Investiture vote on the new government in Parliament

For the first time in 30 years of post-Communist democracy, Romania has a national Liberal government. On Monday evening, gathering for a common session, Romania’s two-chamber Parliament voted for the investiture of a new government headed by the leader of the National Liberal Party- PNL, Ludovic Orban. The vote was expected with anxiety, given that nobody could know for sure if Ludovic Orban managed to gather the necessary 233 votes, that is half plus one of the total number of senators and deputies, which the new government needed to pass.

There were eventually 240 votes, in the context in which the Liberals hold only about 20% of the number of votes in Parliament. The most numerous group, the Social Democratic Party and its splinter group Pro Romania boycotted the vote. Voting for the investiture of the new government were the representatives of the Save Romania Union, the People’s Movement Party, the Democratic Union of Ethnic Hungarians in Romania, the Alliance of Liberals and Democrats, of the national minorities group as well as several MPs from Pro Romania party who disregarded the order of the their leader, the former Social Democratic PM Victor Ponta, not to vote.

Thus, a Liberal government will take over from the Social Democratic government headed by Viorica Dancila, dismissed on October 10 through a motion of no confidence. The motion was initiated by the Liberals and signed by MPs from the entire political spectrum. The signatories to the motion had labeled Dancila’s government as the most toxic government of the past 30 years and stated that, after its dismissal, they would adopt a responsible governing program focused on the country’s development and modernization and on the prosperity of each and every Romanian.

The emergencies of the new government are: managing the November presidential election in Romania and abroad, designating an acceptable candidate for the position of European Commissioner, a last budget adjustment for 2019 as well as the drafting of the 2020 budget. In comparison with the numerous Social Democratic government, the Liberals opted for a government formula consisting of 16 ministries.

Among the new ministers are personalities whose competence has been recognized by their very adversaries, namely the lawyer Catalin Predoiu who will take the justice minister seat, the diplomat Bogdan Aurescu who will be foreign minister and general Nicolae Ciuca who will serve as defense minister. The new government will also include ministers who received a negative vote in the special parliamentary committees such as Ion Ştefan, at the public works ministry, Violeta Alexandru, at the labor ministry and Florin Cîţu at the public finance ministry.

In a best case scenario, this composite team will govern Romania for one year, until the scheduled parliamentary elections in the fall of 2020. However, this government is very fragile, given that the small groups that voted for its investment have their own agendas and requirements, often diverging, and any motion of no confidence could pass quite easily, analysts say. Am Montag stimmt das rumänische Parlament über die vom designierten Premierminister Ludovic Orban vorgeschlagene liberale Regierung ab. 233 Ja-Stimmen sind erforderlich, damit die neue Regierung ihr Amt antreten kann. Um sich dieses Ergebnis zu sichern, hat Orban politische Vereinbarungen mit der Union Rettet Rumänien, dem Ungarnverband, der Partei der Volksbewegung, der Allianz der Liberalen und Demokraten und der Gruppe der ethnischen Minderheiten abgeschlossen. Die Sozialdemokratische Partei und die Partei Pro Rumänien haben bereits angekündigt, an der Abstimmung nicht teilzunehmen. Das Orban Kabinett würde die sozialdemokratische Regierung von Viorica Dancila ersetzen, die nach einem Misstrauensvotum abgesetzt wurde. Ludovic Orban hat eine Regierung mit weniger Ministerien vorgeschlagen und die Ernennung des rumänischen EU-Kommissars bzw. Kommissarin, die Anpassung des diesjährigen Haushalts sowie die Aufstellung des Haushaltes für das nächste Jahr zu seinen Prioritäten erklärt.

Die zweite Runde der Kommunalwahlen findet heute in der benachbarten Republik Moldau statt, einer ehemaligen Sowjetrepublik mit mehrheitlich rumänischsprachigen Bevölkerung. Die erste Runde fand am 20. Oktober statt, eine zweite erwies sich in 384 Gemeinden als nötig. Heute wird auch der Bürgermeister der Hauptstadt Chisinau gewählt, dabei konfrontieren sich der sozialistische Kandidat Ion Ceban mit dem amtierenden Innenminister Andrei Nastase. Nastase hatte bereit einmal die Wahlen für das Bürgermeisteramt der moldauischen Hauptstadt gewonnen, die wurden jedoch annulliert. Die Sozialistische Partei, die dem Präsidenten der Republik Igor Dodon nahe steht, hat 180 Kandidaten im Rennen, die Demokratische Partei, die bis Juni an der Macht war, 175 Kandidaten, während der ACUM-Block, der derzeit in einer Koalition mit den Sozialisten an der Macht ist, 167 Kandidaten stellt. 85 der Kandidaten in der zweiten Runde sind Unabhängige.

Bergleute aus zwei Bergwerken im Jiu-Tal, im Westen Zentralrumäniens, setzen am 7. Tag in Folge, ihren Protest fort. Rund 100 Menschen haben sich unter Tage verbarrikadierten. Die Bergleute, die ihre Arbeitsplätze Anfang nächsten Jahres verlieren könnten, fordern Sozialschutz nach der Entlassung. Sie drohen mit Hungerstreik, wenn ihre Forderungen nicht berücksichtigt werden. Desgleichen haben sie die Anwesenheit der scheidenden Premierministerin Viorica Dancila gefordert. Der Prozess zur Schlie‎ßung der beiden Minen begann Ende 2017.

Die Fregatte König Ferdinand der rumänischen Marine, die von einem Puma-Hubschrauber unterstützt wird und über eine spezielle Marineeinheit verfügt, nimmt an der NATO-Übung Sea Guardian im Mittelmeer teil. Das rumänische Schiff führt Missionen durch, um illegale Aktivitäten an der Südflanke der NATO und der EU abzuschrecken.

Die 24. Ausgabe der internationalen Messe Indagra ist heute in Bukarest zu Ende gegangen. Diese ist die grö‎ßte Landwirtschaftsmesse in Rumänien. In diesem Jahr waren 550 Aussteller aus 25 Ländern vertreten. Während der Messe fanden Konferenzen und Seminare zu Themen wie innovationsorientierten Entwicklung der Landwirtschaft, Förderung rumänischer Produkte auf dem nationalen und internationalen Markt und Zugang rumänischer Produzenten zu europäischen Mitteln statt.

