Rumänien steht zu Israel

Der rumänische Premierminister gehörte zu den ersten Staatsoberhäuptern, die diese Woche nach Israel reisten, um ihre Solidarität mit dem jüdischen Volk zu bekunden. Marcel Ciolacu bekundete das Mitgefühl der rumänischen Gesellschaft für die Opfer des von Hamas-Terroristen begonnenen Krieges und dankte den israelischen Behörden für die Unterstützung bei der Rückführung von Rumänen aus dem Gebiet. Mehr als 2.000 rumänische Staatsbürger wurden aus Israel nach Hause gebracht. Das rumänische Außenministerium kümmert sich um 350 Rumänen und ihre Familien im Gazastreifen. Rumänien wird seinen Verbündeten in diesen schwierigen Zeiten bedingungslos zur Seite stehen. Ciolacu forderte ebenso eine sofortige Freilassung sämtlicher von Terroristen verschleppter Personen und den Verzicht auf jegliche Aggression gegenüber der Zivilbevölkerung. Er forderte zudem die Öffnung der humanitären Korridore im Gazastreifen und die Bereitstellung von Hilfe für die Geflüchteten. Auch der rumänische Präsident verurteilte die Terroranschläge auf israelisches Gebiet. Auf der außerordentlichen Tagung des Europäischen Rates im Videokonferenzformat betonte Klaus Iohannis, dass Bukarest das legitime Recht Israels auf Selbstverteidigung, das im Einklang mit dem humanitären Völkerrecht ausgeübt werden muss, unmissverständlich unterstützt.

Rumänische Regierung in Kiew

In dieser Woche fand in Kiew das erste Zusammentreffen der Regierungen Rumäniens und der angrenzenden Ukraine statt. Es wurde ein Memorandum über die Zusammenarbeit bei der Gewährleistung des sicheren Transits ukrainischer Produkte unterzeichnet, das auch einen Anhang über die Strategie für den Ausbau der Grenzübergangsstellen und der Straßeninfrastruktur enthält. Ferner wurde ein Abkommen zur Errichtung einer Grenzstraßenbrücke über den Fluss Theiß sowie eine Vereinbarung zur Kooperation zwischen der Verteidigungsindustrie, Pharmaindustrie und der Rückführung von Personen abgeschlossen. Die ukrainische Regierung verabschiedete ein Dokument, in dem festgestellt wird, dass die rumänische Minderheit in der Ukraine Rumänisch und nicht Moldauisch spricht. Marcel Ciolacu wurde von Präsident Volodymyr Selenskyj empfangen.

Neue haushaltspolitische Maßnahmen

Die haushaltspolitischen Maßnahmen, die die Regierung kürzlich ergriffen hat, um den rumänischen Haushalt auszugleichen, können in Kraft treten. Das Verfassungsgericht hat den Antrag der oppositionellen öko-liberalen USR und der rechten AUR zurückgewiesen. Der Präsident muss das Gesetz noch unterzeichnen, bevor es in Kraft treten kann. Einige Regelungen, wie die Kürzung der Stellen von Leitern öffentlicher Einrichtungen oder die Zahlung von Krankenversicherungsbeiträgen für Arbeitnehmer im Baugewerbe und in der Landwirtschaft, sollten am 1. Oktober in Kraft treten. Nächste Woche werden Vertreter der Exekutive mit den Sozialpartnern über die Höhe der Mindestlohnerhöhung im Baugewerbe und in der Landwirtschaft sprechen, damit die Beschäftigten in diesen Sektoren nicht von der Erhöhung der Sozialversicherungsbeiträge betroffen sind. Die Regierung erwartet, dass das rumänische Haushaltsdefizit in diesem Jahr auf 5,7 % sinken wird.

Gesetz über Sonderrenten tritt in Kraft

Präsident Klaus Iohannis unterzeichnete die neue Fassung des Gesetzes über die Sonderrenten für bestimmte Kategorien von Staatsbediensteten. Aufgrund der Entscheidung des Verfassungsgerichts vom Sommer und den Anmerkungen der Europäischen Kommission wurde das Gesetz erneut geprüft und am Montag von der Abgeordnetenkammer, dem Entscheidungsgremium, verabschiedet. Die Opposition, die Privilegien abschaffen wollte, kritisierte auch diese Version. Sie sagt, dass der Grundsatz nicht respektiert wird, der für normale Rumänen gilt: Die Rente wird nach den Beiträgen zur nationalen Rentenkasse berechnet. Richter, die zu den Begünstigten dieses Gesetzes gehören, können mit einer Rente in Höhe von 80 % der durchschnittlichen monatlichen Bruttobezüge und Zulagen der letzten vier Tätigkeitsjahre in den Ruhestand treten. Die Nettopension sollte nicht höher sein als das Gehalt des letzten Monats vor der Pensionierung. Zudem können Richter und Staatsanwälte ab dem nächsten Jahr in den Ruhestand treten, wenn sie 25 Dienstjahre nachweisen können und mindestens 47 Jahre und vier Monate alt sind. Jährlich wird das Ruhestandsalter der Richter um vier Monate erhöht, bis sie das Alter von 60 Jahren erreichen.

Neues Treffen für die Republik Moldau

Die Konferenz zur Unterstützung der Republik Moldau, die im vergangenen Jahr auf Initiative Rumäniens, Frankreichs und Deutschlands ins Leben gerufen wurde, fand in Chisinau statt, um dem Land bei der Bewältigung der Auswirkungen der russischen Aggression in der Ukraine zu helfen. Präsidentin Maia Sandu erklärte, dass die Regierung in Chisinau den Frieden bewahren und die europäischen Lebensbedingungen für die moldauischen Bürger gewährleisten will. Es herrschte Konsens unter den Teilnehmern, dass europäische Hilfe von Bedeutung ist, wobei Infrastruktur, Konnektivität und Strukturreformen die Grundlage für eine Annäherung an die Europäische Union bilden. Rumänien hofft, dass die Republik Moldau Ende des Jahres eine Einladung zur Aufnahme von Beitrittsverhandlungen erhält.

Summit. The transformation of Romanias economy into a green and digital one is a long-term process, which requires a strong national plan and must be assumed by all political, business and civic forces, the Romanian Prime Minister, Marcel Ciolacu, told the participants in the second “Climate Change Summit”. According to him, mitigating the effects of climate change in the short, medium and long term is a priority for the Bucharest Executive. He also stated that in collaboration with the private sector, solutions for the future can be developed, so that Romania in 2030 will be better prepared to deal with climate challenges. For his part, the President of Romania, Klaus Iohannis, stated that the impact of climate change is global and appreciated the fact that part of the Summit is taking place in universities. He stressed that young people must have opportunities to participate in the process of decarbonization and acceleration of the green transition.

Schengen. The European Commissioner for Home Affairs, Ylva Johansson, says that the good results obtained by Romania and Bulgaria in the management of pilot projects on migration are an additional argument in favor of the accession of the two states to the European Free Movement Area – Schengen. The statement was made at the Home Affairs Council meeting in Luxembourg. Several countries supported the entry of Romania and Bulgaria into Schengen. Austria and the Netherlands, which opposed the accession last December, did not present any argument.

Aid. The National Committee for Emergency Situations in Romania has decided to grant support to the population of the Gaza Strip. The humanitarian aid will consist, among other things, of food, water, beds, mattresses and tents. The transport will be provided with the support of the Romanian Ministry of Defense and international organizations, the Romanian Government has announced.

