționale de gestionare a crizelor umanitare.

“România și-a asumat obligația de a contribui cu 800.000 de euro la coaliția luptei împotriva statului islamic și ajutorarea victimelor populației civile din aceste zone. Pe lângă această contribuție, care se va întinde pe o perioadă de patru ani, câte 200.000 pe an, mai avem și o contribuție de 340.000 de euro, care este destinată în primul rând celor din Siria, oamenilor care suferă. Este, mai ales, un ajutor umanitar și, de asemenea, vom avea o contribuție, nu am stabilit-o încă, la Fondul Uniunii Europene pentru ajutorarea refugiaților din Siria care se află în Turcia la ora actuală”, a explicat ministrul de Externe.

Potrivit MAE, în perioada 2014-2017, România a acordat asistență umanitară în valoare de aproximativ 11.2 milioane de euro unui număr de 12 state aflate în situații de criză.

Macron – Une réforme profonde de l’Etat et des droits des travailleurs détachés dans l’Union européenne – une promesse électorale du président français, Emmanuel Macron – est le but déclaré de la tournée du leader de Paris en Europe Centrale et de l’Est. Le chef de l’Elysée s’est trouvé hier en Autriche, et aujourd’hui, il effectue sa première visite officielle en Roumanie. Il rencontre le président roumain Klaus Iohannis. Les discussions se concentreront sur le développement et l’approfondissement de la relation bilatérale de partenariat stratégique, mais aussi sur les principaux sujets à l’agenda européen, international et de sécurité. On s’attend à ce que les deux chefs d’Etat aient un dialogue très ouvert sur les manières de stimuler les échanges commerciaux bilatéraux ainsi que sur la coopération dans le cadre de la Saison culturelle Roumanie – France 2018-2019, un important projet culturel bilatéral. A l’agenda également – l’adhésion de la Roumanie à l’espace Schengen.

Exercice – Les Forces navales roumaines et le destroyer américain USS PORTER participent, à partir d’aujourd’hui, à un exercice commun. Les manœuvres militaires s’achèvent le 28 août. C’est la 4e escale en Roumanie du destroyer USS PORTER, qui est arrivé mardi dans le port de Constanta (sud-est).

Afghanistan – Un bataillon roumain d’infanterie de Focşani (est) a entamé une mission de six mois dans la province de Kandahar, du sud de l’Afghanistan. Les militaires roumains font un stage d’acclimatation et le bataillon sera pleinement opérationnel à la fin du mois. Il mènera trois des missions les plus importantes dans le cadre des opérations Resolute Support conduites par l’OTAN dans le sud de l’Afghanistan : protection de l’aéroport de Kandahar, sécurité des lieux à proximité et accompagnement des dignitaires. A présent, 626 militaires roumains sont déployés dans ce pays. Bucarest est le 4e contributeur avec des troupes de l’Alliance de l’Atlantique Nord.

Accident – Huit ressortissants roumains ont été légèrement blessés dans un accident de la route qui s’est produit dans le nord-ouest de l’Allemagne, a annoncé aujourd’hui le ministère des Affaires étrangères de Bucarest. L’autocar, dans lequel se trouvaient 40 Roumains, a dérapé et s’est renversé dans le land allemand de Basse Saxe. Selon la police allemande, la plupart des personnes présentes dans l’autocar étaient roumaines, travailleuses saisonnières dans l’agriculture. L’ambassade de Roumanie à Berlin continue ses démarches auprès des pouvoirs locaux afin d’obtenir des informations sur l’identité des victimes et sur leur état de santé. L’ambassade est prête à fournir de l’assistance consulaire en cas de besoin.

Sauvetage – 53 personnes, dont 16 enfants, qui se trouvaient sur une embarcation de fortune à risque de couler en mer Egée ont été sauvés par les policiers aux frontières roumains qui agissent en Grèce dans le cadre de l’Opération maritime commune Poseidon Sea 2017, organisée sous l’égide de FRONTEX. Les personnes sauvées, des ressortissants afghans, iraniens et irakiens, ont été transportées et remises en toute sécurité aux autorités du Port de Chios, en vue des procédures spécifiques. Depuis leur détachement en Grèce, en janvier dernier, les policiers aux frontières roumains s’activant sur les navires de la Garde côtière ont sauvé, à eux seuls et en coopération avec les équipages des autres navires appartenant aux Etats de l’UE, plus de 900 personnes en danger, à bord d’embarcations de petites dimensions, dans les eaux territoriales grecques.