Die Übernachtungen in den ersten neun Monaten dieses Jahres in rumänischen Tourismus beliefen sich auf 10,449 Mio. Euro, ein Plus von 4,4 % gegenüber dem gleichen Zeitraum des Vorjahres, so die am Freitag vom Nationalen Institut für Statistik veröffentlichten Daten. Der gleiche Bericht zeigt, dass 78 % der Übernachtungen auf rumänische Touristen entfielen. Von den ausländischen Touristen kamen rund 74 % aus Europa, die Mehrheit aus der Europäischen Union.

Government. On Monday, the Romanian Parliament
will hold a vote on the Liberal government proposed by the prime minister
designate Ludovic Orban. 233 yes votes are needed for the new government to
take office. To secure this outcome, Orban has concluded political agreements
and deals with the Save Romania Union, the Democratic Union of Ethnic
Hungarians in Romania, the People’s Movement Party, the Alliance of Liberals
and Democrats and the group of ethnic minorities. The Social Democratic Party
and the Pro Romania party both said their members would be absent from the
vote. Orban’s cabinet would replace Viorica Dancila’s Social Democratic
government which was brought down following a no-confidence vote. Ludovic Orban
has proposed a government with fewer ministries whose priorities include
picking Romania’s candidate for the position of EU commissioner, the final
budget adjustment this year and the budget for next year.

Forests. Environmental NGOs are today holding rallies in Bucharest and
other cities across Romania such as Cluj Napoca, in the north-west, Iasi, in
the north-east, Brasov, in the centre, and Constanta, in the south-east.
Protesters warn about the scale of illegal logging in Romania and the violence perpetrated
against forest rangers. Illegal logging leads to deforestation, facilitates
disastrous flooding and exposes local communities to extreme climate phenomena.
Environmentalists call for the satellite-based monitoring of Romania’s forests,
the creation of an electronic registry at timber warehouses, the obligatory
installation of a GPS on all wood transportation vehicles and of traffic surveillance
cameras at key locations near timber factories and timber warehouses.

Republic of Moldova. The second round of local elections is taking place
today in the neighbouring Republic of Moldova, an ex-Soviet state with a
majority Romanian-speaking population. The first round was held on the 20th
of October and a second was needed in 384 municipalities. The biggest prize of
these elections is the position of mayor of the capital Chisinau, where the
Socialist candidate Ion Ceban is facing the incumbent interior minister Andrei
Nastase, the winner of last year’s elections whose result was, however,
declared illegal. The Party of Socialists, which is close to the president of
the republic Igor Dodon, has the largest number of candidates in the second
round, namely 180. The Democratic Party, which was in power until June, has 175
candidates, while the ACUM Bloc, currently in power in a coalition with the
Socialists, has 167 candidates. 85 of the candidates in the second round are
independents.

NATO exercise. The Romanian navy’s King
Ferdinand frigate, backed by a Puma Naval helicopter and with a special operations
naval forces unit on board, is taking part in the Sea Guardian NATO exercise
under way in the Mediterranean Sea. The Romanian vessel is carrying out
missions aimed at deterring illegal activities on the NATO and EU southern
flank coordinated by the NATO Allied Maritime Command. It will stop in the
Haifa port in Israel and in Limassol, in Cyprus, for recovery and naval
diplomacy, visits and talks with local civilian and military officials. The
vessel’s first stopover was the Aksaz port in southern Turkey before joining
the frigate Navarinon from Greece and the frigate Verni
from Bulgaria.

Fair. The 24th
edition of the Indagra international fair comes to an end today in Bucharest.
This is the biggest fair for products and equipment related to agriculture,
wine-making and animal breeding in Romania. This year, it has brought together
550 exhibitors from 25 countries. Conference and seminars were held during the
fair on topics such as the innovation-based development of agriculture in
Romania, promoting Romanian products on the domestic and international market
and the access of Romanian producers to European funds. Food and wine tasting
events were also held.

Tourism. More than 10 million people were registered
in tourist facilities in Romania in the first nine months of the year,
according to the latest figures published by the National Institute for
Statistics. This points to a 4.4% increase compared with the same period last
year. 80% of the number of tourists were Romanians. With regard to foreign
tourists, most of them came from Germany, Israel, Italy, the US, Hungary,
France and Britain. The places attracting the largest number of tourists were
Bucharest, the Black Sea port of Constanta, Brasov (in the centre), Cluj (in
the north-west), Mures (in the centre) and Prahova (in the south).

Handball. The Romanian women’s handball vicechampions
CSM Bucharest are today facing the Polish side MKS Perla Lublin away in a 4th
round match as part of the Champions League Group B. The three best-ranked
sides in each group will advance to the next round. In the men’s competition,
the Romanian title holders Dinamo Bucharest will be playing against the Swiss
side Kadetten Schaffhausen in Group D in a home match taking place on the 6th
of November. We recall that SCM Ramnicu Valcea, the Romanian women’s handball
champions, narrowly lost to the Montenegrin side Buducnost
Podgorica 21-20 in a Champions League Group C match on Friday.

Die Rumänen in der Republik Moldau werden in 27 Wahllokale wählen können, 12 davon in der Landeshauptstadt Chisinau. Erstmalig können die Rumänen im Ausland für jeden Wahlgang an drei darauffolgenden Tagen ihre Stimme abgeben. Die Auslandsrumänen, die sich für eine Online-Wahl entschieden haben, können ihre Stimme auch per Briefwahl abgeben.

Am Montag wird voraussichtlich über die neue liberale Regierung abgestimmt

Die rumänischen Abgeordneten und Senatoren werden voraussichtlich am Montag über die neue liberale Regierung abstimmen, welche die Geschicke Rumänien bis zu den Parlamentswahlen fuhren wird. Nach zweitägigen Anhörungen in den Sonderausschüssen des Parlaments am Dienstag und Mittwoch haben von den 16 designierten Kandidaten lediglich 13 eine positives Ergebnis erhalten, während 3 abgelehnt wurden. Die 3 abgelehnten Kandidaten sollten die Ministerien für Finanzen, Arbeit und Entwicklung leiten, d.h. die Ministerien, die den Haushalt des Landes verwalten müssen, genauer gesagt große Geldbeträge, die für die Entwicklung Rumäniens notwendig sind. Der designierte liberale Ministerprasident und Premierminister Ludovic Orban erklärte, er sei mit den von ihm unterbreiteten Vorschlägen zufrieden und kündigte an, dass er seine Vorschläge für die Abstimmung am Montag im Parlament beibehalten werde.