Bonuses. The Bucharest government will adopt, in todays meeting, the decision by which career bonuses will be granted for teaching and auxiliary staff, as well as professional career bonuses for non-teaching staff in the state education system, supported by non-refundable external funds. These are the amounts promised by the Executive during the teachers strike in May, of 1,500 lei (the equivalent of 300 euros), and 500 lei respectively (100 euros). Also today, the Government will approve the National Health Strategy for the next seven years.

Israel. Israel will evacuate the city of Kyriat Shmona, on the northern border with Lebanon, threatened by the strikes of the pro-Iranian Islamist group Hezbollah, the Israeli army announced today, quoted by international news agencies. According to the source, about 25,000 residents will move “in reception houses, financed by the state”. On the eve, the army reported an attack with anti-tank rocket launchers from the Lebanese territory and responded by attacking “Hezbollah infrastructure”. Air raids were also launched against the Islamists. Since the start of the war triggered by an unprecedented attack by the Palestinian group Hamas in southern Israel on October 7, clashes on the Israeli-Lebanese border have left around twenty dead on the Lebanese side, mostly fighters, as well as a Reuters journalist and two civilians. On the Israeli side, at least three people were killed.

Ukraine. Ukrainian troops are facing fresh attacks by the invading Russian army in the largely destroyed eastern town of Avdiivka and are making progress in their counteroffensive on the southern front, senior military officials in Kiyiv say, quoted by international news agencies. The commander of the Ukrainian army, General Valerii Zaluzhnyi says that “the enemy keeps attempting to break through our defenses and surround” Avdiivka. According to the source, the Russians are bringing new assault and armored units there and striking with aviation and artillery. In the south, the Ukrainians claim to have advanced 400 meters near the village of Verbove, in the Zaporizhzhia region.

Theater. The 23rd edition of the National Theater Festival begins in Bucharest today. The official opening will take place at the National Theater and will be followed by the first performance of the guest show “Catarina and the Beauty of Killing Fascists” from Portugal. The festival will last 11 days and will offer the public 30 productions from Romania and three foreign shows. The program also includes debates, conferences, exhibitions, book launches, reading and radio shows, as well as creative workshops and meetings with artists. (MI)

Rumäniens Premierminister in der Ukraine

Der eintägige Besuch der rumänischen Regierungsdelegation unter der Leitung von Premierminister Marcel Ciolacu in der Ukraine führte zu der Unterzeichnung eines Memorandums über die Stärkung der Zusammenarbeit bei der Gewährleistung des sicheren Transports ukrainischer Produkte zu den Weltmärkten. Die Europäische Kommission begrü‎ßte umgehend die Vereinbarung mit Kiew, die bestätigt, dass Rumänien die Ukraine weiterhin bei der Ausfuhr ihrer landwirtschaftlichen und industriellen Produktion unterstützt, die eine wichtige Einnahmequelle für die Kriegsausgaben darstellt. Rumänien spielt eine Schlüsselrolle bei der Funktionsfähigkeit der Solidaritätskorridore und arbeitet konstruktiv mit allen beteiligten Parteien zusammen, auch über die gemeinsame Koordinierungsplattform EU-Ukraine für die Solidaritätskorridore. Die EU-Kommission fördert die enge Kooperation zwischen den EU-Ländern und der Ukraine“, wie aus einer Mitteilung der EU hervorgeht. Beim Treffen zwischen den Premierministern Marcel Ciolacu und Denis Shmihal wurden auch ein Abkommen über den Bau einer Grenzstra‎ßenbrücke über den Thei‎ß Fluss sowie Dokumente zur Zusammenarbeit in den Bereichen Verteidigung und Pharmaindustrie unterzeichnet. Der rumänische Premierminister wurde von Präsident Volodymyr Selenskyj empfangen und führte Gespräche mit dem Parlamentspräsidenten Ruslan Stefanciuk. Ciolacu betonte, dass die Ukraine strikte Regeln bezüglich der Menschenrechte und der Rechte von Minderheiten befolgen müsse, um der Europäischen Union beizutreten. Im Nachbarland leben mehr als 400.000 ethnische Rumänen. Die meisten von ihnen leben in der nördlichen Bukowina, im nördlichen und südlichen Bessarabien sowie in den ostrumänischen Gebieten, die 1940 von der stalinistischen Sowjetunion annektiert und 1991 von der Ukraine als Nachfolgestaat übernommen wurden. Nachdem die russischen Truppen in die Ukraine einmarschiert waren, zogen viele ethnische Rumänen an die Front, um für die Ukraine zu kämpfen. Der Premierminister Ciolacu kehrte aus Kiew mit einer weiteren positiven Nachricht zurück, und zwar dass die dortigen Behörden die sogenannte moldauische Sprache nicht mehr anerkennen. Diese trennte willkürlich die rumänischen Sprechenden voneinander ab. In den ersten Jahren des bolschewistischen Regimes wurde die moldauische Sprache aus ideologischen Gründen eingeführt. Sie sollte eine andere ethnische Identität schaffen, die sich von der rumänischen unterscheidet und Russlands imperialistischen Anspruch rechtfertigt. Selbst der letzte Chef der politischen Polizei in der sogenannten Moldauischen Sozialistischen Sowjetrepublik, General Tudor Botnaru, räumte vor mehr als drei Jahrzehnten ein, dass alles getan wurde, um die Liebe zur rumänischen Literatursprache zu verringern und den Moldauismus“ zu fördern.

The Romanian Prime Minister in Ukraine

The one-day visit by the Romanian delegation headed by Prime Minister Marcel Ciolacu to the neighboring Ukraine, invaded by the Russian troops, has occasioned the signing of a memorandum on strengthening cooperation and ensuring the safe transit of the Ukrainian products towards the world markets. This also includes an appendix for the strategy of developing the road infrastructure and the border checkpoints between the two countries. The European Commission has promptly hailed the agreement in Kyiv, which confirms the consistent support Romania gives to Ukraine in order for the latter to export its farm and industry products, a major source for war expenses.

“Romania has a pivotal role in the functioning of the Solidarity Lanes and is engaging constructively with all the parties concerned, including through the EU-Ukraine Solidarity Lanes Joint Coordination Platform. The Commission encourages such close cooperation between the EU Member States and Ukraine”, a communiqué of the EU Executive says.

During the meeting between Marcel Ciolacu and Denis Shmyhal an agreement has been signed for the construction of a road bridge over the Tisa River as well as a series of documents on cooperation in the fields of defence and pharmaceutics industry. In Kyiv, the Romanian Prime Minister has been received by the head of state Volodymyr Zelensky and held talks with Parliament chairman Ruslan Stefanchuk

Ciolacu has reminded the hosts that in order to join the EU, Ukraine must comply with clear principles including the rights of minorities. Over 400 thousand ethnic Romanians are living in the neighboring country mostly in northern Bukovina, the north and south of Bessarabia and the Hertza Land, all Romanian territories annexed through an ultimatum by the Stalinist Soviet Union back in 1941 and inherited by Ukraine as a successor state in 1991.

After the invasion, numerous ethnic Romanians have gone to fight for Ukraine in the war against Russia.

The good news with which Ciolacu came back was that the authorities there no longer recognize the so-called Moldovan language, under which Romanians used to be discriminated against. Rejected by all the linguists, the concept of the Moldovan language was coined in the first years of the Bolshevik regime out of a purely ideological reason: the creation of a false ethnic identity, which should legitimize Moscows imperialist tendencies. Even the last head of the political police KGB in the Republic, General Tudor Botnaru, admitted more than three decades ago, that “everything had been made to diminish the love for a literary Romanian language in order to promote primitive Moldovan principles.”