Tennis – Deux joueuses roumaines de tennis participent au second tour des qualifications à l’US Open, dernier tournoi de Grand Chelem de la saison. Au premier tour, Mihaela Buzărnescu (133e WTA) a dépassé la Tchèque Maria Bouzkova (171e WTA), et elle rencontrera l’Américaine Grace Min (166e WTA). Irina Bara (192e WTA) a remporté mardi le premier match des qualifications, suite au retrait de son adversaire française Myrtille Georges (223e WTA). Elle jouera au second tour contre une autre Américaine, Bernarda Pera (146 WTA). Deux autres Roumaines ont été éliminées au premier tour : Alexandra Cadanţu (162e WTA) et Patricia Ţig (129e WTA). Trois autres joueuses de Roumanie figurent au tableau principal de l’US Open : Simona Halep (2e du monde), Sorana Carstea (53e WTA) et Ana Bogdan (127e WTA). Le tournoi démarre le 28 août.

Football – Le club champion de Roumanie, Viitorul Constanta (sud-est), dispute aujourd’hui en déplacement le match retour du barrage de qualification dans les groupes de la Ligue Europa contre les Autrichiens de Red Bull Salzbourg. Lors du match aller, Viitorul s’est incliné à domicile 1 à 3. Mercredi soir, le vice-champion FCSB (ancien Steaua Bucarest) a raté la qualification dans le 2e tour des play-offs comptant pour les groupes de la Ligue des Champions, suite à sa défaite sévère, à domicile, 1 à 5, devant l’équipe portugaise Sporting Lisbonne. Le match aller entre les deux équipes s’était terminé sur un score nul 0-0.

Météo – En Roumanie, le temps est généralement beau. Le ciel est variable dans le nord, le centre et l’est, où des pluies faibles sont signalées. Dans le reste du territoire, le ciel est plutôt dégagé. Le vent est faible à modéré, plus intense en montagne. Les maximales vont de 21 à 31°, avec 23° à Bucarest.

Rumänien engagiert sich in der Bekämpfung der illegalen Migration

Rumänien ist zwar kein Zielland für Migranten aus dem Irak, Syrien, Afghanistan oder Iran, setzt sich aber doch erheblich mit dem Migrationsphänomen auseinander, weil es ein Transitgebiet ist. Nachrichten über Menschen, die versuchen, die rumänische Grenze illegal auf dem Weg nach Westeuropa zu überqueren, erscheinen fast ständig. Es sind in der Regel Gruppen von zehn, zwölf Personen aus Konfliktländern, die von rumänischem Grenzschützern vor allem an der Grenze zu Serbien gefasst werden. Das Phänomen der Migration sei jedoch unter Kontrolle, versicherte kürzlich Innenministerin Carmen Dan.

Allerdings bereitet die Regierung ein Projekt vor, um die Personalbestände an der Grenze im Südwesten zu ergänzen. Gendarmen seien bereits zur Unterstützung der Grenzpolizei in Caras-Severin und Timis im Einsatz. Inzwischen fahren gemeinsame Teams des rumänischen und serbischen Grenzschutzes an der gemeinsamen Grenze Streife, um die illegale Einwanderung und grenzüberschreitende Kriminalität wirksamer zu bekämpfen. Die beiden Länder haben dazu ein Protokoll am Freitag angenommen. Gemeinsame Grenzpatrouillen tragen dazu bei, den Austausch von Informationen zur Verhinderung und Bekämpfung grenzüberschreitender Kriminalität sowie eine wirksame Aufsicht über die Staatsgrenze zu gewährleisten und die Zusammenarbeit zwischen den zuständigen Behörden der Nachbarstaaten zu fördern.

Rumänische Grenzpolizisten sind zur gleichen Zeit zusammen mit ihren Kollegen in Frontex-Missionen im Einsatz. Vor kurzem hat das Streifenboot 1102 der Küstenwache wieder in Rumänien angelegt, nachdem es in der Mission Poseidon C unter der Ägide von Frontex unterwegs war. Beigetragen hat das Boot unter anderem zur Rettung von 700 Migranten, die in kleinen und überfüllten Booten auf der Ägäis unterwegs waren.

Die Crew, bestehend aus 23 Grenzschützern, hat in der Zeit von Januar bis April in Kooperation mit den anderen Verbänden 104 Einsätze zur Aufklärung, Suche und Rettung durchgeführt.

Das Schiff der Küstenwache hat 11.000 Seemeilen zurückgelegt, wobei die Besatzung über 1.400 Boote in ihrem Einsatzgebiet kontrollierte. Nun ist die Ablösung da – ein anderes Streifenboot der rumänischen Küstenwache mit 27 Grenzpolizisten an Bord. Ihr Auftrag lautet, in den nächsten etwa vier Monaten in der Ägäis Aufklärung, Suche und Rettung zu betreiben.

Romania keeps migration in check

Although it is not a preferred destination by migrants from Iraq, Syria, Afghanistan or Iran, Romania is still facing this phenomenon as a transit country. News bulletins are fraught with news about migrants trying to illegally cross the border to various destinations in Western Europe. Groups of 10-12 people usually coming from war-torn countries have consistently been detained by border guards mainly at Romania’s frontier with Serbia.

According to Interior Minister Carmen Dan, the migration phenomenon is in check. The Romanian official has added the government is working on a project to beef up guard personnel in the southwest, where gendarme and border police troops have already been deployed for a better monitoring of the border.