Ludovic Orban: Ich bin sehr zufrieden mit der Leistung der von der Nationalliberalen Partei ernannten Kandidaten. Sie haben die Erwartungen erfüllt, und ich muss betonen, dass es, wie nie zuvor, ein dreistündiges Interview gab, bei dem den Kandidaten Dutzende von Fragen von Abgeordneten gestellt wurden.

Die Abstimmung in den Sonderausschüssen des Parlaments ist beratend. Dennoch erinnerte der Sprecher der Abgeordnetenkammer, der Sozialdemokrat Marcel Ciolacu, an eine ungeschriebene Regel, nach der die Kandidaten, die in den Ausschüssen kein grünes Licht erhalten, in der Regel vom designierten Premierminister ersetzt werden. Ihm zufolge könnte zu gegebener Zeit eine neue Runde von Anhörungen stattfinden, um den ursprünglich festgelegten Abstimmungsplan einzuhalten.

Marcel Ciolacu: Wenn der designierte Premierminister bereit ist, sind sowohl ich als auch der Vorsitzende des Senats, Herr Teodor Melescanu, offen für eine neue Anhörungsrunde, um die Abstimmungsfrist vom 4. November, 14.00 Uhr, einhalten zu können.

Das Kabinett Ludovic Orbans, das die sozialdemokratische Regierung unter der Leitung von Viorica Dancila ersetzen soll, welche durch einen Misstrauensantrag entlassen wurde, benötigt mindestens 233 Stimmen im Parlament, um bestätigt zu werden. In diesem Sinne hat der designierte Premierminister Ludovic Orban Anfang dieser Woche Abkommen und politische Vereinbarungen mit der Union Rettet Rumanien, dem Ungarnverband in Rumänien, der Partei der Volksbewegung, der Allianz der Liberalen und Demokraten und der nationalen Minderheiten unterzeichnet.

Im Gegenzug sagte die Partei Pro Rumanien, eine Splittergruppe der Sozialdemokratischen Partei PSD, sie würden noch beraten, ob sie für die neue Regierung stimmen oder nicht, während die PSD erklärte, sie werde nicht an der Abstimmung der Plenarsitzung am Montag teilnehmen. Daher stellt sich die Frage, ob das erforderliche Quorum für die liberale Regierung zu Stande kommen wird. Deshalb sagte Ludovic Orban, dass die Verhandlungen mit den Abgeordneten bis Anfang nächster Woche fortgesetzt würden, um sicherzustellen, dass die Abgeordneten an der Plenarsitzung am Montag auch teilnehmen.

Proposals for ministers after interviews

The Romanian MPs and senators are expected to vote on Monday on the new Liberal government designated to govern Romania until legislative elections are held. After two days of hearings in Parliament’s special committees, on Tuesday and Wednesday, of the 16 candidates proposed by the PM designate Ludovic Orban only 13 have received a favorable vote, while 3 have been rejected. The 3 rejected candidates were to lead the ministries of finance, labor and development, that is those ministries that have to manage the country’s budget, more precisely big amounts of money necessary for Romania’s development. The Liberal leader and PM designate Ludovic Orban stated that he was satisfied with the proposals he made and announced he would maintain his proposals for Monday’s vote in Parliament.

Ludovic Orban: “I am very content with the performance of the candidates appointed by the National Liberal Party. They have lived up to expectations, and I must underline that there has been a marathon 3-hour interview as never before, when the candidates were asked tens of questions by MPs.”

The vote of the special parliamentary committees is advisory. Nevertheless, the speaker of the Chamber of Deputies, Social Democrat Marcel Ciolacu, reminded of an unwritten rule according to which the candidates that do not get the green light in the committees are generally replaced by the PM designate. According to him, a new round of hearings might be held in due time, to observe the voting schedule established initially.

Marcel Ciolacu: “If the PM designate is willing to do that, both I and the speaker of the Senate, Mr. Teodor Melescanu, are open to hold a new round of hearings to be able to observe the voting deadline of November 4, 2 p.m.”

Ludovic Orban’s cabinet, which is to replace the Social Democratic government headed by Viorica Dancila, dismissed through a motion of no confidence, needs at least 233 votes in Parliament to be endorsed. In this sense, the PM designate Ludovic Orban has signed early this week accords and political agreements with the Save Romania Union party, the Democratic Union of Ethnic Hungarians’ in Romania, the People’s Movement Party, the Alliance of Liberals and Democrats and the national minorities group.

In exchange, Pro Romania, a splinter group from the Social Democratic Party PSD, said they were to decide whether to vote or not for the new government, while the PSD stated they would not participate in Monday’s plenary meeting vote. Therefore, the question is whether there will be the necessary quorum for the Liberal government to pass. Gouvernement – En Roumanie, le premier ministre désigné, le libéral Ludovic Orban, a signé des accords avec plusieurs partis politiques représentés au parlement, qui devraient assurer à son équipe gouvernementale le soutien nécessaire à l’occasion du vote d’investiture, programmé le lundi 4 novembre. Pour être investi, le nouvel Exécutif doit recueillir un minimum de 233 voix au plénum du Législatif. Les commissions parlementaires spécialisées, dont l’avis est consultatif, auditionnent, aujourd’hui et demain, les candidats aux portefeuilles ministériels. Le gouvernement libéral de Ludovic Orban devrait succéder à celui social-démocrate de Viorica Dăncilă, démis le 10 octobre dernier, suite à une motion de censure.

Protestations – Plus de 100 mineurs des exploitations carbonifères de Paroşeni et d’Uricani, dans la Vallée du Jiu (centre-ouest de la Roumanie), continuent, pour la deuxième journée de suite, leur mouvement de protestation souterraine, pour réclamer des solutions compensatoires pour ceux qui seront limogés au début de l’année prochaine. Un programme de fermeture et d’écologisation est appliqué aux mines de Paroşeni et d’Uricani depuis décembre 2017. En 2018 et 2019, les gisements de charbon ont fait l’objet de travaux de sécurisation et de drainage de l’eau des galeries souterraines. La principale installation de ventilation devrait s’arrêter de fonctionner en 2020, pour passer ensuite à la fermeture des rampes des puits de mine et des connexions des installations souterraines avec celles en surface.