Deficit — Romanias budget deficit is to decrease to 5.7% of the GDP, following the application of the law on fiscal-budgetary measures for which the Government has recently assumed responsibility and which was declared constitutional on Wednesday. The PM Marcel Ciolacu stated that the new deficit target could be assumed through a budget rectification in the next period. Next week, the government representatives will have a meeting with the social partners, to set the level of the minimum salary in constructions and agriculture, so that these sectors’ employees should not be affected by the payment of the health contribution, from October 1, as provided by the current law. PM Ciolacu criticized the opposition Save Romania Union-USR because when they were in the government coalition, they included fiscal reform measures in the National Recovery and Resilience Plan, which they now contest. On the other hand, USR considers the decision of the Constitutional Court unfair and says that the law is an attack on the incomes of citizens who work honestly in Romania. USR also announced that they will file a simple motion against the finance minister.

Schengen — The European Commissioner for Home Affairs, Ylva Johansson, said that the good results obtained by Romania and Bulgaria in the management of pilot projects on migration are an additional argument in favor of the two states joining the European Border Free Area – Schengen. The statement was made before todays meeting in Luxembourg of the Justice and Home Affairs Council of the EU, which will also address the subject of Romania’s and Bulgarias accession to Schengen. Previously, the European Commission publicly announced that both countries had reported progress, also thanks to the new migration and asylum programs that they are running. We recall that, at the end of last year, a unanimous decision failed to be adopted in relation to the entry of Romania and Bulgaria into the Schengen area, due to the opposition of Austria and the Netherlands. Austria justified its position claiming that Romania is part of the Balkan route of illegal migration, an accusation rejected by the Romanian authorities and officially dismantled by the European institutions. In turn, the Netherlands said that it supported Romanias accession, but not Bulgarias, although the two are analyzed in a joint file.

Festival — Iasi, in the east of Romania, hosts the 11th edition of FILIT — the Iasi International Festival of Literature and Translation which started on Wednesday, an event attended by guests from 25 countries. This years event takes place under the high patronage of the European Commissions representation in Romania and the National Commission of Romania for UNESCO. Writers, translators, editors, festival organizers, literary critics, booksellers, book distributors, managers and journalists are attending FILIT. Until October 22, various events are scheduled such as literary meetings with stars of the world literary scene, white nights of poetry and music, workshops and professional round tables, concerts and readings.

Israel — The US president, Joe Biden, reiterated, on Wednesday, in Israel, the US commitment to the security of its main ally in the region and confirmed the Israeli version of the explosion at a hospital in Gaza, where hundreds of people died. The Hamas terrorist organization has accused Israel of having bombed the hospital, while the Israeli military have provided evidence that the explosion was caused by a missile mistakenly fired by the Islamic Jihad, the other armed group in Gaza. After the meeting with the Israeli PM Benjamin Netanyahu, Joe Biden called for the release of the hostages held in the Gaza Strip, following the bloody attack launched by Hamas on Israeli territory on October 7. In the meantime, Israel announced that it hit the targets of the Hezbollah group in Lebanon, and Radio Romania’s correspondent reports that the Israeli army is preparing to face a new front in the north of the country. The defense minister Yoav Galant said that Hezbollah is 10 times stronger than Hamas. As regard the humanitarian aid, Israel approved the entry of aid into the Gaza Strip, from Egypt, through the Rafah border-crossing point. The aid will have to consist of 100 trucks per day and will have to be secured, the UN said. On the other hand, the British PM Rishi Sunak told Israeli President Isaac Herzog, whom he met in Israel on Thursday, that Britain stands in solidarity with his country, adding that it is also important to provide humanitarian aid to the population of the Gaza Strip. On Tuesday, the Romanian PM Marcel Ciolacu was also in Israel, where he had talks with his counterpart Benjamin Netanyahu and with the representatives of the Romanian community, affected by the deterioration of the security situation in the area.

Protests — Protests against Israel and the US have been reported in various parts of the world. At least one hundred protesters occupied, on Wednesday, a building of the US Congress, to ask the officials and the Joe Biden administration to press for a cease fire in the Gaza Strip. In Greece, approximately 10,000 people gathered in downtown Athens, in solidarity with the Palestinians. In Istanbul (Turkey), a crowd carrying pro-Palestinian flags and placards gathered in front of the Israeli consulate, then forced their way inside the consulate after breaking through a police barricade. Incidents also took place at the US embassies in Lebanon and Iraq, at the Israeli embassy in Jordan and at the French embassy in Iran.

Meeting – In the first joint meeting of the governments of Romania and Ukraine, in Kyiv, the prime ministers of the two countries, Marcel Ciolacu and Denis Şmîhal, established the mechanism for the import of Ukrainian grains on Romanian territory, with measures to protect the local farmers. On the other hand, the Ukrainian government adopted a document recognizing that the Romanian minority in Ukraine speaks Romanian and not the so-called Moldovan language, which in fact does not exist. GOVERNMENT The first joint meeting of the Romanian and Ukrainian governments takes place in Kyiv today. The agenda includes the development of
infrastructure in the border region, economic cooperation and regional security.
The main topic is a mechanism allowing Ukraine to export grains to Romania. First
of all, the grain quality must be similar to that of grains in Romania and the
EU, and secondly, only the Romanian farmers who prove they no longer have grain
stocks will be authorised to import from Ukraine. Another topic is the ethnic
minorities in Ukraine, with Bucharest requesting that their rights be the same
as the rights enjoyed by minorities in Romania. The Romanian government
believes Ukraine should no longer recognise the Moldovan language, arguing that
in fact it does not exist. Marcel Ciolacu is accompanied by the minister of
defence, Angel Tâlvăr, the minister of public health, Alexandru Rafila, the
economy minister, Radu Oprea, the agriculture minister, Florin Barbu and the
secretary of state with the interior ministry, Raed Arafat. The Romanian PM
will have talks with his Ukrainian counterpart Denys Shmyhal, and with the
chairman of the Ukrainian parliament, Ruslan Stefanchuk. Marcel Ciolacu is also
scheduled to meet the Ukrainian president Volodymyr Zelenskyy, who was in
Bucharest last week.

BUDGET The Constitutional Court dismissed the
notification filed by Save Romania Union and the Force of the Right in
opposition in Romania with respect to the bill on fiscal and
budget-related measures for which the Government has undertaken responsibility
before Parliament. The Constitutional Court president, Marian Enache, said the
Cabinet’s responsibility concerned a sole and unified purpose, namely to
increase revenues to the public budget and to cut down on expenditure, and that
the responsibility procedure was in line with the requirements of the
Constitutional Court and its case law. Marian Enache also says the Court’s
decision was made on a majority of votes. After the decision of the
Constitutional Court, the bill may be signed into law by the president of
Romania, Klaus Iohannis.