At the same time, under a protocol signed on Friday, joint Romanian-Serbian guard teams are patrolling the common border in a bid to contain illegal migration and cross-border crime. Joint patrols are thus contributing to intelligence exchange that could be instrumental in the prevention and combating of cross-border crime, in having an effective surveillance system at the state border and supporting cooperation between the relevant authorities of the neighbouring countries in implementing a legal regime at the state border.

Border guards from Romania have also joined their foreign counterparts on Frontex missions. Coast Guard patrol ship 1102 has recently returned from the Frontex mission Poseidon C, where it contributed to the rescue of 700 migrants who found themselves in danger after trying to cross the Aegean Sea in small, overcrowded boats.

Between January and April this year the ship’s crew made up of 23 border policemen participated in 104 patrol, search & save missions together with the other participant ships.

Ship 1102 has covered no less than 11 thousand maritime miles and has monitored 14 hundred ships crossing the sector. It has been replaced by another Coast Guard vessel whose 27-strong crew will be carrying out individual patrol, search & rescue missions in the Aegean for the next four months. (Translated by D. BUKAREST: Der Bukarester römisch-katolische Erzbischof Ioan Robu hat erklärt, dass es fast sicher steht, dass Papst Franziskus nächstes Jahr ein Rumänienbesuch unternehmen soll. Dabei soll auch die Beatifizierungszeremonie von sieben griechisch-orthodoxen Bischöfen, Märtyrer, die währen des kommunistischen Regimes umgebracht wurden, stattfinden. Ioan Robu präzisierte, dass der Papst von der Konferenz der katholischen Bischöfe, von der Präsidentschaft und von der Patriarchenkirche nach Rumänien eingeladen wurde. Im Mai 1999 unternahm der damalige Papst Johann Paul II. einen Bukarestbesuch. Somit war dieser der erste Besuch eines Papstes in einem mehrheitlich orthodoxen Land seit dem Morgenländischen Schisma.

BUKAREST: Vier Personen von der Führung einiger Niederlassungen der rumänischen Nationale Eisenbahngesellschaft für Warentransporte, darunter der ehemalige Generalleiter Mihuţ Crăciun sind in Untersuchungshaft gebracht worden. In diesem Fall geht es um den Verkauf von Eisenbahnwagen zur Altmetallverwertung zu unterbewerteten Preisen. Weitere sechs Angeklagte stehen unter Hausarrest. Für neun der Angeklagten wurde die richterliche Kontrolle auferlegt. Die Angeklagten werden der Gründung einer organisierten Verbrechergruppierung, Veruntreuung mit besonders schwerwiegenden Folgen, Urkundenfälschung und Verwendung von gefälschten Unterlagen beschuldigt. Laut den Ermittlern hätten diese im Jahr 2016 den Verkauf von 2.500 Eisenbahnwagen durch die Nationale Eisenbahngesellschaft für Warentransporte an der Warenbörse zu unterbewerteten Preisen veranlasst. Der Schaden wird in diesem Korruptionsfall auf 6,3 Millionen Euro geschätzt.

MADRID: Rumänien und Spanien sind der Ansicht, dass sie Kohäsions-Politik und die gemeinsame Agrar-Politik wesentliche strategische Elemente für die Entwicklung der EU sind. Diese müssen auch im nächsten mehrjährigen Finanzrahmen behalten werden. Das hat die rumänische Ministerin für europäische Angelegenheiten Ana Birchall in Madrid erklärt. Am Freitag ging ihr zweitägiger Besuch in der spanischen Haupstadt zu Ende. Die Ministerin führte Gespräche über die Zukunft der EU, die Asyl-und Migrations-Politik und den zukünftigen mehrjährigen Haushaltsrahmen mit mehreren spanischen Amtsträger. Ana Birchall beteuerte die Bereitschaft Rumäniens aktiv an den Debatten betreffend die Zukunft die EU teilzunehmen.

Die rumänischen Grenzpolizisten sind nach einem viermonatigen internationalen Einsatz in der Ägäis unter der Schirmherrschaft von FRONTEX zurück in die Heimat gekehrt. Die 23 rumänischen Polizisten führten über 100 Missionen aus und retteten individuell oder in Zusammenarbeit mit den Besatzungen der Schiffe anderer EU-Mitgliedsstaaten 704 Flüchlinge — Kinder, Frauen und Männer — die sich auf Schlauchbooten in der Ägäis befanden. Infolge der Verpflichtungen Rumäniens zu den europäischen Bewältigungsbemühungen des Einwandererzzuflusses durch Griechenland beizutragen, entsandte die Rumänische Grenzpolizei für den Zeitraum 28. April — 3. September in den Einsatzbereich von FRONTEX in Griechenland ein weiteres Überwachungsboot mit einer Besatzung von 27 Grenzpolizisten.