Vieillissement – Le phénomène de vieillissement de la population s’est accentué en Roumanie, où, le 31 juillet dernier, le nombre des habitants âges de 65 ans et plus dépassait de 471.000 celui des personnes âgées de 0 à14 ans, par rapport aux chiffres enregistrés à la même date de l’année dernière, informe l’Institut national de la statistique. Compte tenu du domicile, la population de la Roumanie était de 22,155 millions de personnes au 1er juillet 2019, 0,1% de moins par rapport au 1er juillet 2018. La population urbaine et celle de sexe féminin sont majoritaires, représentant 56,4% et respectivement 51,2% du total.

Tennis – En tennis, la joueuse japonaise Naomi Osaka, numéro 3 mondial, a déclaré forfait au Tournoi des Championnes de Shenzhen (en Chine), à cause d’une blessure à l’épaule. Elle sera remplacée, dans le Groupe Rouge, par la Néerlandaise Kiki Bertens, numéro 10 mondial, qui affronte aujourd’hui l’Australienne Ashleigh Barty (n° 1 WTA). Dans l’autre du match du jour, la Tchèque Petra Kvitova (6WTA) rencontre la Suissesse Belinda Bencic (n°7 WTA). Météo – Côté météo, une alerte de mauvais temps concerne la Roumanie à partir de cet après-midi et jusqu’à vendredi matin. Les températures chuteront fortement à commencer par l’ouest, le centre, le nord et le nord-ouest du pays, pour s’étendre ensuite à tout le territoire. Les pluies et les chutes de neige seront signalées dans la plupart des régions. Une couche de neige se formera dans les Carpates orientales et méridionales. Le vent amplifiera la sensation de froid. Les maximales d’aujourd’hui se situent entre 8 et 21°, avec 13° à Bucarest, à midi.

Accords politiques pour un nouveau gouvernement

Les
commissions spécialisées du législatif roumain ont démarré ce mardi l’audition
des candidats aux fonctions de ministres du gouvernement monocolore proposé par
le premier ministre désigné, le libéral Ludovic Orban. S’étendant sur deux
jours, les auditions seront suivies par le vote d’investiture du plénum du
Législatif, prévu pour ce lundi le 4 novembre.

Le premier candidat à répondre
aux questions des sénateurs et députés membres des commissions parlementaires a
été celui nominé au poste de ministre des Fonds européens. Mardi également, au
programme des auditions figurent aussi les candidats aux portefeuilles de la
Santé, de la Culture et de la Défense. L’intérêt
pour l’audition du candidat aux fonctions de ministre des Finances est majeur, étant
donné les rumeurs apparues dernièrement sur l’introduction imminente par le
gouvernement libéral de mesures sévères d’austérité : baisse des salaires
et licenciements collectifs dans le secteur public.

Entre temps, le premier
ministre désigné, Ludovic Orban est convaincu que son exécutif bénéficiera de l’appui
nécessaire au Parlement, après la signature, justement, d’accords politiques
avec plusieurs partis parlementaires. Le cabinet libéral devrait obtenir ainsi
les 233 votes nécessaires pour remplacer le gouvernement social-démocrate de
Viorica Dancila, destitué ce 10 octobre par motion de censure. Après avoir
signé des accords avec l’Union Sauvez la Roumanie, l’Union démocrate magyare de
Roumanie, le Parti du mouvement populaire, l’Alliance des libéraux et des
démocrates, ainsi qu’avec les minorités nationales, Ludovic Orban a précisé que : « Nous
avons dépassé le cible de 233 élus nationaux à soutenir l’investiture du
gouvernement. Certes, les négociations se poursuivent parce que nous voulons obtenir
une certaine marge, en cas d’absence inattendue de sénateurs et députés à la
réunion du Législatif » a déclaré Ludovic Orban.

Aux
termes de l’accord politique entre le Parti national libéral et l’Union Sauvez
la Roumanie, les deux partis s’engagent, entre autres, à soutenir l’adoption de
l’initiative citoyenne de l’Union Sauvez la Roumanie qui vise à interdire la nomination
dans des fonctions publiques de
personnes ayant de démêlées avec la Justice. Un retour à l’élection des maires
suite à deux tours de scrutin est également prévu dans l’accord entre les deux
partis. Par ailleurs, le Parti national libéral a promis à l’Union démocrate
magyare de ne pas adopter des décrets d’urgence ni dans le domaine de la Justice,
ni dans celui du système électoral. L’Alliance des libéraux et des démocrates
souhaite que la législation relative à la Justice soit modifiée uniquement par
débat au Parlement et que le nouveau gouvernement interdise la migration des
élus nationaux et locaux.

Enfin, le Parti du mouvement populaire exige en
échange de son appui au gouvernement libéral l’élimination des pensions de
retraite des dignitaires, à l’exception des militaires et la relance d’une relation particulièrement serrée avec la République
de Moldova. Enfin, le parti Pro România, formé surtout d’anciens membres du PSD
attend jusqu’à la fin de l’audition des candidats aux fauteuils ministériels
pour annoncer s’il participe, oui ou non, au vote d’investiture. Pour sa part,
le PSD promet de ne pas transformer l’audition des éventuels ministres libéraux
en une vendetta politique, mais annonce que se élus nationaux ne
participeraient pas à la réunion plénière du Parlement.

En l’absence d’un
quorum, la réunion des deux chambres du Parlement sera suspendue et le gouvernement
automatiquement rejeté. L’avis des commissions spécialisées a un caractère
purement consultatif et une décision finale au sujet du gouvernement dirigé par
Ludovic Orban sera prise le 4 novembre.

CABINET Romania’s Prime Minister-designate, Ludovic Orban is expected to
formally present today a list of candidates for the positions of ministers and
the ruling programme after their validation in a session of the National
Liberal Party PNL. The Liberals may not muster the necessary majority for the
investiture vote after the first round of talks with the Pro Romania party, led
by Romania’s former Prime Minister Victor Ponta, ended in a deadlock yesterday.
The cabinet cannot rely on support from the People’s Movement Party as the PMP do
not agree with the Prime Minister’s decision to forge a single-color cabinet.
On the other hand the USR and ALDE have announced they have reached a political
agreement with the Liberals. The Democratic Union of Ethnic Hungarians in
Romania (UDMR) says that the cabinet stands good chances to get the investiture
vote while the representatives of the national minorities have announced their
support for a PNL government. Prime Minister Orban has also voiced optimism saying
that he hopes to convince the other undecided MPs. We recall that the National
Liberal Party rallied support from the other political parties in opposition to
bring down the PSD government led by Viorica Dancila on October 10th.