GAZA
The Romanian foreign ministry voices shock and deep sadness at the news of the
blast and loss of innocent lives on Tuesday night at
the Al Ahli hospital in Gaza. In a message issued on Wednesday, the
ministry emphasises that all civilians and civilian infrastructure must be
protected at all times, and that responsibility must be
clearly identified. Hundreds of people were killed or wounded
in a missile strike on the hospital in Gaza, for which Israel and the
Palestinians blame each other. The Israeli army denies that its forces were
responsible for the attack, and blames the incident on a failed launch of a
missile from Gaza by the Islamic Jihad, another Palestinian armed group, which
in turn denies the allegations. The attack was condemned by the international
community, with several Arab leaders accusing Israel of war crimes. The US leader Joe Biden, who is on a solidarity
visit to Israel today, has voiced regret and anger at the event. Jordan has
cancelled a summit in which Joe Biden was to discuss the war with King Abdullah II, with
Mahmoud Abbas and the president of Egypt Abdel Fattah al-Sisi. On the other hand, the UN secretary general
Antonio Guterres will be in Cairo on Thursday, for talks with Abdel Fattah al-focusing
on the delivery of humanitarian aid to Gaza. The talks take place as Egypt calls on Israel to allow aid
shipments to that territory. On Tuesday,
the US authorised its non-essential embassy staff to leave Beirut, as security
worsens in Lebanon as well, in the context of the war between Israel and Hamas.

ALERT Belgium,
France, Italy and Spain have raised their terrorist alert levels to a maximum, following
attacks in western Europe over the past few days. On Monday 2 Swedish nationals
were killed in Brussels by a Tunisian illegal migrant, later on identified and
shot by the Belgian police. The Islamic State group
claimed the attack and said it targeted Sweden because of its affiliation to
the global coalition against Jihad movements. On Tuesday, Versailles palace
in Paris was evacuated and stayed closed for the day after a new bomb alert,
just as it happened with the Louvre Museum on Saturday. The president of France
Emmanuel Macron said Islamic terrorism is rising once again and that all
European countries are vulnerable to this threat. Over 100 people have been
arrested over the past week in France under anti-Semitism charges and for
terrorism support. On Tuesday, EU leaders, including the president of Romania
Klaus Iohannis, discussed the conflict between Israel and Hamas which killed more
than 4,000 people in the last 10 days, and agreed to do whatever they can to
avoid a regional escalation of the conflict. (AMP)

A new meeting for the Republic of Moldova

Western diplomats and geopolitical experts agree that the Republic of Moldova is the most vulnerable among the neighbors of Ukraine which was invaded by Russian troops. It is considered, in the specialized rankings, as one of the poorest states on the continent. It does not belong to any military alliance, because an outdated Constitution, adopted three decades ago, stipulates complete neutrality. The pro-Russian break-away region of Transnistria or Trans-Dniester (east) has been, de facto, out of the control of the central authorities since 1992. The capital, Chişinău, is teeming with Moscow’s agents who have reached as far as the Parliament. All in all, the state could not survive without the assistance of Western partners. On Tuesday, the fourth edition of the Support Platform for the Republic of Moldova took place in Chişinău. It was created last year at the initiative of neighboring Romania, France and Germany, to help overcome the crises and effects generated by the Russian aggression in Ukraine.

About 50 delegates, foreign ministers from the European Union countries and representatives of international financial institutions and organizations participated. The host, the pro-Western president Maia Sandu, recalled that the Republic of Moldova managed to overcome a difficult winter, to help the numerous Ukrainian refugees and its own population, vulnerable to energy bills, and to strengthen its institutions, against the background of hybrid aggressions from Russia. She compared the support that external partners have offered and will continue to offer to Chişinău with a ‘collective enterprise or community, an old custom in the Romanian tradition in which neighbors gather to help each other. With the help of friends, the Republic of Moldova is better prepared for this winter, and Russia’s energy blackmail has failed Moldovas president pointed out, as quoted by Radio Romania correspondents in Chişinău. She admits that, although the Republic of Moldova has become stronger in the fight against disinformation and in the fight with Russia’s hybrid war, the threats have not yet been overcome, and Moscow will try to influence next month’s local elections by using dirty money.

Attending the meeting, the French foreign minister, Catherine Colonna, underlined the importance of European support for the Republic of Moldova, which benefits both the population and the economy in the long term. Infrastructure, connectivity and structural reforms are the key to getting closer to the European Union, Catherine Colonna pointed out. And her German counterpart, Annalena Baerbock, said that the support platform for the Republic of Moldova is a successful initiative, which managed to mobilize external funds in just a few weeks and to help citizens overcome both the energy crisis and the crisis caused by the waves of Ukrainian refugees. Romania’s gas reservoirs are full

The gas level at Romania’s storage
facilities presently stands at 100.6%, which means that our gas reservoirs are
full to the brim, Minister of Energy, Sebastian Burduja, has recently announced
in Bucharest

With the quantities to be produced in
the following months and because this winter is going to be warmer like in
recent years, Romanians could make it to spring without needing to import more
gas. In fact, Romania managed to fill its gas reservoirs although its gas
imports were 16% lower in the first eight months of the year as compared to the
similar period in 2022.

According to Burduja, several
scenarios are being considered for the cold season, including one in which
Romania can support the neighboring, ex-soviet Republic of Moldova, or Ukraine,
invaded by the Russian troops. According to the political analysts in Chișinău,
in spite of an energy blackmail from Russia, the pro-Western government in the
Republic of Moldova has already managed, with help from Romania, to avoid a
deep social and economic crisis. Bucharest supplied Chisinau with electricity,
while the latter managed to buy enough gas on the international market, which
it transported through the Iași-Ungheni-Chișinău pipeline, built with Romanian
and EU logistical and financial support. In a worst-case scenario in which this
winter were a harsh one and the Republic of Moldova needed support, Minister
Burduja has mentioned the alternative of importing gas from Azerbaijan or
buying liquefied gas.

On the other hand the effects of the
Middle East conflict are already visible on gas and oil markets around the
world and the Ministry of Energy intends to manage this situation through a
series of mechanisms available, which also include the emergency reserves.

As for the prices, Minister Burduja
says these depend on many variables at the international level. According to
specialized media sources, gas prices in Europe on Monday went down by 6.5%
after last week’s 40 % growth against the favorable weather forecasts and the
international efforts to keep the Middle East situation under control. For the
Romanian consumers, the Minister says, the idea of maintaining the cap scheme
is a wise decision against the present international background, including
after the war that broke out between Israel and the terrorist Palestinian
organization Hamas.

Solidarität mit Israel — rumänisches Parlament verurteilt die Terroranschläge der Hamas und bekundet Solidarität mit Israel

Das rumänische Parlament hat eine Solidaritätserklärung mit Israel verabschiedet und die terroristischen Angriffe der Hamas verurteilt. In dem Dokument hei‎ßt es, dass wirksamere Mechanismen erforderlich sind, um den Schutz von Freiheit, Demokratie und Menschenleben zu gewährleisten. Die Parlamentarier unterstützten das Recht des israelischen Staates, sich gegen den Terrorismus zu verteidigen und alle notwendigen Ma‎ßnahmen zum Schutz seiner Zivilbevölkerung zu ergreifen. Zu Beginn der gemeinsamen Sitzung beider Kammern des Parlaments legten die Senatoren und Abgeordneten eine Schweigeminute zum Gedenken an die Opfer der Terroranschläge gegen Israel ein.

Vertreter aller Fraktionen verurteilten die Terroranschläge und bekundeten ihre Solidarität mit Israel. Der Fraktionsvorsitzende der regierenden PSD im Senat, Lucian Romașcanu, betonte, dass es absolut schmerzlich sei, in dieser Zeit zwei ungerechte und hasserfüllte Kriege erleben zu müssen, die keine Rechtfertigung haben. Die mitregierende PNL verurteilte ihrerseits die Terroranschläge aufs Schärfste und bekräftigte ihre Unterstützung für das souveräne Recht Israels auf Selbstverteidigung. Die in der Opposition befindliche USR wies darauf hin, dass die Urheber des Angriffs auf Israel um jeden Preis versuchen, die schmerzhaften Tragödien der Geschichte zu wiederholen, und betonte, dass es keine Rechtfertigung für den Terrorismus gibt. Die rechtsnationalistische AUR habe die Angriffe auf Israel seit Anfang an verurteilt, so der Vorsitzende der Partei, George Simion, der zudem sagte, dass die Verpflichtung zu Frieden und Dialog bekräftigt werden müsse. Und schlie‎ßlich bekundete auch der Ungarnverband UDMR seine volle Solidarität mit Israel und dem jüdischen Volk.

Indessen gab Premierminister Marcel Ciolacu bekannt, dass die überwiegende Mehrheit der rumänischen Staatsbürger, die sich in Israel befanden, nach den blutigen Anschlägen der Hamas ausgeflogen wurden und sicher in Rumänien angekommen sind. Dabei handelte es sich um mehr als 2 000 Personen. Ciolacu dankte den beteiligten Institutionen, dem Au‎ßenministerium und der nationalen Fluggesellschaft TAROM für ihren Einsatz. Laut jüngsten Medienberichten sind bei den Terroranschlägen auch zwei Menschen mit doppelter — rumänischer und israelischer — Staatsbürgerschaft ums Leben gekommen.

Ukrainischer Präsident Wolodymyr Selenskyj zu Besuch in Bukarest

Rumänien und die benachbarte Ukraine haben beschlossen, die bilateralen Beziehungen auf den Stand einer strategischen Partnerschaft zu vertiefen, der höchsten Stufe der Zusammenarbeit zwischen zwei Ländern. Eine entsprechende gemeinsame Erklärung wurde von den Präsidenten Klaus Iohannis und Wolodymyr Selenskyj unterzeichnet, der am Dienstag erstmals seit Beginn des Krieges Bukarest besuchte. Dem Kiewer Staatschef wurde zugesichert, dass Rumänien die Ukraine weiterhin unterstützen wird, auch militärisch, und dass ein neuer Getreidekorridor auf dem Schienenweg durch die Republik Moldau nach Rumänien eröffnet werden soll. Die ukrainische Armee werde Flugabwehr- und Artilleriesysteme von Rumänien erhalten, sagte Präsident Selenskyj nach seinen Unterredungen mit hochrangigen Vertretern der Bukarester Politik.

Rumänien wird die Ukraine so lange unterstützen, wie es nötig ist, sagte seinerseits Präsident Klaus Iohannis, der hinzufügte, dass die Unterstützung des Nachbarlandes von strategischer Bedeutung sei. In Bukarest traf der ukrainische Präsident auch mit den Präsidenten der beiden Parlamentskammern und mit Premierminister Marcel Ciolacu zusammen und legte einen Kranz am Denkmal für den Unbekannten Soldaten nieder. Au‎ßerdem kündigte er an, dass in den kommenden Wochen ein gemeinsames Treffen von ukrainischen und rumänischen Regierungsvertretern vorbereitet werden soll.

Russische Kampfdrohne erneut auf rumänischem Gebiet im Donaudelta abgestürzt — Verteidigungsminister steht Rede und Antwort im Parlament

Verteidigungsminister Angel Tîlvăr gab am Mittwoch vor dem Plenum des Senats bekannt, dass die Untersuchung der im Donaudelta gefundenen Drohnenbruchstücke abgeschlossen sei und der Bericht der Generalstaatsanwaltschaft vorgelegt wurde. Dem Minister zufolge sei das rumänische Hoheitsgebiet kein Ziel gewesen, denn der Einschlag sei zufällig erfolgt und die Drohnen haben keinen Sprengstoff enthalten. Die Flugkörper konnten vom Frühwarnsystem nicht erkannt werden, weil sie in sehr geringer Höhe flogen, sagte noch der rumänische Verteidigungsminister.

Der Minister war von der Fraktion der in der Opposition befindlichen USR-Senatoren aufgefordert worden, im Rahmen der sogenannten Regierungsanhörung“ Rede und Antwort zu diesem Thema zu stehen. Die Regierungsanhörung ist ein Verfahren, das Teil des parlamentarischen Kontrollmechanismus ist, den die Legislative gegenüber der Regierung ausübt. Minister Angel Tîlvăr versicherte, dass Rumänien als NATO-Mitgliedstaat unter Schutz stehe sei und seine Bürger nicht in Gefahr seien. Ferner fügte er hinzu, dass die Luftüberwachungssysteme im Donaudelta in der Nähe der ukrainischen Häfen, die von den russischen Streitkräften verstärkt angegriffen werden, kürzlich aufgerüstet worden seien.

Oberster Verteidigungsrat veranlasst die Gründung einer interinstitutionellen Gruppe für den Kampf gegen Drogen

Der Oberste Rat für Nationale Verteidigung hat am Donnerstag in Bukarest die Gründung einer interinstitutionellen Arbeitsgruppe zur wirksamen Vorbeugung und Bekämpfung des Drogenhandels und -konsums beschlossen. Die Arbeitsgruppe wird sich aus Staatssekretären, Vertretern des Nachrichtendienstes SRI, Staatsanwälten und Experten zusammensetzen und soll von der Regierung koordiniert werden.

Der Vorsto‎ß gilt als Verschärfung der einschlägigen Gesetzgebung. Es ist das erste Mal in der institutionellen Geschichte des Obersten Verteidigungsrates, dass der Drogenhandel und -konsum als gravierende Risiken für die individuelle und nationale Sicherheit behandelt werden. Um den Aktionsplan in die Praxis umzusetzen, wird die Exekutive eine Reihe von Ma‎ßnahmen ergreifen. Dazu gehören die Analyse des rechtlichen Rahmens für den Drogenhandel und -konsum und die Unterbreitung von Vorschlägen zur Änderung und Ergänzung der Rechtsvorschriften, um Schlupflöcher zu schlie‎ßen und den Spielraum für eine spekulative Auslegung der gesetzlichen Bestimmungen zu begrenzen.

Die Entscheidung kommt im Zusammenhang mit einem tragischen Unfall, der sich im Sommer in der Nähe eines Ferienorts am Schwarzen Meer ereignete. Ein 19-Jähriger Autofahrer unter Drogeneinfluss hatte zwei Jugendliche mit tödlichen Folgen überfahren und drei weitere verletzt. Die Aufsichtsbehörde des Innenministers stellte nachträglich eine Reihe von Unregelmä‎ßigkeiten bei der Verkehrspolizei fest, die den Unfall begünstigt haben sollen. Bei einer Routinekontrolle kurz vor dem Unfall waren im Auto des mutma‎ßlichen Täters Drogen gefunden worden, doch die sich im Einsatz befindenden Verkehrspolizisten hatten keine Drogentests dabei und lie‎ßen den Jugendlichen nach Protokollierung des Fundes weiterfahren.

Ebenfalls am Donnerstag hat die Regierung eine Erhöhung der Stellenanzahl beim Dezernat für die Bekämpfung der organisierten Kriminalität und des Terrorismus (DIICOT) beschlossen, wie Justizministerin Alina Gorghiu mitteilte. Der Ministerin zufolge soll das Dezernat künftig auf insgesamt 50 Stellen ausgebaut werden, darunter 25 Staatsanwälte allein für die Drogenbekämpfung.