EPPO
A decision to appoint Laura Codruta Kovesi, Romania’s former anti-corruption chief
prosecutor as head of the future European Public Prosecutor’s Office (EPPO) was
signed by European Parliament President David Sassoli and by the Finnish
Minister for European Affairs Tytti Tuppurainen on Wednesday. The idea for
setting up the aforementioned institution has been launched and promoted by
another Romanian, former minister and MEP, Monica Macovei. The EPPO is expected
to become operational at the end 2020 as an independent institution in charge
of investigating and prosecuting crimes against the EU budget, such as fraud,
corruption or cross-border fraud. 22 member countries have so far joined the
EPPO. Five other countries like Sweden, Hungary, Poland, Ireland and Denmark
are expected to join any moment now.

NATO
Defence ministers from NATO countries are to convene on Thursday and Friday in
Brussels for talks over key issues for the organization. Before the meeting,
the Alliance’s Secretary General Jens Stoltenberg presented the talks agenda,
which includes NATO latest operations and missions, ways to improve the
training of NATO troops, the progress made in the process of sharing tasks and
the resilience of the alliance’s communication systems. According to the same
sources, the meeting is expected to settle divergences sparked off by the military
operations Turkey launched in northern Syria. NATO hasn’t so far condemned the
military operation Turkey launched on October 9th against the Kurdish
militias in northern Syria, which are allies of the international anti-ISIS coalition.

FOOTBALL Romanian football champion team CFR Cluj tonight faces French
team Rennes in an away fixture counting towards Europa League’s Group E. CFR
Cluj’s record so far includes a 2-1 home win against Lazio Rome and a nil-2
defeat by Scottish opponents Celtic Glasgow. Celtic are at the top of the table
with 4 points, followed by CFR Cluj and Lazio, with 3 points each. Rennes are
fourth-placed, with one point on their record sheet.

Japon – Le chef de l’Etat roumain, Klaus Iohannis, et son épouse Carmen ont participé mardi à Tokyo à la cérémonie du Couronnement de l’Empereur Naruhito. Ce dernier a officiellement proclamé son ascension au trône en présence de plus de 180 dignitaires étrangers. Parmi les invités, le prince Charles, l’héritier de la couronne britannique, le roi Felipe VI d’Espagne et la reine Letizia. Le président Iohannis participe aussi au banquet impérial organisé à cette occasion. Lundi, Klaus Iohannis s’est entretenu à Tokyo avec le premier ministre japonais Shinzo Abe sur le Partenariat stratégique entre la Roumanie et le Japon. 126e monarque japonais, Naruhito a repris ses prorogatifs au 1er mai 2019, suite à la décision de l’empereur Akihito que quitter son trône.

Corruption – La Direction nationale anticorruption de Bucarest s’est saisie suite aux récentes révélations parues dans la presse relatives au leader de l’Union Sauvez la Roumanie, Dan Barna, candidat aux élections présidentielles du mois prochain, ont confirmé des sources judiciaires pour la radio publique roumaine. Les vérifications visent certains projets aux fonds européens déroulées il y a plusieurs années par plusieurs entreprises, dont une qui appartenait à M Barna. Celui-ci a promis de mettre à la disposition des procureurs anticorruption toutes les infos dont il dispose. La semaine dernière le département de lutte antifraude du gouvernement a démarré une série de vérifications visant Dan Barna, que ce dernier a jugé d’actions politiques. Les ennuis avec la Justice n’épargnent non plus la première ministre suspendue, Viorica Dancila, elle aussi candidate à la présidence. L’ancienne directrice de la compagnie aérienne roumaine TAROM, Madalina Mezei, accuse le ministre par intérim des Transports, Razvan Cuc de lui avoir demandé d’annuler des vols de sa compagnie, le 10 octobre dernier afin d’empêcher des sénateurs et députés de voter la motion de censure contre le gouvernement social-démocrate, motion qui a mené à la destitution du cabinet. Madalina Mezei, a été auditionnée en tant que témoin par la Direction nationale anticorruption, alors que pour sa part, Razvan Cuc nie ces accusations.

Gouvernement – Le premier ministre désigné, Ludovic Orban, leader du Parti national libéral, doit rencontrer aujourd’hui et demain les représentants de l’Alliance des libéraux et des démocrates, de l’Union sauvez la Roumanie, du Parti du Mouvement Populaire et de Pro Romania, soit des partis qui ont voté en faveur de la motion de censure qui a renversé le gouvernement de la sociale-démocrate Viorica Dancila. Une première série de consultations politiques a eu lieu la semaine dernière. Selon M Orban, ses interlocuteurs seraient prêts à soutenir un gouvernement libéral. Ludovic Orban a précisé que la liste des propositions de ministres et le programme de gouvernance seraient déposés vendredi, au plus tard, alors que la direction du législatif se réunira lundi prochain pour établir un calendrier d’auditions censé permettre l’investiture du gouvernement mercredi prochain. La Roumanie, a souligné Ludovic Orban a besoin d’urgence d’un gouvernement légitime capable d’exercer pleinement le pouvoir.

Hôtels – 28 hôtels à 5 étoiles fonctionnaient en Roumanie ce 31 juillet, soit 2 de plus par rapport à l’année précédente, selon les chiffres de l’Institut national de la statistique rendus publics ce mardi. La vaste majorité des hôtels de Roumanie, doit 75% étaient pourtant des hôtels à 3 et 4 étoiles. Sur le total de la capacité d’hébergement de la Roumanie, la majorité des places étaient dans des hôtels, suivis par les pensions et les gîtes ruraux ainsi que par les auberges de jeunesse.

Défense – Plus d’un millier de militaires et 9 bâtiments de guerre des Forces navales roumaines et de plusieurs alliés de l’OTAN participent jusqu’au 27 octobre à l’exercice Fall Storm 2019, un des exercices les plus importants déroulés en Roumanie et en Mer Noire. Cet exercice vise à renforcer l’interopérabilité et à perfectionner la capacité de planification et de coordination des forces au niveau multinational et interinstitutionnel. D’ailleurs, l’exercice Fall Storm 19 implique les Forces navales, terrestres et aériennes roumaines.