INITIATIVE Romania has signed the letter
of intent on joining the Initiative regarding the identification of
multinational solutions for the use of Cross-Border Airspace by NATO planes.
Its implementation will ensure the coherence of the measures taken by NATO in
the Black Sea region and the entire Eastern Flank to deter any hostile actions
against the security of the allies, a communiqué of the Ministry of Defence
says. In another development Romania Bulgaria and Greece have established a
partnership for the creation of a fuel supply corridor to cover NATO needs in times
of war or peace. According to the Romanian Ministry of Defence, the three
parties signed a letter of intent in Brussels on Wednesday. The project will be
funded with support from the Organization of the North Atlantic Treaty and it
is different from the fuel corridors funded by the European Union. Early this
week, the city of Varna in Bulgaria hosted a meeting between the Prime
Ministers of the three states involved and talks focused on both transport
infrastructure and energy projects unfolding under the umbrella of the European
Commission.

CSAT On
Thursday in Bucharest, Romania’s Higher Defence Council, CSAT, decided the
setting up of an inter-institutional working group with a view to drawing up a
joint action plan for the prevention and effective fighting of the risks caused
by drug trafficking and consumption against individual and collective safety.
Working groups are also to be set up at county level while the Executive will be
focusing on amending and completing the legislation in the field of banned
substances for the elimination of the legislative gaps and limitation of the
possibilities of the speculative interpretation of the legal provisions. An
appropriate institutional medical framework is also being considered with a
view to ensuring the access to treatment and recovery services, certain
investigations and integrated protection measures against the risks associated
with the consumption of illegal substances among students and young people.
Another topical issue was the security situation in the Black Sea region
against the latest developments in Ukraine. In this context the Defence
Ministry has presented a series of concrete measures for increasing the air
surveillance capabilities in the Romanian regions close to the Ukrainian
objectives targeted by the Russian troops.

VISIT American Secretary of State
Antony Blinken on Thursday, while visiting Tel Aviv, said that the United
States would always support Israel, and emphasized that what he called the
legitimate aspirations of the Palestinian people are not represented by the Hamas
Islamist movement. In a press conference after his meeting with Israeli PM
Benjamin Netanyahu, Bliken underlined the fact that 25 Americans had been
killed in Hamas attacks in Israel, and that Washington is working closely with
Tel Aviv to secure the release of hostages in Gaza. In turn, Netanyahu said his
country would crush Hamas, urging the international community to treat the
members of the movement as they would members of ISIS. On Friday, Secretary
Blinken is set to meet Palestinian president Mahmoud Abbas.

Romania and NATO in times of crisis

The report on the drones that fell last month in the Danube Delta was completed and submitted to the Prosecutor General’s Office in Bucharest. The drones were hit by the Ukrainian anti-aircraft defense and did not target Romanias territory. The information came from the Minister of Defense, Angel Tîlvăr, in Parliament, at the traditional ‘Government Hour’, called to provide explanations on this topic of concern for the authorities and for the inhabitants of the villages along the Danube border with Ukraine. The drones launched by Russia over the river port of Izmail were hit by Ukraines anti-aircraft defense and became uncontrollable in the vicinity of the target, which led to their accidental entry into the national airspace and their fall in proximity, on the territory of Romania.

We did not notice any intent in any of these situations, Romanias territory was not targeted, the impact being accidental, Minister Tîlvăr stressed. According to him, the drones could not be observed by the surveillance and early warning systems for objective reasons, related to the low altitude at which they were flying, their uncontrolled movement as well as the shielding generated by the terrain and the port infrastructure of Ukraine. These limitations are specific to any radar system, no matter how powerful it is, explained Tîlvăr. He also recalled that the impact of the drones was non-explosive, as the drones had no active combat equipment. In all the situations reported, there was no material damage or casualties.

The Minister of Defense also stated that more aerial surveillance systems have been recently installed in the Danube Delta area, near the Ukrainian ports attacked by Russian forces. Minister Angel Tîlvăr:

“With regard to the maritime and river areas, we are considering measures to secure maritime communication routes for the discovery and neutralization of sea mines, because this is also a matter of concern for the citizens of Romania, as such mines are drifting from the Black Sea basin, within the joint effort of riparian NATO states. At the same time, we maintain the hydrographic and navigation coverage of the Romanian coast and issue notices for navigators, in order to increase maritime security, in the maritime and fluvial areas of interest. We have increased traffic surveillance in the area of sea drilling platforms and, in the Sulina-Sfântu Gheorghe sector, naval research for the discovery and neutralization of drifting sea mines.”

In the relationship with our allies, who have deployed significant forces in the country, we are considering the review and adaptation of the measures to ensure host-nation support, according to the provisions of the allied plans and the requests of the partners, in accordance with the level of the allied presence on the national territory, stated the Minister of Defense. At the same time, the coordination and monitoring of road, air and rail transports belonging to the armies of allied and partner states are considered. (MI)

La Roumanie et l’OTAN dans le contexte actuel de crise

Le rapport sur
les fragments de drone tombés en septembre, en Roumanie, près du Danube, a été
finalisé et se trouve désormais sur la table du Parquet général de Bucarest.
Les drones ont été abbatus par la défense anti-aérienne ukrainienne et ils n’ont
pas ciblé le territoire roumain. C’est ce qu’a affirmé mercredi le ministre
roumain de la Défense, Angel Tîlvar, devant le Parlement de Bucarest. Lancés par
la Russie contre le port danubien d’Ismail, les drones auraient été abbatus
part l’Ukraine et par la suite, ils avaient violé accidentellement l’espace
aérien roumain avant de tomber sur le territoire roumain. Aucune intention
béligérante ne se cache derrière ces incidents, la Roumanie n’a pas été prise
pour cible, a rassuré le ministre Tîlvar.

A ses dires, les
drones n’ont pas pu être détectés par les radars pour des raisons objectives tels la basse altitude à laquelle ils volaient, leur mouvement incontrôlable et
l’écrantage produit par le terrain et l’infrastructure portuaire de l’Ukraine.
De telles limitations sont spécifiques à tout système de radar, quel que soit
son niveau de performance, a encore précisé le responsable de Bucarest. Et lui
de rappeler que les drones n’étaient pas équipés de système de lutte et qu’ils
n’ont pas provoqué des explosions. Leur chute n’a provoqué ni victimes, ni
dégâts.

Le ministre roumain
a également déclaré que la Roumanie venait de renforcer ses systèmes de
surveillance aérienne dans la région du Delta du Danube, à proximité des
infrastructures portuaires ukrainiennes attaquées par les forces russes. Angel
Tîlvăr:

Pour ce qui est
de la protection maritime et fluviale, nous envisageons la mise en place de
mesures de sécurité supplémentaires des voies de communication en mer Noire
afin de repérer et de neutraliser les mines marines. Toutes ces charges
explosives qui se trouvent à la dérive dans le bassin de la mer Noire inquiètent
les Roumains et donc, on essaie de les neutraliser dans le cadre d’un effort
allié commun. Parallèlement, nous veillons à assurer la sécurité des voies navigables
du littoral roumain et nous délivrons des avis aux navigateurs pour accroître
la sécurité maritime et fluviale. Nous avons renforcé la surveillance du trafic
dans le périmètre des plateformes pétrolières et dans celui de Sulina- Sfântu
Gheorghe.

Par ailleurs, le
ministre roumain à la Défense a également précisé que dans sa relation avec les
pays alliés ayant déployé des troupes sur place, la Roumanie envisage d’adapter
les normes de sécurité aux sollicitations de ses partenaires, comte tenu du
niveau de la présence alliée sur son territoire. Les autorités roumaines se
proposent aussi de coordonner et de surveiller les transports routiers, aériens
et ferroviaires déroulés sous l’égide des armées des pays alliés et
partenaires.

VISIT – President Klaus Iohannis will pay a visit to Hungary on Wednesday, at the invitation of his Hungarian counterpart Katalin Novák, this being the first official visit to Budapest by a Romanian president in the last 14 years. According to the Presidential Administration, the visit takes place in the context of increased dynamics of high-level contacts, after the official visit made by President Katalin Novák to Bucharest in September 2022, and the participation in the 8th Summit of the Three Seas Initiative, hosted by Romania in September 2023. The head of state will reiterate Romania’s interest and openness to a constructive, pragmatic and transparent cooperation with Hungary. The two presidents will analyze the current situation at the regional, European and global level, in the context of Russias war of aggression against Ukraine.

EXERCISE – More than 400 soldiers take part in the Steadfast Jupiter 2023, the most complex computer-assisted NATO exercise, held at the Getica Joint Training Center in Cincu, central Romania. Military personnel from 17 allied states and over 20 subunits of the NATO command and force structure are taking part. The exercise focuses on a 360-degree approach to the security and collective defense of the North Atlantic Alliance. According to the Defense Ministry, the exercise is intended to strengthen the cohesion and interoperability of the armed forces involved and represents the final certification stage of the Southeast Multinational Corps Command in Romania, able to ensure the command and control of NATO’s ground operations at regional level, in any situation.

UKRAINE – Ukraine’s president, Volodymyr Zelenskyy paid an official visit to Romania on Tuesday. After the meeting, President Zelenskyy thanked Romania for supporting Ukraine at the most difficult time in its history. Talks with President Klaus Iohannis focused on security at the Black Sea, bilateral cooperation, Ukraines EU and Euro-Atlantic integration as well as full respect of the rights of persons belonging to national minorities. In turn, Iohannis assured his Ukrainian counterpart of Romania’s determination to further support the neighboring country, as long as needed, until its entire territory is liberated. Zelenskyy also had talks with the Romanian Prime Minister Marcel Ciolacu, the Speaker of the Senate, Nicolae Ciucă, and the interim Speaker of the Chamber of Deputies, Alfred Simonis.

ISRAEL – Israel announced that it is mobilizing another 60,000 reservists in addition to the 300,000 that have already been called up. Massive forces and heavy equipment were concentrated on the border with the Gaza Strip. 100 people captured by Hamas when it attacked Israel are kept hostage, and the terrorist organization has threatened to start killing them if more civilian targets are bombed. The toll of the war between Israel and the terrorist group Hamas exceeded several thousands dead and wounded, on both sides. UN humanitarian agencies have warned of the serious consequences of Israel imposing a total siege on the Gaza Strip in response to the Hamas attack. The UN Children’s Agency has expressed concern about the restriction of water and food to Gaza. UN agencies also condemned the mass killing of Israelis by Palestinian armed groups and asked them to release the hostages.

IMF – The International Monetary Fund estimates an economic growth of 2.2% for Romania this year compared to the previous forecast of 2.4%, according to a report the IMF presented on Tuesday. For 2024, the IMF estimates a 3.8% economic growth. The annual inflation rate forecast stands at 10.7% in 2023 and at 5.8% in 2024. According to a report of a recent IMF mission to Bucharest, budget deficit will stand at 6% this year and 5% next year. The head of the IMF mission in Romania, Jan Kees Martijn said the government’s fiscal package is designed to curb public spending, although additional measures are required to boost efficiency and revenues. président roumain, Klaus Iohannis. « Je suis reconnaissant à la Roumanie pour
son appui à un moment où l’Ukraine traverse le moment le plus difficile de son
histoire » – a déclaré le leader de Kiev qui a discuté avec le chef de
l’Etat roumain de la sécurité en mer Noire, de la coopération bilatérale, de
l’intégration européenne et euro atlantique de Kiev et des droits des minorités nationales. Pour sa
part, M Iohannis a assuré son homologue ukrainien de la détermination de
Bucarest de continuer à soutenir l’Ukraine voisine jusqu’à la libération de
tout son territoire. Il a également fait part de son admiration pour le courage
et la résilience du peuple ukrainien face à l’invasion russe et a condamné les
attaques répétées de la Russie contre les installations portuaires
ukrainiennes. Le chef de l’Etat a réitéré l’engagement de la Roumanie de
faciliter le transport des céréales ukrainiennes. Iohannis et Zelenski ont
signé une déclaration politique qui élève les relations bilatérales au rang de
partenariat stratégique. Volodymir Zelenski a eu également des pourparlers avec
le premier ministre, Marcel Ciolacu, le président du Sénat, Nicolae Ciuca et le
président par intérim de la Chambre des députés, Alfred Simonis.

Manœuvres
– Plus de 400 militaires de 17 pays alliés et de plus de 20 sous-unités des
structures otaniennes de commandement participent à l’exercice Steadfast
Jupiter 2023. Il s’agit du plus ample exercice de l’OTAN assisté par ordinateur
jamais organisé au Centre national d’instruction Getica de Cincu au centre de
la Roumanie. L’exercice se propose une approche globale de la sécurité
collective au sein de l’Alliance de l’Atlantique Nord. Selon le Ministère
roumain de la défense, les manœuvres visent à renforcer la cohésion et
l’interopérabilité des forces armées impliquées, tout en s’avérant une
excellente occasion de tester les capacités de réponse, de contrôle et de
commande dans un milieu géopolitique caractérisé par des menaces multiples.
L’exercice représente la dernière étape du processus de certification du
Commandement de la Division multinationale Sud-Est, créée en Roumanie pour
contrôler les opérations terrestres de l’Alliance au niveau régional, dans
toutes les situations possibles.

FMI
– Dans son dernier rapport rendu
publique mardi, le Fonds monétaire international a baissé de 2,4 à 2,2% les
prévisions de croissance économique de la Roumanie d’ici la fin de l’année.
Pour ce qui est de l’année prochaine, le FMI table sur une croissance
économique de 3,8%. Le taux annuel d’inflation s’élèvera à 10,7% en 2023 pour
baisser par la suite à 5,8% en 2024, selon les experts de la même institution
financière internationale. A leurs dires, le déficit devrait se chiffrer à 6%
cette année et à 5% l’année prochaine. Le chef de la mission du FMI en
Roumanie, Jan Kees Martijn, a estimé que le paquet de mesures fiscales du
gouvernement est censé réduire le déficit budgétaire, mais d’autres programmes
étaient nécessaires pour augmenté l’efficacité et les recettes budgétaires.

Visite
Iohannis – Le président roumain, Klaus Iohannis, fera mercredi une visite en
Hongrie, à l’invitation de son homologue hongroise Katalin Novák, première
visite officielle à Budapest d’un président roumain ces 14 dernières années.
L’administration présidentielle a fait savoir que « la visite se déroule
dans le contexte d’une dynamique accrue des contacts au sommet, après la visite
officielle effectuée par la présidente Katalin Novák à Bucarest, en septembre
2022 et la participation au 8e sommet de l’initiative des Trois
mers, accueillie par le président roumain en septembre 2023. » Le chef de
l’Etat doit réitérer l’intérêt et l’ouverture de la Roumanie pour « une
coopération constructive, pragmatique et transparente avec la Hongrie. »
Les deux présidents analyseront aussi la situation actuelle au niveau régional,
européen et mondial, dans le contexte de la guerre déclenchée par la Russie contre
l’Ukraine, avec un accent particulier sur les implications sécuritaires,
énergétiques, alimentaires – précise encore l’Administration présidentielle.