Foot – Le club de foot champion de Roumanie, CFR Cluj doit affronter jeudi le Stade rennais football clubdans le groupe E de la Ligue Europa. Le CFR a remporté déjà à domicile le match contre les italiens de Lazio Rome sur le score de 2 buts à 1 et perdu la rencontre avec les Ecossais de Celtic Glasgow, sur le score de 2 à 0.

La semaine des négociations décisives

A Bucarest, il est plus
facile de renverser un gouvernement que d’en installer un, c’est la conclusion
des évènements qui ont eu lieu sur la scène politique roumaine ces deux dernières
semaines. Ce 10 octobre, le législatif bicaméral a adopté une motion de censure
déposée par l’opposition libérale contre le cabinet de la sociale-démocrate
Viorica Dancila. Sous le titre, « Afin de reconstruire la Roumanie, le
gouvernement Dancila doit être destitué d’urgence ! » la motion a été
votée par 238 sénateurs et députés. Elle portait déjà la signature d’élus
nationaux de toute couleur politique : du Parti national libéral, de
l’Union Sauvez la Roumanie, du Parti du mouvement populaire, de l’Union
démocrate magyare de Roumanie, de Pro Romania et de l’Alliance des libéraux et
des démocrates. S’y sont ajouté les représentants des minorités nationales, un
indépendant et même certains élus nationaux du PSD. 233 voix favorables étaient nécessaires pour
que la motion soit adoptée et le gouvernement destitué.

De l’avis des
signataires de la motion, l’équipe gouvernementale sociale-démocrate a été le
gouvernement le plus nocif des 30 dernières années. Les initiateurs de la
motion promettaient d’adopter un programme de gouvernance responsable ciblé sur
le développement et la modernisation du pays et censé apporter une véritable
prospérité pour chaque roumain. A l’heure actuelle, les libéraux affirment
avoir élaboré une stratégie visant à mobiliser les élus nationaux qui avaient
voté la motion à soutenir le prochain cabinet.

Le leader du PNL Ludovic Orban, le
premier ministre désigné par le président roumain Klaus Iohannis, a eu des
consultations avec les formations politiques représentées au parlement qui ont
soutenu la motion de censure, en vue de s’assurer le nombre de voix nécessaires
à l’investiture, 233 sur un total de 465. Ce dimanche, Ludovic Orban a affirmé
avoir inclus dans le programme de gouvernance des mesures exigées par les
partis susceptibles de soutenir l’exécutif libéral. Pourtant, il s’agit parfois
de sollicitations génératrices de confusions et de contradictions. L’USR et le
PMP demandent un retour aux élections municipales à deux tours de scrutin, une
proposition rejetée par l’Union démocrate magyare de Roumanie qui tente ainsi
de conserver sa suprématie politique dans de nombreuses localités
transylvaines.

La majorité des forces politiques d’opposition demandent la
suppression de la section spéciale du Parquet général en charge d’enquêter des
infractions réelles ou hypothétiques, commises par les magistrats. C’est une
idée qui ne tient pas au cœur de l’Alliance des libéraux et des démocrates,
ancien partenaire du PSD et membre de plusieurs gouvernements qui ont
constamment essayé de subordonner politiquement les magistrats et de limiter la
lutte contre la corruption. Ce qui plus est, selon la première ministre
roumaine, Viorica Dancila, les sociaux-démocrates voteront contre l’installation
du cabinet Orban.

L’actuel gouvernement Dancila pourrait se transformer en
cabinet par intérim et gouverner jusqu’aux élections présidentielles du mois
prochain. Le futur président pourrait désigner un nouveau premier ministre et
le charger de constituer une majorité au Parlement. Des élections législatives
anticipées sont également possibles si les parlementaires n’accordent leur vote
de confiance à l’investiture du gouvernement dans un délai de 60 jours depuis
la première demande et rejettent deux demandes d’investiture successives.

CORONATION Romanian president Klaus
Iohannis will be attending the coronation ceremony of Japan’s new emperor
Naruhito in Tokyo on Monday and Tuesday. According to the Romanian presidency,
on the sidelines of this event, the Romanian official will be having a series
of bilateral talks. Naruhito will thus become Japan’s 126th emperor
after the decision to abdicate the chrysanthemum throne of his father, the
country’s emperor emeritus, Akihito.

ELECTION Romania’s Permanent Election
Authority (AEP) announced in a communiqué on Sunday that upon suggestions
coming from diplomatic missions and consulates it approved 835 polling stations
abroad for the presidential election in Romania in November. These suggestions
had been conveyed in several stages by the Foreign Ministry in Bucharest and
approved through successive AEP decisions. According to the Foreign Ministry,
the countries with the largest number of polling stations are Spain, Italy,
Germany, Great Britain, France, the USA and the Republic of Moldova. According to the same sources, besides the
polling stations in operation theatres in Afghanistan, a new polling station
will be added this year for the Romanian troops serving in UN peace-keeping missions
in Mali.

HANDBALL Romania’s handball champions Dinamo Bucharest on Sunday
ended in a 26-all draw their away game against Polish side Orlen Wisla Plock in
the Champions League. In the women’s competition, SCM Ramnicu Valcea of Romania
lost their away match 23-19 to Buducnost Podgorica of Montenegro and is
currently ranking third in group C. Vice-champions CSM Bucharest secured a
35-19 home win against Polish side Perla Lublin and are currently topping the
Champions League group B. The first three sides of each group will qualify for
the competition’s next stage.

TALKS Romania’s designated Prime Minister Ludovic Orban will be
holding talks with representatives of civil society and state institutions on Monday
and Tuesday. Orban is expected to have a second round of talks with political
parties in the next two days to get support for the new cabinet to be sworn in.
The Prime Minister has already held a round of political talks. In order to be
sworn in the new cabinet needs 233 votes out of a total 465. On Sunday Orban
and several high-ranking members of his party came up with a strategy meant to
enable the new cabinet to commence activity as soon as possible. After the
meeting Orban said he hoped to be able to present the new cabinet in the next
four-five days. We recall that the PSD minority government led by Viorica
Dancila was sacked through a no-confidence vote.