Films
– La 14ème édition des Films de Cannes à Bucarest aura lieu du 20 au
29 octobre. Les billets sont déjà mis en vente. Le public aura droit à 43
longs-métrages et 15 courts-métrages de 15 pays, primés à Cannes, Berlin ou
Venise.

Automobile
– Coup d’envoi du Salon auto de Bucarest qui se déroule jusqu’à dimanche au
centre d’expositions Romexpo. Y sont exposés de nouveaux modèles, des
concept-car et une partie des nouveautés de l’année.

Météo
– En Roumanie, les températures sont légèrement à la hausse mercredi, dans le
nord du pays. Dans le reste du territoire, les thermomètres montreront des
valeurs normales pour cette période de l’année. Nous aurons entre 15 et 23
degrés mercredi, en Roumanie. Une belle journée ensoleillée et 20 degrés
mercredi midi, à Bucarest.

Visite
– Le chef de l’Etat roumain, Klaus Iohannis, recevra mardi, à Bucarest, son
homologue ukrainien, Volodimir Zelenski, en visite officielle en Roumanie.
Selon l’Administration présidentielle à Bucarest, la visite réitère la
poursuite de l’aide inconditionnelle que la Roumanie offre à son voisin
ukrainien dans le contexte de l’agression militaire russe et le caractère
spécial des rapports bilatéraux entre les deux pays. « Les consultations
politiques de Bucarest porteront sur les mesures de soutien à Kiev, mises en
place par la Roumanie, tout comme sur les projets et les thèmes d’intérêt
commun ». La situation de sécurité dans la région de la mer Noire dominera
également les discussions. Klaus Iohannis insistera sur une approche
constructive et pragmatique de la coopération bilatérale, notamment en ce qui
concerne les connexions transfrontalières, le développement des relations
économiques, l’intégration européenne et euro-atlantique de l’Ukraine et les
droits des minorités nationales ».

Lisbonne
– Le président roumain a fini lundi sa visite de quatre jours au Portugal, par
une entrevue avec le premier ministre, Antonio Costa. Les deux responsables ont
assisté à la signature de deux mémorandums, un dans le domaine de l’Energie et
l’autre dans celui des Investissements et du Commerce. Lundi encore, lors d’une
cérémonie au Palais de la Municipalité, Klaus Iohannis s’est vu remettre la clé
de la ville de Lisbonne. Et lui de déclarer que les « relations
exemplaires » roumano-portugaises sont consolidées par les échanges
dynamiques au niveau local et par la coopération avec la Municipalité de
Lisbonne.

Sofia
– Le premier ministre roumain, Marcel Ciolacu, a déclaré, lundi, à Varna, que
dans le cadre des pourparlers organisés durant la réunion trilatérale Roumanie
– Bulgarie – Grèce, les trois Etats ont agréé l’implémentation d’un plan
d’action commun pour obtenir des évolutions significatives dans la coopération
trilatérale dans des domaines tels les transports, l’énergie, le commerce et la
sécurité. « En présence des représentants de la Commission européenne, du
premier ministre grec, Kyriakos Mitsotakis, et bulgare, Nikolai Denkov, j’ai
réitéré l’ambition de la Roumanie de devenir rapidement un Etat membre de
l’espace Schengen et de devenir un acteur économique influent dans la
région », a également dit Marcel Ciolacu. Le premier ministre a ajouté que
la Roumanie en partenariat avec la Bulgarie et de la Grèce, pouvait avoir une
influence accrue au sein de l’UE, en encourageant la reconstruction de
l’Ukraine et les efforts de la République de Moldova et des Etats des Balkans
de l’Ouest d’intégrer le bloc communautaire.

Israël
– Un Roumain de 22 ans est mort en Israël. Il avait la double citoyenneté et
faisait partie des Forces israéliennes de Défense, a annoncé le Ministère
roumain des Affaires Etrangères de Bucarest, tout en condamnant les attaques
contre la population israélienne. Par ailleurs, 780 citoyens roumains affirment
vouloir quitter Israël. Ceux-ci seront rapatriés à bord des avions de la
compagnie roumaine, Tarom. Par conséquent, le nombre de Roumains rapatriés
depuis le début de la guerre se montera à 1600. Le ministère des Affaires
Etrangères recommande aux ressortissants roumains qui envisagent de voyager en
Israël de reporter leur voyage et de suivre la page « alertes de voyage » sur le site internet de
l’institution. Une équipe de l’Unité de réaction rapide de la cellule de crise
du ministère a été envoyée en Israël, pour contribuer aux efforts de rapatriement.

Holocauste
– La Roumanie a marqué lundi la Journée nationale de commémoration des victimes
de l’Holocauste. Ce fut le 9 octobre 1941 que commençait la déportation des
Juifs de Bessarabie et de Bucovine vers la Transnistrie. L’Holocauste a été
reconnu par les autorités roumaines en 2004, en vertu des conclusions formulées
par la commission dirigée par le lauréat du prix Nobel, Elie Wiesel. Les Juifs
et les Roms décédés durant l’Holocauste ont été commémorés au mémorial de
Bucarest.

Poste
– Le syndicat des salariés de la Poste roumaine organise cette semaine des protestations
devant le siège du ministère de la Recherche, de l’Innovation et de la Numérisation.
Dans un communiqué, le syndicat dénonce l’absence d’un système de rémunération
transparent, motivant et équitable ce qui fait qu’à l’heure actuelle 80% du
personnel de la poste, soit 17 mille salariés touchent le salaire minimum. Le
syndicat souligne aussi le risque immense qu’une fois le salaire minimum majoré
à compter du 1er janvier 2024, la Poste roumaine entre en procédure
d’insolvabilité et soit obligée à licencier des milliers de travailleurs. Les
syndicalistes réclament également l’absence de politiques cohérentes de développement
et de soutenabilité, le manque de transparence et de prédictibilité dans l’acte
de management, ainsi que l’absence d’un dialogue social au sein de la Poste
roumaine.

Foot
– Suite à l’offensive du mouvement islamiste Hamas en Israël, l’UEFA a décidé
de reporter le match entre les sélections nationales d’Israël et de la Suisse,
prévu pour jeudi dans le Groupe I des préliminaires de l’Euro 2024 de foot,
dont fait partie la Roumanie. Par ailleurs, la Roumanie se prépare à affronter
le Belarus jeudi et l’Andorre dimanche à domicile, dans les préliminaires de la
compétition, dans le cadre de deux matchs joués sans spectateurs. Avec trois
victoires et trois égalités, la Roumanie est 2e dans son groupe, derrière
la Suisse.

Natation
– Le nageur roumain David Popovici, double champion du monde a remporté les
quatre épreuves du concours de Nyon en Suisse en bassin court (25 mètres).
Cette compétition prépare les championnats d’Europe qui auront lieu à Otopeni,
près de Bucarest, en décembre.

Rugby
– La Roumanie s’est inclinée dimanche contre les Tonga lors de son dernier match
de poule au tableau de la Coupe du Monde de rugby qui a eu lieu en France. La Roumanie
a enchaîné les défaites, en perdant les matchs contre l’Irlande, l’Afrique du
sud et l’Ecosse.

Météo
– En Roumanie, les météorologues prévoient une chute des températures dans le
nord, l’est et le centre. Dans le reste des régions, les températures
continueront à dépasser la moyenne saisonnière. Mardi, nous aurons entre 12 et
24 degrés en Roumanie et 21 degrés à midi, dans la capitale.