BREXIT The EU ambassadors who convened in Brussels on Sunday have
been briefed upon the letters sent in by British Prime Minister Boris Johnson
and have decided to carry on the ratification procedures negotiated last week
and approved by the European Council. We recall that after the House of Commons
had postponed their endorsement of the agreement, the British Prime Minister
was forced to call for a delay to Brexit. Prime Minister Johnson sent three
letters to the EU officials. The first one contained a legally mandated request
for a three-month delay to Brexit, which Johnson didn’t sign. It was followed
by a letter from Britain’s ambassador to the EU, which explained the point of
the first letter. And in the third letter the British premier explained that he
didn’t want an extension but he was forced by the law to ask for one. According
to our correspondent in Brussels, European leaders are to make a decision after
the situation in the British Parliament has clarified. For the time being, the
ambassadors decided to send the Brexit agreement to the European Legislature
for approval.

Der designierte Premierminister Rumäniens und Vorsitzende der National-Liberalen Partei PNL, Ludovic Orban, hat für Montag und Dienstag Gespräche mit Vertretern der Zivilgesellschaft und Vertretern staatlicher Institutionen sowie für Mittwoch und Donnerstag neue Verhandlungen mit politischen Parteien geplant, um Unterstützung für die Bestätigung seines Regierungskabinetts zu erhalten. Orban hat bereits eine erste Runde politischer Konsultationen durchgeführt. Der designierte Premierminister diskutierte mit Vertretern der Parteien, die das Misstrauensvotum gegen die sozialdemokratische Regierung unterstützt haben, um genügend Stimmen für ein neues Kabinett zu erhalten. Für die Validierung benötigt das Kabinett die Stimmen von 233 von insgesamt 465 Parlamentariern. Ludovic Orban sagte am Samstag, dass das Ziel der National-Liberalen Partei PNL darin besteht, so schnell wie möglich eine legitime Regierung einzusetzen, die dringende Probleme lösen muss. Es wird erwartet, dass Ludovic Orban bis Ende der Woche im Parlament die Liste der Minister und das Regierungsprogramm vorlegt. Die Soziademokraten von der PSD sollen laut eigenen Angaben bei der Abstimmung nicht im Parlament anwesend sein, damit das notwendige Quorum nicht erreicht wird. Die von der sozialdemokratischen Premierministerin Viorica Dancila geführte PSD-Minderheitsregierung wurde durch einen Misstrauensantrag entlassen.

Die Botschafter der EU-Mitgliedstaaten, die am Sonntag in Brüssel zusammengekommen sind, haben das vom britischen Premierminister Boris Johnson gesandte Briefpaket zur Kenntnis genommen und beschlossen, das Verfahren zur Ratifizierung des in der vergangenen Woche ausgehandelten und vom Europäischen Rat gebilligten Brexit-Abkommens fortzusetzen. Der britische Premierminister Boris Johnson mu‎ßte die Europäische Union um eine Verschiebung des Brexit bitten, nachdem das Unterhaus in London die Abstimmung über die Genehmigung des Abkommens am Samstag verschoben hatte. Johnson sandte drei Schreiben an die EU-Verantwortlichen: Ein nicht unterzeichnetes Schreiben mit dem Antrag auf Vertagung, ein zweites, unterzeichnetes Schreiben mit der Erklärung, dass der Premierminister sich gegen eine Vertagung ausspricht, und ein drittes Schreiben vom Botschafter Gro‎ßbritanniens bei der Europäischen Union, in dem der britische Botschafter erklärte, dass der Premierminister die Vertagung nur deshalb beantragt habe, weil das Gesetz ihn dazu verpflichtet. Nach Angaben des Radio Rumänien Korrespondenten in Brüssel wird die Entscheidung der europäischen Staats- und Regierungschefs über die zu ergreifenden Ma‎ßnahmen getroffen, nachdem die Situation im britischen Parlament geklärt ist. Vorerst haben die Botschafter beschlossen, die Brexit-Vereinbarung zur Genehmigung an das Europäische Parlament zu schicken.

Negotiations for the formation of a new government

The Romanian President Klaus Iohannis has designated the leader of the National Liberal Party — PNL, Ludovic Orban, to form a new government after consultations with the parliamentary parties, following the dismissal of the Dancila cabinet through a motion of no confidence. Ludovic Orban has had consultations with the parliamentary parties (the Alliance of Liberals and Democrats, the Democratic Union of Ethnic Hungarians in Romania, Pro Romania, the People’s Movement Party and Save Romania Union) that backed the motion in order to ensure the number of votes necessary for the investment of the new government, that is 233 of the total of 465 votes. The representatives of the national minorities announced their support for the future cabinet. So far, the idea of a Liberal government has been gaining ground. Ludovic Orban needs to present, by next week, the structure of the new cabinet and the names of the candidates that will take ministerial seats. The Social Democrats have announced they will not go in Parliament to ensure the quorum at the vote on the new government.

On October 10 Parliament passed a motion of no confidence against the Social Democratic government headed by Viorica Dancila who said that her government was leaving with their duty accomplished. She called on the President, whom she considers the mastermind of the government dismissal, to urgently appoint a capable government. The leader of the National Liberal Party, which initiated the motion, pointed out that Romania needed serious projects and a government that should prove fairness. The political battle of these days is even fiercer as the presidential election will be held next month and both the incumbent president Klaus Iohannis and the outgoing prime minister are running in the race.

Brexit agreement

The leaders of the 27 EU member countries, among whom President Klaus Iohannis, approved, on Thursday evening, in Brussels, the new Brexit deal and have invited the EC, the EP and the Council of the EU to take all the necessary steps for this agreement to take effect on November 1. The agreement stipulates that Northern Ireland will remain in the UK’s customs territory but the island of Ireland will be aligned to some EU rules, meaning goods must be checked on entry to the island rather than border checks between Northern Ireland and the Republic. This is to avoid the reemergence of a physical border between Ireland and Northern Ireland and to consequently maintain the Good Friday agreement. The British PM Boris Johnson said the deal was mutually advantageous for both the EU and the UK and called on the British MPs to vote for it. If the British Parliament ratifies the document, it could be approved by the EP during next week’s plenary session.

Repatriation of the Queen Mother Helen of Romania

The remains of Queen Mother Helen of Romania, born Helen of Greece and Denmark, were repatriated on Friday to Romania to be subsequently laid to rest with her son King Mihai I of Romania, who died in 2017, in the royal necropolis in Curtea de Arges (in the south). Queen Helen, the wife of Prince Carol II and the mother of Romania’s last king, lived her last 34 years in exile in Italy and Switzerland. She died in 1982 and was buried in Lausanne. A descendent of the royal family of Greece, Queen Helen married with Prince Carol II of Romania in 1921, but 7 years later she divorced her husband due to his infidelities. Queen Helen was devoted to the education of her only son Mihai whom she closely advised during his 7- year reign. During the War Queen Helen intervened on several occasions to persuade general Antonescu to spare the Jews targeted by the government’s anti-Semitic policy. That is why the State of Israel gave Helen posthumously, in 1993, the title of Righteous Among the Nations in recognition of her actions during the Second World war towards Romanian Jews. The last king of Romania Mihai 1 died on December 5, 2017 aged 96 at his home in Switzerland. He was also the last of the 4 kings of the German dynasty Hohenzollern-Sigmaringen instated in power in Romania in 1866 that built modern Romania.

Laura Codruţa Kövesi, validated as European Chief Prosecutor

The former head of the National Anti-Corruption Directorate in Romania, Laura Codruţa Kövesi, was validated as the first head of the new European Public Prosecutor’s Office by the Conference of Presidents of the EP, made up of the parliamentary groups’ leaders and the president of the EP. This was the last formal step of the appointment procedure and Parliament announced that Laura Codruta Kövesi could start her 7-year mandate at the helm of the European Public Prosecutor’s Office which is an independent office with the competence to investigate, prosecute and bring to judgment crimes against the EU budget. Laura Codruta Kövesi is the first person to occupy this position which she obtained in spite of the opposition expressed by the Social Democratic government of Romania.

Mircea Geoană is the new deputy secretary general of NATO

Romanian diplomat Mircea Geoană on Thursday officially took up his post as NATO’s Deputy Secretary General being the first Deputy Secretary General from Central and Eastern Europe. He replaced American Rose Gottemoeller, whose mandate was a first as she was the first women in the Alliance’s 70-year history that occupied such a post. Mr. Geoană most recently served as the President of the Aspen Institute Romania. He was also previously President of the Romanian Senate, Foreign Minister, and Romania’s Ambassador to the United States. (translation by L. Simion)

Democrats, the Democratic Union of Ethnic Hungarians in Romania and Pro Romania
Party and on Friday Orban will meet with Save Romania Union. The MPs
representing the group of ethnic minorities have already said they will support
a possible Orban cabinet. Talks were held on Wednesday with the People’s
Movement party, which Orban described as encouraging, saying the possibility
was also discussed for this party to be in the government. Ludovic Orban must
present the structure of his cabinet and the proposals for ministers by next
week. The Social Democrats have said they will not be in Parliament to ensure
quorum when the voting on the new government takes place.

EUROPEAN COUNCIL
– The president of the European Commission Jean-Claude Juncker on Thursday said
that a new deal on the UK’s exit from the European Union was reached after
intense talks. The announcement was made a few hours before the start of the
European Council summit in Brussels. Attending the meeting, President Klaus
Iohannis said nothing will change regarding the Romanians living in the UK,
expressing hope the European Council will adopt the document. The President met
with President Elect Ursula von der Leyen, discussing the appointment of a new
Romanian Commissioner. Previously Iohannis was adamant about nominating a
proposal of the outgoing Dancila Cabinet. We recall the European Parliament has
postponed a vote on the validation of the future European Commission scheduled
for October 23, considering that the candidates of Romania, Hungary and France
did not get through the validation process. Rovana Plumb and Laszlo Trocsanyi,
the proposals of Romania and Hungary, were ruled out over suspicion linked to
possible conflicts of interest, while France’s Sylvie Goulard’s candidacy was
rejected on ethical grounds. Apart from Brexit, the summit also looks at the
relationship with Turkey following the latest developments in Syria and the
European Union’s multiannual budget. EU leaders also discussed ways to combat
climate change, which is a priority for the next European Commission, and EU
enlargement.

EPPO – European
Commissioner for Justice, Consumers and Gender Equality, Vera Jourova, on
Thursday hailed the confirmation of the former chief of the National
Anti-corruption Directorate in Romania Laura Codruţa Kövesi at the helm of the
European Public Prosecutor’s Office, expressing hope Kovesi will do a great job
at protecting the EU’s financial interests. Jourova went on to say that the EU
is losing at least 50 billion euros in VAT-related fraud every year, which is
something the EPPO will investigate. Kovesi was confirmed as European chief
prosecutor by the Conference of Presidents in the European Parliament formed by
the leaders of the different parliamentary groups and the speaker of the
European Parliament. This was the last official step in the appointment
procedure, with the European Parliament saying in a statement that Kövesi can
now start her 7-year mandate as head of the European Public Prosecutor’s
Office. This is an independent body responsible for investigating and indicting
crimes against the European Union’s financial interests. Laura Codruţa Kövesi
is the first person to occupy this position, which she has secured despite the
opposition of Romania’s acting Social Democrat government.

NATO – Mircea Geoana
on Thursday started his mandate as Deputy Secretary General of NATO, the
highest position ever held by a Romanian in NATO. Geoana was appointed earlier
this year by Secretary General Jens Stoltenberg. The Romanian will replace Rose
Gottemoeller of the United States, herself the first woman to occupy such a
high rank in NATO. Mircea Geoana is the founder and president of the Aspen Romania
Institute. He was previously Senate Speaker, Foreign Minister and US Ambassador
in the US.

EXERCISE – A three-day
exercise carried out in the Serpents Island area and the Black Sea
international waters came to an end on Thursday. Romania has taken part with
the navy corvette Counter admiral Horia Macellariu, alongside Ukraine’s missile
boat Pryluky and the US destroyer USS Porter. According to the General Staff of
the Romanian Navy, the exercise helps consolidate the partnership between
Ukraine and the NATO member states in the area of naval forces. Its aim is to
achieve the interoperability of the different crews at tactical level at NATO
standards with respect to the fight against security threats.

TENNIS – Romanian
tennis player Marius Copil, 92 ATP, on Thursday advanced to the quarterfinals
of the ATP tournament in Antwerp, Belgium, totaling over 635 thousand dollars
in prize money. Copil ousted Diego Schwartzman of Argentina, 6-4, 5-7, 7-6, the
competition’s third-seed and no. 15 ATP. Schwartzman had previously won a
single time against Copil, this year at Acapulco. In the next round Copil will play
the winner of the match pitting Pablo Cuevas of Uruguay (45 ATP) against Andy
Murray of Britain (243 ATP)
